Tai Tarian is undertaking pre‑market engagement (PME) to gain an understanding of business systems currently available in the market, prior to finalising its requirements and procurement strategy for a future tender exercise. This PME is being conducted in accordance with the principles of Pre‑Market Engagement under the Procurement Act 2023, to inform our approach, encourage innovation, and ensure any future procurement is proportionate and deliverable. Tai Tarian is undertaking an organisation wide Transformation Programme consisting of five inter-linking workstreams: 1) Customer Experience 2) Organisational 3) Data and Digital 4) Business Systems We want our business systems to work in a way that: - Supports Standardised Ways of Working - Enhances Colleague Experience and Operational Efficiency - Delivers a Single View of Customers and Properties - Integrates Components and Assets Seamlessly - Future-Proofs for Growth and Innovation To support the development of our Procurement Strategy, Tai Tarian is seeking market feedback on two potential delivery options and to understand whether a single‑supplier integrated solution or a multi‑lot procurement would represent best value. As part of this PME, interested suppliers are invited to indicate whether they would expect to be interested in submitting a tender for one of the following two options, should a future procurement proceed. Option 1 – Provision and Implementation of Integrated Business Systems incl. Housing Management, Assets and Repairs (full scope provided below) Or Option 2 – Provision and Implementation of an Assets and Repairs Management System (only) For clarity, Tai Tarian is using this options appraisal to determine if the procurement will be split into Lots, or if Tai Tarian will procure a contract with one Supplier to supply and implement a fully integrated business system. Suppliers should only express interest in an option where they would expect to be capable of delivering the full scope of that option on an end to end basis, rather than partial or modular components, i.e. an interested Supplier would submit a Tender for an Assets and Repairs Management System, and not just a Repairs System. Suppliers offering partial, modular or component‑only solutions may wish to note that these fall outside the intended scope of this PME exercise. Tai Tarian therefore reserves the right to limit participation in ‘Meet the Buyer’ sessions where a supplier confirms that it cannot deliver an option in full. It is anticipated that the scope of each Option will include (but not be limited to): Option 1: Integrated Business Systems incl. Housing Management, Assets and Repairs Housing and Tenancy Management Provides a single view of household and property history, including arrears, repairs, adaptations, vulnerabilities, ASB, lettings and communications with guided workflows and case management. Customer Service Centre Omni-channel (phone, web, app, email, chat) routed through a unified interface for seamless customer interactions. Financial Management - Service charge calculation and billing. - Rent setting, billing, and calculation. - Integration with finance systems for accurate reporting. Document and Records Management Centralised e-document repository. Repairs and Maintenance - Job logging and tracking for all repair requests. - Resident communication tools for updates and confirmations. Digital Asset Register - Tracks asset lifecycle, including servicing, inspections, and certifications. - Condition Surveys and Planned Maintenance. - Schedule inspections and generate work programs based on asset condition. Compliance Management Covers statutory checks for: - Gas safety, Asbestos, Electrical safety, Fire safety, Water hygiene Voids Management Workflow-driven processes to coordinate repairs and compliance checks, ensuring properties are ready to let quickly. Contractor Portal - Provides automated reconciliation of jobs, work orders, and invoicing. - Clear links to assets and contracts for transparency. Planned and Cyclical Maintenance - Creation and management of end-to-end planned and cyclical programmes Dynamic Scheduling Operative Mobile Working Option 2: Repairs and Asset Management Repairs and Maintenance - Job logging and tracking for all repair requests. - Resident communication tools for updates and confirmations. Interested suppliers are invited to attend ‘Meet the Buyer’ sessions, held throughout June at Tai Tarian’s head office, Ty Gwyn. Following the deadline to register, Tai Tarian will email all registered suppliers to confirm the time and date that the meeting booking link will be emailed simultaneously to all registered suppliers. Appointments will be booked by suppliers on a first‑come, first‑served basis across the scheduled June session dates. Where demand exceeds available capacity, Tai Tarian reserves the right, at its discretion, to extend the programme of sessions into July; however, there is no obligation to do so. Should additional sessions be made available, these will be offered via a meeting booking link issued simultaneously to all registered suppliers who have not already met with Tai Tarian. The sessions are intended to be exploratory and non‑evaluative. Suppliers may be invited to cover topics such as: - A high‑level demonstration of relevant systems and functionality - How their solution could deliver value for Tai Tarian and its stakeholders - Experience