TOMS — Themes, Outcomes, Measures

TOMS (Themes, Outcomes and Measures) is the National TOMS Framework — the de facto UK standard for measuring and reporting Social Value in public sector contracts. Maintained by the Social Value Portal. It defines themes (e.g. Jobs, Growth, Social, Environment), outcomes within each theme, and measures with monetary proxy values. A supplier might commit to "10 hours of mentoring" with a £400/unit proxy value, which contributes £4,000 of social value to the contract.
