North Yorkshire Council (the Authority) is seeking tenders from suitably qualified suppliers to join its Passenger Transport Open Framework. The Open Framework is being established to provide a range of passenger transport services, including Home to School Transport and other transport-related services, through a diverse network of approved Suppliers with relevant expertise and capabilities. The Open Framework will be divided into the following Lots • Lot 1 - Vehicles with up to 8 passenger seats (including accessible vehicles) • Lot 2 - Vehicles with 9 to 16 passenger seats (including accessible vehicles) • Lot 3 - Vehicles with 17 or more passenger seats Lots are categorised according to vehicle seating capacity and/or accessibility provisions rather than vehicle size. Suppliers may apply for all Lots that are relevant to the services they are able to provide. The majority of the transport will be provided within the North Yorkshire boundary however there is an element that will be delivered out of the area. This tender notice is for the award of a public contract through an open procedure in accordance with section 20(1) and (2)(a) of the PA 2023. To support the development of this procurement, the Authority issued a Request for Information (RFI) on 3 February 2025. The RFI was published to the market to gather feedback from existing and potential suppliers on key aspects of the proposed framework, including: • Procurement processes and documentation • Pricing approaches and market conditions • Barriers to participation and supplier engagement In addition, the Authority worked in partnership with Go4Growth to deliver a supplier engagement webinar. The session provided an overview of the Open Framework model and covered topics including: • Understanding Open Frameworks • Registration requirements for the Central Digital Platform • Available support tools to assist with the tendering process • The proposed high-level procurement timetable This market engagement activity has helped inform the development of the Open Framework and ensures that the procurement process is accessible, transparent, and reflective of current market conditions.

West Yorkshire Fire and Rescue Service are looking to appoint a contractor to resurface the existing tarmacadam carriageway and hardstanding to the following area(s) based at Fire Service Headquarters, Birkenshaw, BD11 2DY. • The tarmac area located in front of the Transport and Logistics Building; • The turning circle adjacent to the Transport and Logistics Building; and • The tarmac area located to the front of Oakroyd Hall. The Contractor shall undertake all necessary works required to resurface these areas, including any associated preparatory works, reinstatement activities, and disposal of arising materials, to provide a completed surface fit for purpose and in accordance with the specification and contract requirements. The areas identified for resurfacing are subject to substantial operational traffic, including fire appliances, Heavy Goods Vehicles (HGVs), delivery vans, and other service vehicles. The Contractor shall ensure that the proposed resurfacing works and finished surface are suitable for heavy-duty use, capable of accommodating high axle loads and frequent turning movements without premature deterioration.

Barnsley Metropolitan Borough Council (BMBC) wishes to establish a transport DPS for the provision of passenger transport for children and adults. BMBC has a statutory duty to provide home to school travel arrangements for eligible children to access their education for both SEN and non-SEN children as outlined in the Home to School/college Travel Assistance Policy. The requirement is for a regular home to school transport service during school term time both in the Borough of Barnsley and out of the Borough, which include daily, weekly, fortnightly, or termly single or return journeys In addition, the Council also provides transport to and from day centres for vulnerable adults who are covered under the Chronically Sick and Disabled Persons Act 1970 and 1986. The Providers on this DPS will be required to provide a range of vehicles to deliver the services, from cars to minibuses. There will be a requirement for a number of vehicles to be fitted with appropriate equipment to enable passengers to access/egress the vehicle safely and travel safely and comfortably. The procurement is being undertaken as an Above Threshold Procurement under the PCR 2015 using a Dynamic Purchasing System. The DPS will have the following lots: Lot 1 - SEN / LAC Children: Taxi / MPV / Saloon & driver with or without escort- standard vehicles up to 8 seater. Lot 2 SEN / LAC Children: Minibus & driver with or without escort - standard minibus vehicles up to 16 seater. Lot 3 SEN / LAC Children requiring accessible vehicles: Wheelchair accessible vehicles with driver and with or without escort provision. Lot 4 Vulnerable Adults: Minibus & driver with escort to be provided by the potential provider - standard minibus vehicles and wheelchair accessible minibus vehicles up to 16 seaters. The DPS will cover the period from 20/10/2017 to 24/02/2029 (subject to an annual review, incorporating price negotiations and KPI performance).