of delivering similar solutions (housing and non‑housing sectors) - Key lessons learned from comparable implementations - What makes a contract of this nature attractive to them - Examples of innovation and alternative ways of working Discussions will not be assessed or scored and will not form part of any future tender evaluation. In addition to the ‘Meet the Buyer’ sessions, Tai Tarian reserves the right to undertake targeted engagement with suppliers whose solutions are considered relevant to the scope of this PME. Such engagement may take place where it is necessary to support Tai Tarian’s understanding of the market, capabilities, or potential delivery approaches. Any such engagement will be conducted in a manner that is fair, transparent and proportionate, and will not result in any supplier being advantaged or disadvantaged in any future procurement process. Where appropriate, Tai Tarian will ensure that any information of wider relevance arising from these discussions is shared with the market in a suitable and non‑attributable form. This may include engagement with suppliers who have not participated in, or been able to attend, the ‘Meet the Buyer’ sessions. Please note that the estimated value provided in this notice is indicative only and has been included for administrative purposes. Tai Tarian is using this pre‑market engagement exercise to better understand the potential scope, delivery model and associated costs. Any potential final contract value may differ from that stated. Please note that recording an interest is voluntary and potential tenderers will not be advantaged or disadvantaged through participation in any ‘Meet the Buyer’ session and any discussions held will not form part of any formal tender process. The purpose of the 1st stage of this is tender is to provide the [Swansea University] with sufficient information to shortlist potential bidders to be identified for participation in the tender process. Over cladding opportunity for 2 no. buildings on the Swansea University Singleton Campus. Proposed scheme is to include the retrofit façade upgrades to two existing buildings. Façade upgrade will include over cladding the existing buildings (namely, Margam Building and Union House Building) with an improvement in the level of insulation on the external walls, and replacement of the glazing and doors where applicable. This project is a retrofit intervention associated with a wider decarbonisation scheme for the University, the buildings comprise of one 3 storey academic building (of mixed uses) and one 4 storey academic/student activity building, and the Works will take place in a live environment. Initially, tenderer’s will be appointed on a two-stage basis with an evaluation of preliminaries, design fees and fee percentage against the available design for the Margam building which is at a more advanced stage due to external funding streams. During the coming months, the design for Union House building shall be progressed by the client to the point of a completed coordinated RIBA Stage 3 design, where it can be priced for further tender submission. Market rates and conditions utilised for the initial stages of tender shall form the benchmark for consideration of the Union House tender prices. It remains at the Employer’s discretion to utilise this mechanism of procurement or commence an entirely new process.

The Contracting Authority is seeking to procure a fully managed adult in‑unit haemodialysis service across the South East Wales region. The service forms part of the Welsh Kidney Network’s commissioned Kidney Replacement Therapy services and supports adults with End Stage Kidney Disease who require unit‑based haemodialysis treatment. Unit haemodialysis services are delivered through a long‑established hub and satellite model, with clinical hub services provided from NHS kidney centres and satellite dialysis units located in community‑based settings. This model has operated successfully in South East Wales for over 15 years and enables patients to access dialysis treatment closer to home. The current service operates across six haemodialysis units located at: Cardiff North Cardiff South Pontypool Newport Llantrisant Merthyr Tydfil Across the region, the service provides capacity for up to 596 in‑unit haemodialysis patients. The scope of the contract includes the provision, operation and maintenance of dialysis facilities and estates, haemodialysis equipment, consumables and the haemodialysis workforce (excluding consultant medical staff). The successful bidder will be required to deliver a safe, resilient and patient‑centred service, maintain sufficient capacity to meet current demand, and enable patients to access dialysis treatment as close to home as reasonably possible. The service must also be capable of flexing capacity over the life of the contract to respond to changes in patient demand and support wider strategic objectives, including home dialysis and transplant‑first approaches. Contract performance will be managed through agreed governance arrangements, key performance indicators and reporting requirements. The proposed contract will be awarded for an initial term of seven (7) years, with the option to extend for up to a further three (3) years at the sole discretion of the Contracting Authority. Mobilisation of the new service is expected to align with the expiry of the current arrangements in July 2027.

