Provision of Transport for Stroke and Suspected Stroke Patients
Procurement of a dedicated transport service for patients requiring repatriation from Hyper Acute Stroke Units to Yeovil District Hospital (YDH) following admission for stroke or suspected stroke (mimics).
Moorfield Road Open Space is a large open space that currently contains some bench seating, picnic benches and a set of goal posts with a tree lined perimeter that has a small nature path.
The Council wishes to enhance this space to improve recreation opportunities, accessibility, biodiversity and promote community use.
The tender has been split into 2 distinct phases:

Phase 1 is for the installation of an asphalt path, new entrances, associated groundwork preparation for a new play park area and the installation of a temporary car park.
Phase 2 is for the broader landscaping and planting within the open space and the provision and installation of play equipment and furniture.
The Council intend to deliver both phases of the project however ask that each phase of the project be priced separately as the delivery of phase 2 is subject to successful grant funding.
The successful tenderer will be expected to undertake the following activities over 2 phases:
i. The supply and installation with associated groundworks of an asphalt path
ii. The supply and installation of multiple entrance fencing and gates
iii. Soft landscaping and hard landscaping
iv. The supply and installation of new play equipment
v. The supply and installation of new furniture

The Goods and Services will be supplied via Award Without Competition and by Competitive Selection Process.
Lot 1 of this Framework is seeking the provision of On Vehicle Digital Technology (AVL, CCTV, APC, TLP, Comms, On Bus Destination, AVA, Bridge Strike Systems & Vehicle Compute Capability).

Lot 1 - Part 1 - Automated Vehicle Location (AVL) Solution
Provision of an integrated Automated Vehicle Location solution capable of accurately determining and communicating vehicle location in real time. The solution shall support route, journey and stop association, estimated arrival/departure information and integration with other onboard and back-office systems. Requirements include resilient positioning, industry-standard data interfaces, remote configuration, monitoring, diagnostics, reporting, security and ongoing support throughout the solution lifecycle.
Lot 1 - Part 2 - Closed Circuit Television (CCTV) Solution
Provision of a comprehensive onboard CCTV solution providing appropriate internal and external vehicle coverage for passenger safety, operational management and incident investigation. The solution shall support continuous high-quality recording, secure storage and retrieval, authorised access and evidential integrity. Requirements include integration with other onboard systems, equipment health monitoring, remote diagnostics, secure communications, configurable camera arrangements and enhanced analytics where required.
Lot 1 - Part 3 - Automatic Passenger Counting (APC) Solution
Provision of an Automatic Passenger Counting solution capable of accurately recording passenger boarding and alighting and determining vehicle occupancy without driver intervention. The solution shall provide reliable passenger-count data for operational, planning and passenger-information purposes and integrate with onboard and central systems. Requirements include appropriate counting accuracy, standardised interfaces, secure data transfer, reporting, monitoring, diagnostics, remote management and resilient operation.
Lot 1 - Part 4 - Traffic Light Priority (TLP) Solution
Provision of a Traffic Light Priority solution enabling suitably equipped vehicles to request priority at traffic signals based on vehicle location, route and operational circumstances. The solution shall support configurable and conditional priority strategies and integration with vehicle, roadside and central systems. Requirements include secure, low-latency communications, monitoring and reporting, remote configuration, interoperability, performance analysis, testing, cybersecurity and ongoing technical support.
Lot 1 - Part 5 - Comms Tool (Radio) Solution
Provision of an onboard communications solution enabling reliable and secure voice and data communication between drivers, vehicles and operational control functions. The solution shall support operational messaging, service information, alerts and emergency communications through an appropriate driver interface. Requirements include integration with other onboard systems, secure communications, operational logging, remote configuration, equipment monitoring, diagnostics and resilient operation across the vehicle fleet.
Lot 1 - Part 6 - On-Bus Destination Solution
Provision of integrated on-bus destination equipment capable of clearly displaying route and destination information to passengers and intending passengers. Solutions shall support appropriate front, side and rear displays, accessibility and visibility requirements and integration with onboard systems to automate displayed information. Requirements include remote configuration, operational overrides, equipment monitoring, diagnostics, secure communications, robust vehicle-grade equipment and ongoing maintenance and support.
Lot 1 - Part 7 - Audio Visual Passenger Information (AVA) Solution
Provision of an accessible onboard Audio Visual Passenger Information solution delivering automated visual and audible information concerning routes, destinations, next stops, disruptions and other relevant passenger messages. The solution shall integrate with vehicle location and onboard systems to trigger information accurately. Requirements include accessible presentation, remote and priority messaging, configurable content, secure communications, monitoring, diagnostics, resilient operation and ongoing system support.
Lot 1 - Part 8 - Bridge Strike Prevention Solution
Provision of an onboard Bridge Strike Prevention solution designed to reduce the risk of vehicles approaching or striking structures with insufficient clearance. The solution shall use vehicle dimensions together with accurate location, mapping and detection information to provide timely audible and visual driver warnings. Requirements include reliable hazard identification, minimisation of false alerts, offline resilience, secure updates, event logging, diagnostics and onboard-system integration.
Lot 1 - Part 9 - Vehicle Compute Capability (VCC) Solution
Provision of a robust onboard Vehicle Compute Capability providing a shared computing platform for hosting, integrating and managing multiple vehicle applications and data services. The solution shall provide sufficient processing capacity, storage and future scalability while supporting secure application separation and interoperability. Requirements include edge processing, secure communications, remote software management, monitoring and diagnostics, onboard-system integration and future expansion throughout its operational lifecycle.
Lot 2 is for Franchising and Wider Transport Ticketing & Payment Consultancy Services. It has 6 Parts:
Lot 2 - Part 1 - Franchised Bus Scheme Development and Implementation Support
The provision of specialist consultancy services to support the development, assessment and implementation of bus franchising schemes. Services may include business cases, network and commercial design, financial modelling, consultation, procurement, mobilisation, integrated fares and ticketing, assets and technology, contract management, service permits, independent assurance and stakeholder engagement.
Lot 2 - Part 2 - Transport Ticketing Management Policy Advice
The provision of strategic, policy and management consultancy relating to transport ticketing and payment systems. Services may encompass ITSO, Stored Value, contactless EMV, barcode and QR ticketing, Account Based and Multi-Token Ticketing, Mobility as a Service, and wider ticketing initiatives across public-sector authorities, transport operators and national organisations.
Lot 2 - Part 3 - Transport Ticketing Technical & Revenue Scheme Delivery
The provision of technical consultancy and delivery support for transport ticketing schemes, including development of technical specifications, implementation and integration of ITSO and other ticketing technologies, Electronic Ticket Machines and ticketing readers. Services may also include management of multi-platform implementations and development of technical solutions through engagement with relevant stakeholders.
Lot 2 - Part 4 - Transport Ticketing Governance, Research and Competitive Bidding Services
The provision of specialist support relating to transport ticketing governance, research, procurement and competitive funding or bidding activities. Services may include governance advice for public and commercial organisations, preparation of grant, tender and franchise submissions, support for public procurement exercises, and research activities contributing to sustainable transport policy and delivery.
Lot 2 - Part 5 - Entitlement (Concessionary) Travel Management Services
The provision of management, policy and project support for entitlement and concessionary travel schemes, with particular emphasis on revenue reimbursement and apportionment. Services may include multi-operator and multimodal schemes, multiple ITSO HOPS and Customer Management Systems, and schemes operating across multiple ticketing channels, technologies and participating organisations.
Lot 2 - Part 6 - Technical Entitlement (Concessionary) Support Services
The provision of specialist technical support for entitlement and concessionary travel schemes, including reimbursement implementation, revenue modelling and apportionment, ETM data analysis, national reimbursement guidance and alternative allocation methodologies. Services may also encompass auditable datasets, payment reporting, stakeholder-led revenue solutions and expert technical evidence supporting appeals, tribunals or legal proceedings.

