Warwickshire County Council is seeking bids for care home block contracts for Pathway 2 Residential Short Stay Bed block contracts, commissioned for patients whose discharge from hospital is being led by Adult Social Care (currently short stay social care assessments beds and moving on beds).
Pathway 2 Residential Short Stay Beds provide short-term residential care for people who are medically optimised for discharge from hospital but are unable to return home, therefore requiring a short stay in a care home setting to support their recovery and time for assessment for future needs. People will stay in the service until their assessment and ongoing arrangements have been determined.
Moving On Beds: are for people that are medically fit for discharge and can return home but require further support and time before this can take place. People that use a MOB typically return home once environmental or social issues are resolved and have an average length of stay of 6 weeks.
D2A Short Stay Beds: are for people that are medically fit for discharge whose needs have increased since their admission to hospital meaning they are unable to return to their normal place of residence. They require assessment and time to recover to understand their future requirements, whether this is to return home or to go into long term care. People that use a D2A Short Stay Bed have an average length of stay of 4 weeks.
The Council is seeking to award approximately 52 D2A short stay beds and 8 Moving on beds across three Place areas in Warwickshire, these being North Warwickshire, Rugby and South Warwickshire.

Smokefree Generation Health Promotion Campaign Management and Delivery 26/27
Birmingham City Council requires a supplier for the provision of the development and delivery of the Smoking Cessation Health Promotion Programme 2026/27.
The Supplier will develop, deliver and evaluate two, multi-channel health promotion campaigns in-line with the above aims and objectives. The two campaigns should be developed as distinguished campaign concepts, with different messaging and creative assets.
Objectives
- To increase awareness of local stop smoking services, including the types of support available
- To increase the number of residents who actively seek information about quitting
- To apply understanding of psychological, social, and practical barriers to quitting smoking among the target audience and use these insights to shape messaging throughout the campaign
1. Health promotion programme management
The chosen supplier will manage both the summer and winter health promotion campaigns, ensuring alignment with the aims and objectives, whilst acting as the central point of coordination. Responsibilities include:
• Develop a detailed programme plan for both campaigns including deliverables, and timelines.
• Provide weekly or fortnightly progress updates to BCC, summarising achievements, upcoming actions, risks, and issues.
• Lead all work-in-progress (WIP) meetings, circulate agendas, minutes, and track agreed actions through to completion.
• Ensure smooth coordination between content creation, testing, approvals, production, and deployment stages.
• Ensure all campaign activities align with BCC’s strategic health priorities, brand guidelines, and communications standards as directed by BCC.
• Identify risks and mitigation strategies throughout the programme lifecycle.
2. Media buying
The chosen supplier will identify and negotiate media space on a combination of channels to effectively reach the target audience at a range of touchpoints. A key objective for the supplier is to allocate funds to maximise reach and impact through each channel selected for the campaign. Paid delivery channels utilised for this campaign may include:
• Paid social media and digital
• Local radio stations in Birmingham
• Community radio stations in Birmingham
• Outdoor advertising
• Other channels - The supplier will also be required to identify any other suitable channels in order to reach the target audience.
The supplier will prepare and submit finalised content packages to media buyers and other delivery partners as required. The supplier will ensure formats and specifications meet the technical and quality requirements of each channel (e.g., digital, print, outdoor, radio).
The contract for the services will commence on 29th June 2026 and will be in place for a period of 10 months. There will be no option for contract extension.
INVITATION TO TENDER (ITT) for the provision of Replacement Lift at the Town Hall Hereford
The Contractor shall undertake the full removal and replacement of the existing hydraulic passenger lift installation located off reception within the Town Hall Offices.
The existing lift installation has reached the end of its serviceable life with obsolete control components and reliability issues.
The works shall therefore comprise the complete replacement of lift equipment, hydraulic systems, electrical systems, lift car, doors and associated components, together with all builder's works required to prepare and adapt the lift shaft and surrounding structure.
The Contractor shall be responsible for the design, supply, installation, testing and commissioning of the lift system. The completed installation shall provide a modern passenger lift suitable for public use in a civic building, meeting all relevant statutory and safety requirements.

Redditch Borough Council is seeking a suitably qualified and experienced organisation to design and deliver an inclusive, innovative community engagement programme. This work will support the establishment of a Pride in Place Neighbourhood Board and inform the development of the Neighbourhood Plan.
The Council aims to contract with suppliers to provide and maintain a high quality, responsive arboricultural (tree) maintenance service for the whole City. The framework agreement contracts resulting from this procurement will commence on 1st April 2027.

Improvements to Existing Accommodation at Blackmarston School, Hereford
Herefordshire Council wishes to appoint a contractor to works that include the works that include internal remodelling of existing classroom space as described in tender documents.
The full project scope is identified in the Activity Schedule (Information Document 2) and accompanying specification and plans provided within tender document pack.
This contract requires a suitably qualified auditor to complete Gas Quality Audits, supplementing the in-house quality assurance team.
Post Service Audits will be undertaken as required, encompassing post inspections within 4 weeks of the annual inspection being completed, involving a full strip down of the serviceable appliances (SMBC service tenants appliances connected to a flue) and a visual inspection of flueless appliances owned by the tenant. As well as annual inspections and as part of our on-going maintenance, Sandwell MBC carry out a significant number of boiler replacements per year. Post inspection audits may also be required on new installations to make sure that they are compliant with the current gas regulations, building regulations inc. boiler plus and any specific SMBC’s specification requested. The audits will need to be carried out by a suitably qualified officer, who in addition to the ACS (CCN1 (CPA1), CENWAT, HTR1, CKR1, DAH1), must hold a suitable assessor/auditor’s qualification - (A1, A2 (D32, D33) or similar (e.g. TAQA) and have at least 7 years’ experience in the gas industry. Included in the price for both types of audit, will be an assessment of all completed paperwork (LGSR (for compliance with the 9 points in 36. 3 C of the GSIUR98) for service & Completion certificate and benchmark for installations) with omissions and discrepancies highlighted, a record and report of each inspection will be required. On occasions you may be asked to carry out a work in progress inspection on either the in-house team or contractor to assess that their procedures are adequate regarding gas safety and that there are no health and safety issues such as failing to use PPE etc.