This notice sets out the requirements Bridgend County Borough Council (the Council) has for a range of housing related services for young people. Cardiff Council and the Vale of Glamorgan Council intend to establish a collaborative multi‑lot General Building, Construction and Maintenance Framework to support planned works, reactive maintenance, specialist services, and statutory compliance across their estates. The Framework will comprise a range of lots covering general building, electrical, mechanical, roofing, external works, fire and security, and statutory compliance services, with emergency response sub‑lots linked to parent lots. The Framework will run for three years with an optional one‑year extension and has an estimated total value of £123,514,000.00. Call‑offs will utilise the NEC4 suite. This Competitive Flexible Procedure tender will be conducted in two phases: the Pre‑Selection Questionnaire (PSQ) stage and the Invitation to Tender (ITT) stage. The Contracting Authority will invite the top ten (10) highest ranking suppliers per lot to the next stage who meet the conditions of participation. In the event of tied scores at the 10th position, all suppliers with the same score will be invited to the ITT stage. on, which will be issued when the procurement opportunity is published. During the ITT stage, suppliers will be evaluated on the basis of their quality, cost, and proposed community wellbeing benefits. Following evaluation, successful suppliers will be ranked according to their overall scores per lot. The University is seeking to engage with the market on an exploratory basis only to consider potential approaches, capabilities, and appetite relating to the operation and commercial use of a specialist cleanroom facility located within the University’s Translational Research Hub (TRH). This is to support the acceleration of the Authority’s mission for innovation and regional economic growth across the Cardiff Capital Region. The University owns and operates a specialist compound semiconductor cleanroom facility located within the Translational Research Hub (TRH) at Cardiff University. The TRH is a research‑intensive environment for academic researchers and industry partners. It supports the University’s activity aligned to the Institute for Compound Semiconductors, the School of Physics and the School of Engineering. The facility comprises a purpose‑built c.1500m² compound semiconductor cleanroom, supporting the fabrication and processing of compound semiconductor wafers up to 200mm (8‑inch) diameter. The cleanroom provides the capability to trial, establish, and scale compound semiconductor devices to an industrial standard, supported by advanced, industry‑standard processing and characterisation capabilities. Dedicated characterisation and back‑end processing areas enable end‑to‑end wafer processing. The University is considering options for further commercial utilisation of the facility while ensuring that appropriate access for academic and research purposes is maintained. As part of this review, the Authority wishes to engage openly and transparently with the market to consider operating, access, and partnership models that could support these objectives. The University is seeking expressions of interest from organisations with relevant experience in operating or managing specialist cleanroom, laboratory, or semiconductor fabrication facilities. Through this premarket engagement, the University is seeking market feedback on potential commercial and operational models. No preferred commercial or other operating model has been selected at this stage. Transport for Wales Rail (TfWRL) are in-housing the co-ordination and management of Rail Replacement Service (RRS) across Wales and Border routes operated by TfWRL within Wales and between Wales and England. Or any such route operated by TfW as may arise in future. This means that all pre-planned and emergency rail replacement services currently provided by coach and bus operators through an aggregator agreement, will be contracted for as services, directly by TfWRL. This procurement also includes the requirement for adhoc travel services to be commissioned via this framework as they arise. Based upon 24/25 Financial year data, approximately 6,000 emergency duties and 21,000 planned duties were delivered by circa 135 different operators. It is currently intended the Open Framework will run for the maximum 8 year term.

Powys County Council (the Council) is seeking to engage with suitably qualified and experienced organisations for Early Years Pre School Education Provision in Powys. Since September 2017, Powys early years education has been provided via contracted early years settings. From September 2025, the Council will be seeking to award new contracts for the next five years. All 3 and 4 year olds will have access to up to 10 hours of Early Years Education per week during term time. The new funding formula from April 2026 6.67 GBP per hour per child. The provision will be split into catchment area lots. If you have the intention to bid for more than one setting under either a single lot or under more than one lot, please ensure the applications are kept separate. Please note, however, this may result in a partial award and will not provide an advantage over other, single, bids. Lots: Lot 12 - Newtown Framework Agreement length - 3 years plus an option to extend for a further 1 year at the Council's discretion. Contract duration - Individual setting contract lengths - 4 years with the option to extend for a further 2 years at the Council's discretion. The Council intends to let a pseudo framework agreement under Regulations 74 to 77 of the Public Contract Regulations 2015 Light Touch Regime. The Council is awarding a framework, which allows flexibility while complying with Treaty principles of transparency and equal treatment of providers. The Council may decide in future to re-open the framework to allow providers to join, should the Council need to meet demand. BCUHB delivers Transfusion services for Group and Antibody screens, Cross matching, and issuing of products (via remote and electronic issue) across all 3 acute sites (Ysbyty Wrexham Maelor, Ysbyty Glan Clwyd and Ysbyty Gwynedd), with blood stocks provided on a remote/electronic issue basis to satellite services in Abergele, Denbigh, and Llandudno hospitals. The service is registered as compliant with MHRA, and shares a single unified UKAS accreditation across all 3 locations. Each acute site has a fully capable Transfusion laboratory area as part of the Blood Science laboratory and operates on a 24/7 basis as an established and resilient service model. Each site also supports theatres, cancer centres and renal units with the relevant specialist requirements.
