LUPC is working with its Member Institutions and those of the other UKUPCs to re-establish a national Framework Agreement for the Provision of Catering Outsourced Services across England, Wales, Scotland and Northern Ireland. Member Institutions of all UKUPCs will be able to use this Framework Agreement. Our Members operate a variety of catering services throughout their institutions ranging from cafés and refectories to internal hospitality and corporate events. The Consortia is inviting feedback from suitably qualified and experienced providers for the provision of these services to Member Institutions under a framework agreement that will run initially for two years, with two one year extensions up to a maximum period of four years, subject to satisfactory performance. The Consortia’s objective is to ensure that it receives quality catering outsourced services for its Members and it will work closely with the chosen Providers throughout the term of the agreement to achieve greater value for money for Members. The resulting Framework Agreement will allow qualifying Providers to supply the Consortia Members with the services identified in the Invitation to Tender, at the agreed prices and terms and for the duration of the Framework term. Catering Procurement Process for September 2027. Elevate MAT are an 18 School Multi Academy Trust. The Scope for Procurement is for a Contract Catering Partner delivery of services across all Trust Schools. The Procurement will be looking at supporting change management. The Trust plan to move from the status quo cook-on-site at most of their schools, towards a hub-cooking centralised and delivered out structure, across all Academy schools. Virano Frameworks Ltd is seeking to establish a single supplier framework agreement for the provision of managed catering services, primarily for education settings and other eligible contracting authorities. The framework is intended to support schools, academies, multi-academy trusts, colleges, universities and other educational bodies with the delivery of compliant, high-quality and value-for-money managed catering services. The framework will cover managed school catering and school meal services, including primary meal provision, secondary retail catering provision and mixed primary/secondary estate arrangements. Services may include menu development, food and ingredient supply, mobilisation, operational management support, compliance support, training, reporting, performance monitoring, contract management and continuous improvement under a managed service model. The framework will be awarded to one supplier only. Future call-off contracts may be awarded to the appointed supplier in accordance with the framework agreement and call-off methodology set out in the procurement documents. Norfolk Museum Services is seeking to appoint a single supplier for the provision of Ambient, chilled, frozen foods and Vegetables, fruit and salads. Please note on the 19 November 2025, the Minister of State for Local Government and Homelessness made a written statement [UIN HCWS1071] saying that three proposals for unitary local government in Norfolk had been received – these could entail the creation of one, two or three unitary councils. The Minister announced a consultation exercise, which ended on 11 January 2026. The Minister stated that “once the consultations have concluded, the Government will assess the proposals against the criteria in the invitation and decide, subject to parliamentary approval, which, if any, proposals are to be implemented, with or without modification”. In recent years the School has made significant investments to increase the size of the well-equipped kitchen and upgrade dining room furniture. A second satellite Bistro kitchen and indoor dining area has been developed; there is one outdoor pod. The Sixth Form Centre of Excellence also have their own dedicated and separate satellite kitchen and indoor seating areas. The catering contract being offered will commence on 1 August 2027 for an initial period of three years, concluding on 31 July 2030, and will be offered on a guaranteed performance basis, with a service on each of the 190 full academic days and by agreement for the 5 inset days.
