In April 2015, the MOD signed a thirteen year contract with Leidos Europe Ltd to provide the procurement and inventory management of commodity items (as well as the storage and distribution services), that were historically provided in-house by the Logistic Commodities and Services Operating Centre.
Leidos, working with the MOD, will transform the way these services are delivered to ensure requirements continue to be met whilst providing best value for money for the department. The organisation delivering these services is known as Team Leidos.
Team Leidos would like to make markets aware that we are intending to investigate innovative approaches to fill our Physical Training Equipment Service & Repair requirements.
It is the aim of this Preliminary Market Engagement Notice (PMEN) to encourage companies, suppliers, or manufacturers to make us aware and provide as much information as they are comfortable with, to help decide the future strategy for the range.

Authentic Education Group Limited - Cleaning Services
Authentic Education Group Limited is currently out to tender for the provision of a full daily cleaning service, the Trust has 13 schools over 17 sites.
The contract is being offered for three years with the option to extend for a further two periods of 12 months. The contract commencement date is 01 January 2027.
The contract is for a full daily cleaning service during term time and periodic cleaning outside of term time.
TUPE is expected to apply, details of which can be found in the tender documentation.
Some members of the cleaning team are members of the Local Government Pension Scheme and all details are in the tender documentation.
The council intends to appoint a provider to deliver an ongoing window replacement programme for its low rise housing stock (up to four storeys), primarily during the spring and summer months. Works may be carried out simultaneously across multiple nearby streets or blocks and will include the replacement or repair of windows, balcony doors, entrance doors, and related building fabric elements.
In addition, Bristol City Council requires window servicing for several high rise buildings (five storeys and above), with works taking place across the city. The scope includes, but is not limited to:
1. Scaffolding installation and management
2. UPVC, timber, and aluminium window and door replacement
3. Spandrel panel replacement
4. Window and door repairs
5. Window servicing across applicable properties
Plymouth Adults' Care Home Framework (Reopening 1)
Plymouth City Council wishes to reopen the ITT for the addition of registered residential and nursing care homes (with a PL postcode), with facilities that provide accommodation and care for individuals who require support due to age, disability, or health conditions, to join the Plymouth Adults' Care Home Framework.
The services offered by the Provider will range from assistance with daily living tasks to comprehensive nursing care for those with complex medical needs.
Care homes should promote safety, dignity, and quality of life, while ensuring that People who draw on care and support receive tailored support to meet their individual needs.

UKRI –5498 TechFirst undergraduate and Spärck AI scholarships: Cohort Management Function (Lot 1), Recruitment Function (Lot 2)
UK Research and Innovation (UKRI) is procuring a managed service to support the delivery of its specialist scholarship programmes at scale. The procurement is structured into two Lots, covering recruitment and cohort management services.
Lot 1 – Cohort Management Services:
The appointed supplier will be responsible for the ongoing administration and management of scholarship cohorts. This includes hosting a student engagement platform, coordinating work placements, developing and delivering skills and knowledge-building activities, organising events, and managing relationships with multiple stakeholders.
The cohort management service will support TechGrad Scholars (undergraduate) and Spärck AI Scholars (master’s level).
Lot 2 – Recruitment Management Services:
The appointed supplier will be responsible for designing and delivering end-to-end recruitment campaigns across multiple scholarship programmes. This includes hosting and managing a recruitment platform, administering and assessing applications against criteria defined by UKRI (Innovate UK), identifying candidates best suited to the programmes, and collaborating with other managed service providers delivering elements of the wider programme. The supplier will also be required to report against agreed key performance indicators (KPIs).
The recruitment service will support TechGrad Scholarships (undergraduate), Semiconductors Scholarships (undergraduate), and Spärck AI Scholarships (master’s level).
Across both Lots, suppliers will be expected to deliver high-quality, scalable services that enhance participant experience and contribute to the successful delivery of UKRI’s strategic objectives.
The Learning Academies Trust, comprising 18 academies across Plymouth, is seeking to appoint a professional and experienced catering contractor to deliver high-quality catering services across its schools. The Trust is looking for a provider with a strong track record of managing catering operations of a similar scale within the education sector and the capability to deliver consistent, nutritious, and appealing food for pupils and staff.
Through this tender process, the Trust aims to enhance its catering provision by partnering with a contractor who shares its commitment to high food standards, excellent service delivery, and continuous improvement. Defence Equipment and Support (DE&S), Power, Propulsion and Auxiliaries (PPA), on behalf of the Ministry of Defence, is exploring options to procure a replacement Firefighting Helmet & Communication System (FFHCS) for use aboard Royal Navy vessels. The helmets are expected to integrate with existing personal protective equipment, radio systems, and ancillary equipment.
PPA supports multiple defence areas by delivering and sustaining systems that generate energy, provide propulsion, and enable cross-cutting auxiliary functions aboard naval vessels, including domestic, fire and rescue, and catering systems.

