ProCure22 is NHS England's framework for capital construction and infrastructure projects, launched in 2016 to replace the previous ProCure21 framework. The system operates through four regional clusters (North, Midlands & East, South, and London), each containing pre-selected Principal Supply Chain Partners (PSCPs) who deliver projects using integrated teams of designers, contractors, and specialists.
Trusts access the framework by selecting appropriate PSCPs based on project value, complexity, and geographical location. Projects are delivered through a collaborative approach emphasising early contractor involvement, standardised processes, and continuous improvement. The framework covers new builds, refurbishments, and infrastructure works across all healthcare settings.
The framework mandates use of standardised room data sheets, health building notes, and design guidance to ensure consistency and quality. PSCPs must demonstrate compliance with NHS design standards and achieve specific key performance indicators covering time, cost, quality, and client satisfaction.
ProCure22 incorporates lessons learned from ProCure21, including enhanced focus on whole-life costs, sustainability targets, and digital delivery methods. The framework requires Building Information Modelling (BIM) Level 2 compliance and emphasises offsite manufacturing where appropriate.
The framework provides NHS trusts with access to proven supply chains, reducing procurement timescales and transaction costs. Standardised approaches and continuous benchmarking help deliver better value for money whilst maintaining quality standards. The collaborative delivery model aims to reduce adversarial relationships and improve project outcomes across the NHS estate.