The publishing of this Tender Notice is to communicate the extension of the above DPS (Ref DN245509), which was originally established in May 2017 for a 4 year period ending 30 April 2021. Dorset Council took the option of extending the DPS for a further 4 year period ending 30 April 2025, and now wishes to extend the DPS for a further period of up to 2 years ending 30 April 2027. Dorset Council reserves the right to terminate the DPS prior to 30 April 2027, and also reserves the right to extend the DPS further beyond 30 April 2027, up to a maximum end date of February 2029 in line with Cabinet Office guidance regarding Dynamic Purchasing Systems procured under PCR2015.
As part of this extension, any organisation already awarded onto the DPS will not be required to submit a new application. Any new applications can continue to be made at the above mentioned address. Organisations are required to meet defined criteria to be admitted on to the DPS. All organisations that meet and pass the exclusion and selection criteria detailed within the e-procurement portal will be admitted on to the DPS.
All suppliers admitted to the DPS will be invited to tender for contracts.
Contracts awarded through the DPS will typically be evaluated based upon 100% price, however Dorset Council reserves the right to evaluate tenders on a mix of price and quality criteria and where this approach is used the evaluation criteria and weightings will be clearly communicated to suppliers as part of the invitation to tender.
The estimated value of £80 million provided on this tender notice is based on the estimated total value of all passenger transport services required by the Council over the next 2 year period. As requirements are subject to change the value is provided as an estimation only.
Please note that the contract start and end dates detailed above are not relevant. Contracts will be awarded throughout the term of the DPS.

