The purpose of this commission is to provide independent expert review and validation of the developing NICE Evidence Standards Framework for Digital Health Technologies (ESF DCT) (https://www.nice.org.uk/what-nice-does/digital-health/evidence-standards-framework-esf-for-digital-health-technologies). The commissioned supplier will support NICE by designing, delivering and reporting a structured expert consensus process to assess, refine and validate draft framework content developed by NICE. The supplier will work collaboratively with NICE throughout the project. NICE will provide draft framework materials, supporting documentation and access to relevant project information. To complement the individual evidence of council activity including their views on what they need to be able to more effectively address the issue, the supplier should produce an executive summary paper with a clear overarching narrative bringing together common themes identified in the individual evidence which should be turned into a set of policy asks. This commissioned piece will demonstrate what councils do with their existing duties and how they aim to support the broader age group, coupled with views on what changes are needed nationally. This will enable the LGA to use the evidence to share practice across the sector and the executive summary will help us advocate for councils in any new system which the Government is expected to develop as a result of the upcoming Milburn youth and work review solutions recommendations.

The aim of the Custody-Based Intervention Service is to engage young adults aged 18–25 at a critical point of contact within police custody and provide timely, trauma-informed and relationship-based support that helps them address unmet needs, build resilience and achieve positive outcomes. In April 2015, the MOD signed a thirteen-year contract with Leidos Europe Ltd to provide the procurement and inventory management of commodity items (as well as the storage and distribution services) historically provided in-house by the Logistic Commodities and Services Operating Centre. Cumberland Council is procuring a contract for Supported Bus Services for suitably qualified bus operators to run routes on behalf of Cumberland Council. The council proposes to enter into the contract for an initial term of 12 months with the successful tenderer. There are 2 optional extension periods available of 12 months each. Use of these extension periods is at the absolute discretion of the council. If the contract runs for the initial term only it will end on 01st November 2027. The procurement will deliver an Adult Community Support Service across Learning Disability, Physical Disability and Mental Health client groups. Services will be delivered in a community setting, 24 hours a day, 7 days a week, 365 days per year, inclusive of sleepovers and waking nights, to adults aged 16 and over who have been assessed by North Ayrshire Health and Social Care Partnership as requiring a service. The scope of the procurement will encompass services currently referred to as Community Supports, 24Hr Support, Housing Support and Supported living services. It does not include care at home provision. Services will be delivered through a flexible framework contract model. The contract term will be for a total of Six (6) years. The term will be an initial two (2) year period, followed by two further extension periods of 2 years. Providers will be invited to join the Flexible Framework at the two year break periods through a formal tender process. Re-opening July 2026 update - this framework has now been modified and will run until July 2027, with an option to extend until December 2027. Therefore, in line with the original framework schedule to open every 2 years, we are re-opening again in July 2026, for a final time on this framework. Aberdeen City Council has a requirement for the provision of a fully accessible dual sensory service across Aberdeen City for adults aged 16 and over. The duration of this contract is from 1st October 2021 to 30th September 2024, with two potential one-year extensions. The Service shall offer support to individuals who have a range of issues relating to sight and hearing impairment and it shall also extend to the families and/or carers of Supported People. The Service shall also seek to raise public awareness around issues relating to sensory loss, train and educate professionals, as well as influence planning decisions to improve accessibility. It is envisaged that the Service will provide varying levels of support, ranging from intensive support, for example, social work assessments, to low level, for example, newsletters. Interventions may be required at short notice and on an ad hoc basis therefore the service to people with a sensory loss needs to be responsive to need. The Service Provider will also maintain a register of visually impaired people on behalf of the Council.