Ubico Ltd is a local authority–owned environmental services company operating across Gloucestershire and West Oxfordshire, delivering a wide range of services including waste and recycling collections, street cleansing, grounds and garden maintenance, building and facilities support, fleet services, and other operational activities.
To maintain a diverse fleet of vehicles and plant machinery, ranging from refuse collection vehicles and sweepers to light commercial vans, agricultural equipment, and specialist plant. Ubico requires a reliable and cost‐effective supply of high‐quality parts and lubricants. Ensuring consistent availability of these items is essential to maintaining fleet performance, supporting operational efficiency, minimising downtime, and meeting statutory compliance and safety standards. This tender seeks to appoint suppliers capable of providing robust, responsive, and value‐driven solutions that align with Ubico’s service demands and commitment to operational excellence.
This procurement process is being advertised and run by First Greater Western Limited on its own behalf and on behalf of the successor operator of the rail passenger transport services in respect of Great Western Railway. That successor operator will be a public sector company, is expected to be a wholly owned subsidiary of DfT OLR Holdings Limited and will be ultimately owned by the Secretary of State for Transport. The date for transfer of the current operations to the successor operator is not yet confirmed. Where the transfer is completed before contract award under this procurement process, the successor operator may elect (but will not be obliged) to carry on with this procurement process in place of First Greater Western Limited, by taking on the role of contracting entity from the date of completion of the transfer (with this notice and all other procurement documents to be interpreted accordingly). Where the transfer is not yet completed by the time of contract award, contractual rights may be included in the contractual arrangements to enable transfer to the successor operator. Bidders should note that this procurement process (if ongoing), or any awarded contract, may be included in a transfer scheme made by the Secretary of State under section 12 of the Railways Act 2005, or the transfer may be effected outside of, or separate from, such a scheme.
Framework:
Services will be called off under a bespoke consultancy framework agreement and will be awarded via mini-competitions or direct award.
Spend across lots may increase or decrease over time due to changes in requirements, budget availability, or strategic priorities. GWR will reserve the right to allocate spend flexibly across lots as needed.
The framework is intended to provide a compliant route to market; however, no supplier is guaranteed any volume of work, value of spend, or number of call‑offs during the framework term.
Call-Off Tenders:
Once appointed, framework suppliers will be invited to compete for individual projects through mini‑competitions. Each mini‑competition will include a defined scope, pricing schedule, and specific evaluation criteria.
Direct Award will be permitted across all Lots, where in line with the framework buying process, including circumstances where Lot 6 is applicable.
Evaluation weightings for Technical and Commercial submissions will vary depending on the complexity and nature of the project, typically within the following ranges:
• Technical: 10% - 90%
• Commercial: 10% - 90%
The applicable weighting for each mini-competition will be clearly stated in the call-off documentation.
Call-off contracts will be awarded under the bespoke framework agreement.
This process ensures a fair, transparent, and flexible framework that maintains competitive tension while achieving the best balance of quality and value for money across all works.

Disabled children and young people have the right to be supported at home and in their local communities, to have opportunities to meet and make friends, feel confident, and to thrive with a good family life. Short breaks help to do this by giving an opportunity for children and young people to meet new people, take part in activities, enjoy positive learning opportunities and have different experiences whilst giving their families a break from their caring responsibilities. Short breaks can last a few hours, a whole day, evening, overnight or for a whole weekend, or during the school holidays. They can take place at home, in the community or in a residential setting. Childcare settings can sometimes be used as venues for short break activities. They can include support to access activities such as sports, music, crafts, drama or community groups; this might be through support from workers often called ‘enablers’. This could be for a limited time to help a child join in with an activity until they can attend independently, or ongoing depending on their individual needs.

UKRI-5543 Cryoplant for the National Cryogenic Facility
UKRI wishes to establish a Contract for the provision of a Cyroplant which has the capacity rated at 2kW at 4K (equivalent to 350W at 2K.), for the National Cryogenic Facility at Daresbury Laboratory.
The cryoplant is to have the capability to provide cooling at 2K, 4K and 20K to multiple users. This capability has been specified to enable UKRI-STFC to meet requirements identified by all initial users and is scalable to meet varying demand.
This is to expand UKRI-STFCs existing expertise in cryogenics and experience in running a cryoplant as a facility user.

Care Home Services (Older People)
Cornwall Council is re-contracting Care Services for Older People, for providers with existing care homes registered and located within Cornwall. This will allow the Council to maintain the delivery of nursing and residential care services for older people based on existing care homes and will ensure care services are available to older people whilst the Council progresses a development framework for new schemes to bridge the gap between supply and demand in Cornwall.
The new contract will commence from 1st April 2026, following the close of the existing integrated care service contract with the NHS (covering Working Age Adults and Older People). The maximum contract duration will be 8 years. This will include an initial duration of four (4) years, with an initial option to extend by two (2) years and a final option to extend by a further two (2) years.
The Council intends to publish the Invitation To Tender (ITT) on 10th October 2025. Full details of the services, ITT process and timeline will be included in the ITT documentation attached to the ITT.

The Homelessness Supported Accommodation Services (HSAS) project is a recommissioning and commissioning programme to deliver accommodation-based, housing-related support services across a portfolio of supported housing schemes in Cornwall.
The contract will bring together a number of existing commissioned services and new provision into a single, consistent commissioning approach, structured through multiple Lots aligned by geography, client cohort and service type. Services will be delivered by specialist providers and will support adults aged 18+ (including young people aged 18–25 and care-experienced individuals) who are homeless or at risk of homelessness and require structured support to access, sustain and move on from accommodation.
HSAS will provide trauma-informed, person-centred support within supported accommodation settings, focused on tenancy preparation, stabilisation, safety and wellbeing, and progression into independent living. The service model will combine individual accommodation-based support with group-based interventions, alongside coordinated multi-agency working.
The procurement seeks to:
- Ensure continuity of supported accommodation support services from April 2027;
- Improve consistency, quality and outcomes across the portfolio;
- Reduce repeat homelessness and rough sleeping;
- Reduce reliance on temporary and emergency accommodation; and
- Deliver value for money through a streamlined, outcomes-focused commissioning approach.
Contracts are expected to commence on 1 April 2027 for an initial period of two years, with options to extend (2 + 3 + 3 years), subject to performance and funding availability. The programme is funded through central government grant funding for homelessness, rough sleeping and supported housing.