Extension of Existing Dynamic Purchasing System for Passenger Transport Services
Swindon Borough Council (The Council) has set up a Dynamic Purchasing System (DPS) for the provision of Passenger Transport Services.
Swindon Borough Council invites expressions of interest from suitably qualified and experienced service providers to apply to join the Dynamic Purchasing System for the provision of passenger transport services. The Dynamic Purchasing System has been split into 5 Lots:
Lot 1 Bus & Coach – Individual routes / bus services (public, education and social care transport).
Lot 2 Minibus - Individual routes (public and education transport).
Lot 3 Taxi - Individual routes (public and education transport).
Lot 4 Minibus Social Care and Community Transport – this will consist of dial a ride and shopping service, day centre and ad hoc transport requirements.
Lot 5 Taxi Social Care Transport - Complete Package of all routes and service needs
If you are successfully appointed to the DPS following your submission you will be invited by the Council to submit tenders for relevant services through a call for competition. This DPS remains open for any supplier to request to participate throughout the duration of the DPS.

Phoenix 3 Quoted Rental Framework: Transport Services
Babcock Land Defence Limited, acting in capacity as Agent for the UK Ministry of Defence (MOD) under project Phoenix 3 are seeking to establish and operationalise a new Quoted Rental Framework Agreement (Transport Services).
The intended new Defence and Security Open Framework requires the provision of the following vehicle types for operations within the UK;
Coach with driver
Coach self-drive
Freight vehicles with driver
Freight vehicles self-drive
Taxi, Chauffeur, and Medical Taxi with driver.
These services will be required to support the Authority's White Fleet and their associated operations.
The opportunity to bid for incumbency on the framework is open to SMEs across the UK.
Devon County Council intends to procure a county-wide Coroners Service Body Transportation Service across the Devon Coroner jurisdiction.
The service will include the collection and transportation of deceased persons on behalf of HM Coroner from locations within the community to designated mortuaries, body storage facilities, funeral directors, or other approved destinations. The service will also include transportation between mortuaries and the transfer of deceased persons to specialist facilities outside the area where required, such as for specialist post-mortem examinations.
The contract is expected to cover the Devon Coroner area, including Exeter, Greater Plymouth, and Torbay and South Devon, providing a resilient, professional, and dignified service 24 hours a day, 365 days a year.
Bath & North East Somerset Council ("the Council") is undertaking an Early Market Engagement exercise in advance of the reprocurement of its Highway Term Maintenance Contract (TMC) in accordance with the Procurement Act 2023, which is anticipated to commence in April 2029.
The purpose of this engagement is to inform the Council's approach to the scope, structure and packaging of the future contract, test market appetite and capacity, understand the commercial and operational implications of potential service delivery models and ensure the future arrangements are attractive to the market, being deliverable and capable of providing value for money.

The Boscombe Community Centre is being constructed by BCP Council on Council owned land. Construction is due to start on site during Spring 2026, and the building is scheduled to complete in Winter 2027. Market Engagement Event - Passenger Transport Framework
Bournemouth, Christchurch, and Poole (BCP) Council is pleased to invite providers to a Engagement Event taking place on 22nd June 2026, 11:30 am-1:00 pm via microsoft teams. The purpose of the session is to outline our commissioning intentions for the upcoming Passenger Transport framework.
This session is open to all providers with an interest in joining a Passenger Transport Framework for home-to-school transport requirements, and for use by all BCP service users and employees. This session will provide insight into BCP Council's future vision for the service.

Lot 1 - Ground Investigation Services; estimated spend of £600k over 4 years
Lot 2 - Non-Destructive testing services for Street Lighting; estimated spend of £550k over 4 years
Lot 3 - Ecology services; estimated spend of £450k over 4 years.
These values are based on previous use and may change at tender stage.
Scope of Works:
Lot 1 - Ground Investigation Services; Including intrusive activities comprising excavation of trial trenches, excavation of hand dug inspection pits, handheld dynamic sampled boreholes and rotary coring. Geotechnical sampling, in-situ and laboratory testing, and the production of a factual report, with associated AGS file, will be required. Surveying of grid coordinates and ground levels to Ordnance Survey grid and datum, Traffic Management.
Lot 2 - Non-Destructive testing services for Street Lighting; An annual programme of Non Destructive Testing (NDT) and visual inspections of individual street lighting assets, that align with the advice found in The Institute of Lighting Professionals Technical Report 22- Managing a Vital Assets: Lighting Supports and The Institute of Lighting Professionals, Guidance Note 22, Asset Management Toolkit, Minor Structures (ATOMS).
Lot 3 - Ecology services. Ecological procedural method of working, Ecological Desktop screening, Habitat Regs Assessment Stage 1 (Screening), Ecological Clerk of Works, Construction Ecological Management Plan, Surveys: Bat emergence, Bat roost assessments, White clawed crayfish, Otters, Water voles, Reptile, Dormouse, Fish (Recue), Nesting Birds, Willow Tree, Crayfish eDNA sampling.