Short breaks are a vital support service for families with disabled children and young people. When making commissioning and funding decisions local authorities must ensure that regard is paid to all the relevant legal duties, in particular the short breaks duty in The Children Act 1989 and the duties in the Breaks for Carers of Disabled Children Regulations 2011.
Key legislation and requirements:
•Legal Duty: Local authorities must provide breaks designed to meet the needs of carers, and children with a disability including overnight, day-time, weekend, and school holiday services.
•Purpose: To enable children to enjoy fun activities while supporting parents to continue caring more effectively.
•Target Group: Primarily disabled children and their families, but also includes other "children in need".
•Service Types: Activities can range from community-based, like youth clubs, groups activities and excursions, to residential, or in the child's own home.
Shropshire Council is undertaking preliminary market engagement to inform and help shape the future commissioning of a Short Break Holiday Club(s) for children and young people with SEND (Special Educational Needs and Disabilities) and/or complex health needs during school holidays.
Short breaks services are intended to provide play and leisure opportunities for children and young people aged from 5 years old until their 18th birthday whose needs cannot be met within mainstream provision.
For many years the council has been working in partnership with established providers of children’s services and third sector organisations, however, we are keen to explore with the market alternatives to this, which includes working with schools, academy’s and Trusts, and would be keen to explore new and creative delivery models, including partnerships and consortium arrangements.

Housing and Economic Development Needs Assessment (HEDNA) and Employment Land Review (ELR)
The Council would like to invite suitably experienced and qualified consultants to undertake an update to the Housing Needs and Economic Development Needs Assessment (HEDNA) and Employment Land Review (ELR) for the Borough in accordance with the latest National Planning Policy Framework (NPPF) and associated Planning Practice Guidance (PPG) published by the Ministry of Housing, Communities and Local Government (MHCLG). This will form an integral part of the evidence base used to underpin new housing-and employment related policies in the new Local Plan.
The Borough Council has been preparing a local plan since 2021. The emerging Local Plan (2020-2040) has been examined and is soon to be considered for adoption. The transitional provisions of the December 2024 National Planning Policy Framework (“NPPF”) (paragraphs 234b & 236 respectively) for Local Plan making, allowed the examination of the Plan to take place using a previous version of the NPPF (the 2023 Framework). In the December 2024 NPPF, the government introduced a new method for calculating local housing need. This increased the housing need figure for the Borough to 551 dwellings per annum (at the time of writing) compared with the emerging Local Plan requirement for 400 dwellings per annum.
The Council is required to start an update to the Local Plan from the summer of 2026 and this study will form a key part of the evidence base for the new Local Plan.

RMCB 059 - Provision of Servicing and Repairs to Lifts
Shropshire Council is inviting tenders from contractors to provide a fully comprehensive lift service, including repair and maintenance. The successful contractor will be responsible for delivering a Rescue Service for lift entrapment situations, as well as managing the associated call handling. Additionally, the contract requires the provision of SAFed Supplementary tests on in-service lifts when requested by the Council’s inspecting engineer.
The contract will initially run for five years, with an option to extend for a further two years.

WCC Market Testing for the Joint Provision of Mental and Physical Health Services
It is well recognised and supported by research that there is a strong link between mental and physical health and that both can significantly influence an individual's ability to lead a healthy lifestyle. Being active can improve physical health as well as improving a person's mental health and wellbeing.
Having good mental health and wellbeing can improve a person's quality of life through helping to manage everyday stress and improve mood and motivation. Physical activity can improve self-esteem, reduce your risk of developing long term conditions, help manage certain long-term conditions and help with maintaining a healthy weight.
There is a well-established link between diet and physical health, especially for diseases such as type 2 diabetes, coronary heart disease and some cancers. The relationship between mental health and diet is also important to help people make informed decisions and increasing awareness of the potential for poor nutrition to be a factor in stimulating or maintaining poor mental health.
WCC Public Health are exploring options for the future delivery of both the PH and MH services, with a view to potentially commissioning a joint service. WCC needs to ensure future delivery enables resources to best meet the health needs of the Warwickshire population, reduce health inequalities and aligns with the Council's strategic objectives.
The purpose of this market testing exercise is to gather insight and feedback from interested providers to help shape the future of MH and PH services in Warwickshire. It will help inform the understanding the potential of the local market to provide the required support offer and to explore innovative ways of delivering the support services to improve MH and PH of Warwickshire residents. Your participation will also contribute ideas as to how the current services may be improved.
The Council has not commissioned a service such as this before and therefore wants to engage with a variety of organisations, in a confidential setting, so that we can ensure we have considered all possible options and any associated risks and issues during to aid our decision making.