This Invitation to Apply for Membership (IAM) is issued by West Yorkshire Combined Authority (Combined Authority). The Dynamic Market is established for use by the Combined Authority or any successor authorities. This IAM is made available to all potential suppliers (Applicants) that are interested in tendering for Franchised Bus Services contracts and associated services to the Combined Authority (the Services). Part "Tier B and C" of the Dynamic Market will be for the Combined Authority to procure Tier B and C Franchised Bus Services contracts that: (a) do not require the use of an Authority-owned depot to perform contractual operations (operators will source their own arrangements) (b) may make use of Authority-owned fleet to perform contractual operation but usually will involve an Operator providing its own fleet. As this is a Qualifying Utilities Dynamic Market, the Combined Authority does not intend to publish tender notices for individual procurements under this Dynamic Market via the central digital platform. Pursuant to section 40 of the PA23, a tender notice and associated Invitation to Tender inviting all Members of the applicable part of the Dynamic Market will be issued only to Members of the relevant Part. Pending Applications will not receive such an invitation. Wakefield Council is preparing to establish an Open Framework for Surface Dressing of highways and footpaths. The Services will consist of the provision of labour, plant, materials and traffic management to carry out Surface Dressing of Footways and Carriageways within the administrative areas of the members of the Yorkshire Highway Alliance plus any other Local Authority (as defined in the Local Government Act 1972) within the Yorkshire and Humber Region and wholly owned and controlled subsidiary trading companies.

This project is to implement a framework agreement in order for NY Highways to have access to contractors comprising labour, vehicles, and appropriate plant and equipment, in order to work independently on highway maintenance tasks. There will also be the option for NY Highways to contract winter maintenance drivers directly from the suppliers that are appointed to the framework. The contractors on this framework will be used where there is insufficient internal resource to complete highway maintenance tasks and/or winter maintenance driving

Sheffield Teaching Hospitals NHS Foundation Trust/Sheffield Children’s NHS Foundation Trust is issuing this Request for Information (RFI) for the purpose of engaging with the market in order to inform the further development of draft proposals for STCH Transport Services Framework. The intention is to establish a Framework Agreement comprising two indicative Lots: • Lot 1 – General Taxi Services: Provision of non-emergency passenger transport for staff, patients and other authorised users, including ad hoc, prebooked and urgent journeys. • Lot 2 – Blood Bank Transportation Services: Provision of time critical transport for blood samples, blood components, blood products and other authorised laboratory materials between Trust sites and external partners.

North East Lincolnshire Council (NELC) is seeking to engage with the market regarding a potential future contract opportunity for the supply, operation, maintenance and advertising services for bus shelters and associated infrastructure across North East Lincolnshire. The current number of shelters is 84 installed and 52 of these shelters has the capacity for the provider to sell advertising. The purpose of this Preliminary Market Engagement (PME) is to make the market aware of the Authority's intention to procure a provider for the above and gather feedback on its ideas. North Yorkshire Council (the Authority) is requesting information from suppliers to help determine the scope and feasibility of its requirement, to understand the range of potential solutions available in the market, and to inform any potential future procurement exercise for a Passenger Transport System (the System). The Authority is also inviting interested suppliers to a Meet the Buyer Event where the Authority would like to engage with interested suppliers further as part of a question-and-answer session to gather feedback on the feasibility of its proposal, the proposed procurement approach, as well as any technical queries. The Authority have been undertaking work internally to understand the scope, business processes, customer journey, and interfaces/interactions that the existing in-house System currently provides (in addition to what it should but does not provide). The Authority is not looking to replace the System like for like and is instead interested in one or more commercial off the shelf solutions that can provide one or more capabilities that will work together to deliver a coherent replacement.
