whg is seeking to appoint suppliers to provide Communications, Creative and Print Services. The procurement is divided into two Lots, with a separate contract to be awarded for each Lot. Suppliers may tender for one or both Lots and may be awarded one or both Lots.
Lot 1 - Strategic Creative and Campaign Services
whg requires the appointment of a single supplier to act as a strategic communications and creative campaign delivery agency, providing specialist support to the in-house Communications team.
The Agency will be expected to deliver insight-led communications and marketing campaigns that achieve measurable outcomes and demonstrate value for money. In addition to campaign delivery, the Agency will act as a strategic partner, providing industry expertise, audience insight, market intelligence and innovative thinking to support whg's longer-term communications objectives.
The Agency will be expected to demonstrate a strong understanding of the housing, public and charitable sectors and the ability to engage effectively with a range of stakeholders and key audience groups.
Services may include, but are not limited to:
• Insight gathering and audience research.
• Campaign strategy and planning.
• Creative concept development.
• Design and creative direction.
• Campaign delivery.
• Monitoring and reporting.
• Post-campaign evaluation.
Typical projects may include customer communication campaigns, including service or safety information; recruitment campaigns; organisational change and transformation communications; internal communication and engagement campaigns; and behavioural change campaigns. These examples are illustrative and are not exhaustive.
Where campaigns include printed materials, the Lot 1 Agency may develop production-ready artwork and recommend appropriate layouts, formats, paper stocks, finishes and printing techniques. The Agency shall provide approved print-ready artwork and specifications to whg and, where required by whg, support the supplier appointed under Lot 2 to ensure the final printed materials reflect the approved creative concept and brand standards.
Lot 2 - Design, Artwork and Promotional Print Services
whg requires the appointment of a single supplier to provide design, artwork and promotional print services to support the in-house Communications team. The supplier will deliver high-quality creative assets and digital and printed collateral that support corporate, internal and external communications and whg's organisational priorities.
The supplier will be responsible for translating communications objectives and creative briefs into effective visual communications across digital and print channels.
Services may include, but are not limited to:
• Graphic design, including infographics.
• Creative artwork and brand application.
• Document, publication and presentation design.
• Digital asset creation and social media graphics.
• Promotional print production, including merchandise.
• Print management and fulfilment.
• Event and exhibition printed materials.
The appointed supplier shall produce printed materials in accordance with approved artwork and production specifications provided or approved by whg and, where required by whg, shall work collaboratively with the Agency appointed under Lot 1 to ensure high-quality outputs.
Interface between the Lots
The suppliers appointed to each Lot shall demonstrate the flexibility, capacity and capability to deliver whg's requirements through a seamless and coordinated service offering.
Where a requirement involves both Lots, whg may require the suppliers to work collaboratively with each other and with the in-house Communications team. Each supplier shall remain responsible for the quality, performance and delivery of the Services commissioned from it.
Stopford House Insulation Project - Contractor Appointment
Stockport Metropolitan Borough Council are looking to procure a contractor to carry out the following works:
The proposed works comprise a programme of thermal improvement measures at Stopford House, Stockport (SK1 3XE), aimed at improving the building's energy performance and reducing heat loss. The project is split into two workstreams: window alcove insulation works throughout the office accommodation and insulation improvement works within the plant room area.
The two workstreams form part of the same overall insulation improvement project but are to be considered separately for pricing, design development and review. The detailed requirements are contained within the individual project briefing documents, drawings, schedules, photographs and supporting tender information.
Stopford House is an existing multi-storey building situated within Stockport town centre. The building occupies a constrained urban location with interfaces to surrounding highways, pedestrian routes, neighbouring buildings and other town centre activities.
The proposed works are to be undertaken within and to the existing building. Stopford House contains existing building fabric, structural elements, mechanical and electrical services and operational plant which will require consideration when planning access, material movements and construction activities.
The contract will be for an initial term of 14 weeks (the "Contract Period").
Red Kite currently has an IT Managed Service Contract which expires on 31st March 2027 and are now seeking to award a new Contract. It is expected that the Successful Bidder will be appointed by the end of 2026 and that the new Contract must be operationally live no later than 1st April 2027.
The current hosting arrangements are located in the current supplier’s data centre and delivered as a private cloud solution with the core infrastructure belonging to the current supplier. These core assets will not be transferable and therefore a new solution must be provided by the Successful Bidder.
The new Contract shall include:
•Technical architecture and design
•Onboarding of all services in-scope of the Solution
•First-, Second- and Third-Line Service Desk
•Full inventory management service for all ICT assets
•Capacity management
•Developing appropriate refresh cycles for all equipment
•Hosting, including support the VMware servers and associated storage
•24x365 Proactive monitoring of all core ICT services
•Security infrastructure including Firewall Management
•Security Operations Centre (SOC) which is staffed 24x7
•Assistance to promote security best practice throughout Red Kite
•Resilient connectivity between Red Kite’s Head Office and the hosting service
•Resilient Internet connectivity
•Local Wired and Wireless Area Networks (Switches and Wireless Access Points are assets belonging to Red Kite)
•End-user support providing an engineer on-site at Head Office for 3 days per week (Tuesday, Wednesday and Thursday). The engineer will primarily handle first-line Tickets to resolution but may also be required to participate in project work if and when there is insufficient support work to be undertaken
•Building of new end-user devices (laptops) and maintenance of these builds; the supply of end-user devices is not in-scope of this Tender and end-user devices are Red Kite’s assets
•Patching (as a minimum to Cyber Essentials Plus standards)
•Backup including:
o Private/Public cloud hosted services
o Office 365 services including Email, OneDrive and SharePoint
o Dynamics 365
•Disaster Recovery / Business Continuity
•Monthly Service Reports and Meetings
• On-site first-line engineer (3 days per week)
•Ad-hoc project days (60 days per annum)
•Rate Card for ad-hoc work

The Contract will last for an initial period of 3 years, with an option to extend at Red Kite’s discretion for a period of 1 year, plus 1 additional year, and 1 final year, giving a total potential period of 6 years.

The total estimated value is £4,500,000 including VAT over 6 years (£750,000 per annum including VAT). This excludes annual price indexation.
