Denbighshire County Council (The Authority) are looking to engage with the market in relation to providing digital and technological support to enhance its highway safety inspection operations and collation and processing of highway condition data. The Authority is looking for solutions to include capturing highway safety defects, categorisation of defects, collating road condition data to aid production of capital programmes, assisting in prioritising areas for both capital and revenue interventions, improved customer service and improved insurance claim repudiation. We are seeking out of the box solutions requiring minimal configuration. The Authority is not seeking to appoint a development partner. Aims of Engagement The purpose is to: - Understand supplier capabilities and solutions available in the market - Identify opportunities for innovation and best practice - Understand the market’s ability to integrate directly with the Authority’s existing highways asset management system, Symology including proven live integration at other UK sites. - Test assumptions on costs, timescales, and implementation approaches. High Level Requirements for automated highways monitoring software. The Authority requires digital software which allows the Authority to: - Cover the entire network for highway safety inspections in line with the frequencies within the Highways Maintenance Manual - Provide highway safety defect information in accordance with category of defects as defined by the authority’s Highway Maintenance Manual by accurately identifying, detailing and categorising safety defect dimensions (size and depth) - Help modernise highway safety inspection operations by adopting automated digital monitoring alongside manual operations - Provide accurate and reliable road condition data that can be utilised to report on key performance indicators, and assist in informing structural maintenance programmes - Use of in-vehicle dedicated digital solution not invasive to drivers - Camera / digital based data collection (not mobile phone based) - Fully automated operation - Unlimited data usage and storage - Integration with work management systems, including the ability to push identified defects and associated data directly into Symology for inspection follow up, works ordering, and asset records The authority is interested in exploring digital solutions that can be expanded into other teams, for example, traffic and road safety. The digital technology software should also have: - The ability to export reports for use in prioritising and compiling works packages, programmes and third party claim defences - Import/export capabilities with GIS High Level Requirements for In-Vehicle Technologies. The Authority requires In-Vehicle technologies to allow the authority to equip highway safety vehicles and waste collection vehicles with integrated in-cab technologies that support collation of digital information collection and conform to health & safety compliance. The solution should be reliable, have ease of use, be weather-resistant and suitable for vehicle environments High Level Requirements for Operations Management. - Comprehensive reporting suite, including dashboards and the ability for the Council to report on any data in the solution - Automated Back-Office Operations - Secure and robust infrastructure compliant with UK GDPR. - Data hosted within the UK or in jurisdictions offering equivalent UK GDPR protections (with a preference for UK hosting).

The rail industry is calling on the UK’s brightest minds to help shape the future of transport, inviting creators, problem-solvers and disruptors from every corner of the country to help improve sustainability, safety and accessibility across Britain’s rail network. Through Future Labs, the public ownership flagship innovation programme, Britain’s train operators are seeking pioneering solutions to four of rail’s toughest challenges. DFTO train operators have environmental and sustainability targets, whether that is for their overall carbon emissions, or specific to certain parts of their operations. In stations, we want to meet targets such as the creation of net zero stations. Severe weather events are occurring more frequently and are already impacting our operations. There is a risk that such events may impact our ability to provide a safe and operational environments for our customers and people in the future. We also know that energy generation comes from a variety of sources, and not all are renewable (low carbon intensive). As a consumer of electricity, DFTO operators cannot stipulate exactly where our electricity comes from, and the balance of power sources is very weather dependent. Although we may have purchased green energy financially, this does not mean that we are actually consuming green energy (this is a financial arrangement only). Energy production and transmission is based on regional generation and whole network loading, which is managed entirely by National Grid. There are current plans to install battery storage within some stations to store greener energy, either from onsite generation, or from when the local grid is providing low carbon intensity energy. When it comes to energy resilience, Future Labs is seeking new ways to generate, store and manage clean energy directly on-site. Innovators are encouraged to explore how battery systems, solar power or novel technologies could help stations become self-sufficient, resilient and low carbon, even in the face of disruption. Network Rail currently operates two platforms (EMS Hub and LINX) that perform broadly similar roles in transporting operational data and enabling system‑to‑system messaging across the railway ecosystem. The EMS Hub has been in use since 2005 as a real‑time messaging platform serving Network Rail and industry partners across multiple business sectors. LINX, introduced in 2017, was initially designed to act as a linkage layer between newer train management services and legacy systems. Over time, both platforms have evolved in parallel, resulting in significant functional overlap, duplicated dataflows, and an unclear delineation of responsibilities between them. LINX is a specialist platform for Traffic Management and operational railway data, providing controlled, resilient and standardised real‑time data exchange. EMS Hub is a flexible, enterprise integration platform supporting a wide range of business domains, including finance, maintenance, operational reporting and web services. Both EMS Hub and LINX provide real‑time messaging and data exchange between operational systems used to manage train movements, timetabling, maintenance, and performance reporting. Because the two platforms are built on the same underlying IBM MQ and IBM ACE technology stack (on-premises IBM zLinux technology), data is shared between them, with both systems exposing this data to external customers in real time. This results in: - Duplicated data transmission, where systems feed separate dataflows into each platform. - External consumers having to subscribe to both platforms to obtain a complete picture. - Parallel technology footprints without a clear business rationale for maintaining two distinct platforms. This duplication of external feeds has introduced unnecessary cost, complexity, and operational inefficiency. EMS Hub in particular has historically acted as the “default” integration layer and now supports a wide mix of operational, financial, and maintenance services. LINX, by contrast, was designed to serve the Traffic Management System, and today provides the core dataflows that underpin real‑time railway operations. LINX also depends on several key EMS Hub feeds creating further cross‑platform interdependencies. Despite the challenges inherent in the current landscape, both EMS Hub and LINX continue to provide reliable and resilient services that underpin Network Rail’s operational data exchange. Together, the platforms enable high‑volume, near‑real‑time data sharing between internal operating centres and external third parties, supporting critical operational and customer‑facing use cases. Any future platform should build on these outcomes, providing a generic, scalable, and cost‑effective integration capability that supports high‑throughput data distribution, interoperation with legacy technologies, and secure connectivity with both internal and external consumers, rather than seeking to replicate the existing solutions on a like‑for‑like basis. Requirements: Network Rail is exploring options to move toward a single, modern strategic platform to reduce duplication, improve efficiency, and realise long-term operational and financial benefits. Any future platform would need to provide a fully generic messaging capability to support all Network Rail services and departments, not solely train‑related data, enabling consistent system‑to‑system integration across the organisation. This includes understanding both transition considerations and the ongoing cost to operate and maintain any future solution. The intent of this RFI is to understand strategic options for providing this capability in future, rather than to specify a detailed solution or architecture. The purpose of this requirement is to collect data on seafarers in the UK shipping industry. This data will form the basis of published statistics on UK seafarers active at sea, which are a core part of the Department for Transport’s (DfT) seafarer statistics. This project involves the delivery of a fully managed bus shelter and billboard advertising service across Slough, a rapidly growing and densely populated town in Berkshire. The contract, awarded by Slough Borough Council, will run for 11 years with an optional 4-year extension. The Contractor will be responsible for the supply, installation, maintenance, cleaning, and advertising of 176 bus shelters and 3 billboards, including the introduction of digital advertising screens. All associated costs, such as planning permissions, electricity, and business rates; will be covered by the Contractor. The project also includes lifecycle management of assets and the generation of revenue for the Council through fixed annual payments, revenue share, and provision of digital advertising space for public messaging. The Council will receive fixed annual income from advertising (£250,000 from bus shelters and £7,500 from billboards, index-linked), a share of advertising revenue (3% net), and 10% of digital screen time for Council messaging.
