Pre-market Engagement Notice for Automated Highways Monitoring Hardware and Software.
Denbighshire County Council (The Authority) are looking to engage with the market in relation to providing digital and technological support to enhance its highway safety inspection operations and collation and processing of highway condition data. The Authority is looking for solutions to include capturing highway safety defects, categorisation of defects, collating road condition data to aid production of capital programmes, assisting in prioritising areas for both capital and revenue interventions, improved customer service and improved insurance claim repudiation.
We are seeking out of the box solutions requiring minimal configuration. The Authority is not seeking to appoint a development partner.
Aims of Engagement
The purpose is to:
- Understand supplier capabilities and solutions available in the market
- Identify opportunities for innovation and best practice
- Understand the market’s ability to integrate directly with the Authority’s existing highways asset management system, Symology including proven live integration at other UK sites.
- Test assumptions on costs, timescales, and implementation approaches.
High Level Requirements for automated highways monitoring software.
The Authority requires digital software which allows the Authority to:
- Cover the entire network for highway safety inspections in line with the frequencies within the Highways Maintenance Manual
- Provide highway safety defect information in accordance with category of defects as defined by the authority’s Highway Maintenance Manual by accurately identifying, detailing and categorising safety defect dimensions (size and depth)
- Help modernise highway safety inspection operations by adopting automated digital monitoring alongside manual operations
- Provide accurate and reliable road condition data that can be utilised to report on key performance indicators, and assist in informing structural maintenance programmes
- Use of in-vehicle dedicated digital solution not invasive to drivers
- Camera / digital based data collection (not mobile phone based)
- Fully automated operation
- Unlimited data usage and storage
- Integration with work management systems, including the ability to push identified defects and associated data directly into Symology for inspection follow up, works ordering, and asset records
The authority is interested in exploring digital solutions that can be expanded into other teams, for example, traffic and road safety.
The digital technology software should also have:
- The ability to export reports for use in prioritising and compiling works packages, programmes and third party claim defences
- Import/export capabilities with GIS
High Level Requirements for In-Vehicle Technologies.
The Authority requires In-Vehicle technologies to allow the authority to equip highway safety vehicles and waste collection vehicles with integrated in-cab technologies that support collation of digital information collection and conform to health & safety compliance.
The solution should be reliable, have ease of use, be weather-resistant and suitable for vehicle environments

Mid and West Wales Fire and Rescue Authority are seeking quotations for the provision of 2G CSD Sim Cards.
The aim of this procurement is to address recently identified issues with our backup emergency mobilising system, which relies on Circuit Switched Data (CSD) over the 2G mobile network. We have identified faults with our current CSD compatible SIM cards and now need to procure replacement SIMs that will continue to support CSD for at least the next two years. This system provides essential backup capability to ensure that crews are reliably and effectively mobilised to incidents.
The Contract Term shall be for a period of two years with the option to extend by a further two years at 12-month intervals.

- Provide and erect fixed scaffolding with built in stairs, hoists for materials, and including additional protection over all maintained entrance/exit and fire escape doors, double boarded fans, kick boards, brick guards on handrails, netting and any post protection padding as may be necessary, etc.

- Replace 3NO. high level windows.
- Replace 2NO. roof lanterns. Bauder Euroglaze or similar approved.
- Replace rainwater goods to perimeter of new roof.
- New fascia board.
- All works must be carried out and completed over the summer period between 20th July – 28th August 2026.
- Allow for all necessary protection to roof areas not included in these works.
- Elevations to be fully scaffolded, must include fixed staircase and internal barrier to floor edge.
- Heras anti climb fencing to be erected around the complete perimeter of the scaffolding, a minimum 1-2m outside base of scaffolding, to provide complete segregation between works and building/school users.
- No Doorways, gates or walkways are to be blocked off during the execution of these works without the prior written consent of the contract administrator.
- To the areas noted on drawings A001, A002 & A003 provide and fit new reinforced bitumen membrane warm roof system.

Political Monitoring Service and Public Affairs Support
The Office of the Future Generations Commissioner for Wales is seeking to appoint a political monitoring and public affairs service provider for a period of three years.
This contract comes at a significant moment in Wales’ political landscape, as the Senedd evolves into a larger legislature. This development will create a more dynamic and vibrant political ecosystem, requiring enhanced monitoring, insight, and engagement to ensure the Commissioner remains well-informed and able to respond effectively.
The Commissioner’s role spans a wide range of policy areas, reflecting the breadth of the Well-being of Future Generations (Wales) Act. The Office provides advice, guidance, and challenge to public bodies at both national and local levels, and engages proactively with political stakeholders, institutions, and partners across Wales.
In this context, the appointed provider will play a critical role in supporting the Office to navigate political developments, identify risks and opportunities, and strengthen its strategic engagement.
Scope of the work
1. Political Monitoring
The provider will deliver a comprehensive and responsive political monitoring service, including:
Timely updates on upcoming and ongoing Senedd business, including plenary sessions, debates, and statements, with a focus on issues relevant to the Well-being of Future Generations Act and the Commissioner’s priorities and missions.
Rapid, reactive communication on significant political developments as they arise (from Senedd and Welsh Government).
Monitoring and reporting on the activities of public bodies in relation to the Act and the Commissioner’s priorities.
Analysis and assessment of political decisions, including how they are made and their potential implications for the Commissioner’s work.
Identification and escalation of relevant Senedd Committee activity, ensuring that key information is shared with the Commissioner in a timely and accessible manner.
2. Senedd Engagement
The provider will support structured and proactive engagement between the Commissioner and the Senedd, including:
Organising up to five breakfast or policy briefing events annually with Members of the Senedd, aligned with the Commissioner’s priority areas. Please note, your proposal should set the budget and format for these.
Identifying and coordinating opportunities for engagement through an annual “Y Farchnad” opportunity and other Senedd-based platforms.
3. Public Affairs
The provider will support broader public affairs activity, including:
Coordinating the Commissioner’s attendance and participation at Autumn and Summer Party Political Conferences, including:
Securing passes and access
Identifying and arranging relevant meetings and side events
Providing logistical and strategic support as required
The successful provider will demonstrate a strong understanding of the Welsh political landscape, excellent analytical capability, and the ability to provide clear, timely, and actionable insight to support the Commissioner’s statutory role.
