Market Engagement for Provision of the Doncaster, Rotherham & Sheffield Integrated Community Equipment Loan Service
• Commissioners are looking to procure an Integrated Community Equipment Loan Service across Doncaster, Rotherham and Sheffield from April 2027. • The service will be jointly commissioned by NHS South Yorkshire ICB and the three Local Authorities, supporting adults and children with assessed needs to live as independently and safely as possible in their own homes. • The service plays a critical role in supporting hospital discharge and the Home First priorities, preventing avoidable admissions, reducing falls, supporting independence, and delaying or avoiding the need for residential or nursing care. • Demand is expected to increase as care continues to shift from acute settings into the community, requiring a responsive, seven-day service model. • The successful provider will be responsible for the end‑to‑end management of community equipment, including procurement, storage, delivery, installation, maintenance, repair, recall, collection, decontamination, recycling and disposal. Both standard catalogue equipment and specialist equipment (including paediatric and bespoke items) must be managed in line with clinical safety standards, manufacturer guidance and statutory requirements. • A core principle of the service is value for money through a credit‑based reuse model. Equipment is actively recalled when no longer required, refurbished where appropriate, and returned to stock to minimise new purchases, reduce waste and maximise environmental sustainability. The new service model will have a greater emphasis on more active recall of items. The University seeks a skilled and experienced consultant to deliver an IP audit, which should include, but not be limited to, the following elements:
1. Policy and Documentation Review
- Review YSJ’s existing Intellectual Property Policy and all associated guidance, templates and documentation.
- Recommend updates to ensure alignment with sector best practice and YSJ’s strategic ambitions.
- Produce an updated IP Policy, together with supporting documentation where appropriate.
2. IP Process and Decision Framework
- Develop a clear, practical IP decision tree and process to support staff in identifying, disclosing and progressing IP.
- The process should be understandable to non specialists and suitable for an institution with limited internal IP resource.
- The framework should support progression from identification through protection and onward commercialisation where appropriate.
3. IP Awareness and Senior Leadership Engagement
Deliver a concise 20 minute presentation to senior managers at YSJ, in person, on:
- The importance of intellectual property in a university context
- The purpose and value of the IP audit
- The risks of unmanaged or unprotected IP
This session should support institutional understanding and senior ownership of IP activity.
4. Academic and Research Staff Survey
- Design and support the dissemination of a survey to academic and research staff across the University to:
- Raise awareness of IP
- Identify staff who may hold existing or emerging IP
- Capture information on IP that may or may not already be protected
Support YSJ in interpreting survey outputs and identifying candidates for follow up.
5. Face to Face Academic Interviews
- Conduct a number of face to face interviews with academics identified through the survey or via leadership engagement as potentially holding IP.
Interviews should explore:
- The nature of potential IP
- Current status (protected/unprotected)
- Commercial relevance or translational potential
Interviews will take place in person at York St John University.
6. Reporting and Outputs
Provide a comprehensive written report that includes:
- Findings from the policy review
- A revised IP policy and supporting processes
- A clear IP decision tree
- A summary of survey findings
- A register or summary of any existing or potential IP identified during the audit
- Practical recommendations for next steps
Consultant Requirements
Successful applicants must be able to demonstrate:
- Proven experience delivering IP or commercialisation audits within UK universities
- Experience working with non Russell Group or teaching focused institutions
- Strong understanding of non traditional and practice based IP (e.g. health, sport, digital, pedagogic or professional practice innovation), not solely patent led science
- Willingness and ability to travel to York to:
- Deliver the senior management presentation
- Conduct face to face interviews with academics

NPAS has 15 bases across England and Wales and operates without borders providing air support to police forces using a centralised operations centre which directs activity. The aircraft are fitted with a variety of equipment and sensors to enable a robust service delivery thereby managing public safety and risk. NPAS operates 24 hours a day and 365 days a year and does so in both day and night environments under single-pilot Visual and Instrument Flight Rules.
Within these bases are Fuel Bowsers that require to be serviced and maintained in accordance with JIG4 to allow NPAS aircraft to always remain mobile. All fuel tanks and pumping equipment require a planned maintenance regime and cover for emergency or ad hoc call-outs to ensure the safe receipting, storage, checking and dispensing of fuel.
All parts of the receipting, storage, testing and dispensing system, whether fixed or mobile, need to be inspected, checked, tested, cleaned and certified fit for use.
The Supplier must have the capacity and resource to service all the required bases and satellites in England & Wales.

East Riding of Yorkshire Council is seeking applications from potential care agencies to be admitted to the Council's new Supported Living Open Framework. This intention is that this framework will be used to commission all supported living schemes or very large packages of care which are contracted through the Council, it will not be used for those individuals who wish to have a direct payment. In the future other models of contract may also be developed, for example individual service funds.
Unlike a traditional framework, suppliers can apply to join the open framework at any time and is designed to provide access to a pool of pre-qualified suppliers that can be continually refreshed, however the applications will only be evaluated every 12 months or when the Council identifies an urgent need in particular to direct award to a specific provider.
There is no limit to the number of providers awarded a place on the open framework for supported living, however it must be recognised that there are no guaranteed levels of business.
It is a requirement that the Agency will be registered as a Home Care Agency with the Care Quality Commission (CQC) and any successor body will maintain registration, with no serious compliance issue/s. This Agency is required to have a 'good' or "outstanding" CQC inspection rating - or as a minimum, 'requires improvement' and be able to demonstrate that action is being taken to address the 'requires improvement' inspection rating.
The Agency must have a registered office / location such that they must be able to demonstrate how high-quality outcome-focused, person-centred care can be delivered and effectively co-ordinated for any requirements that they apply for.
This procurement is conducted under the Light Touch Regime, under the EU Public Contracts Directive 2014/24/EU, as implemented by the Public Contracts Regulations 2015 (SI 2015 No. 102) Section 7.
The Open Framework starts on 01/03/2025 and the initial end date is 31/03/2033. The Framework includes options to extend up to three further twenty-four month periods at the sole discretion of East Riding of Yorkshire Council with an estimated total contract value of £700m.
