A government framework enabling public sector organisations to procure cloud computing services through pre-approved suppliers via the Digital Marketplace.
G-Cloud is a multi-supplier framework agreement operated by the Crown Commercial Service that simplifies the procurement of cloud computing services for the UK public sector. Launched in 2012, it operates through iterations (G-Cloud 14 is the current version as of 2024) with regular re-competitions to refresh suppliers and services.
Public sector buyers access G-Cloud through the Digital Marketplace portal, where they can search and compare services from hundreds of pre-approved suppliers. The framework covers three main service categories: cloud hosting, cloud software, and cloud support services. Suppliers submit service descriptions and pricing during the framework competition, which remain fixed for the framework's duration.
Procurement through G-Cloud follows a streamlined process. For requirements under £10,000, buyers can directly award contracts. Above this threshold, they must run a further competition among suitable framework suppliers, but this is significantly simpler than a full OJEU tender process.
G-Cloud revolutionised how the public sector procures technology services by reducing procurement timescales from months to weeks. It opened the market to smaller suppliers and innovative companies that previously struggled to navigate complex public sector procurement processes.
The framework has generated billions in sales, with a significant portion going to SMEs, supporting the government's objective of increasing SME participation in public procurement. It demonstrates how frameworks can balance compliance with procurement regulations whilst enabling agile, user-friendly buying processes suitable for rapidly evolving technology markets.
G-Cloud's success influenced the development of other digital frameworks and established the Digital Marketplace as the standard platform for technology procurement across government.
