Defence Munitions (hereafter referred to as ‘the Authority’), requires the Contractor to provide a replacement for the current pipework installation installed at Defence Munitions (DM) Beith (Ayrshire). The contractor should provide an engineering solution for the removal of existing pipework, installation of a suitable replacement pipework and testing of complete installation.

Note, this activity is not directly related to a specific procurement and any information provided are without commitment and prejudice for all parties. The purpose of this spreadsheet is to understand how different systems, sensors, products and data solutions provided by industry could address the UK Cross-Government SDA requirements. This may help to inform the potential contributions to a UK SDA Systems of Systems that will address these requirements operationally. Furthermore, gap analysis on the full Capability Map will allow UK government to identify areas where further research and development activity may be required, when no sovereign or commercial offerings are available to meet a requirement. With the 2026 update to the SDA Requirements, and in order to keep the Capability Map current, this RFI activity is a continuation of the previous call and will likely be repeated in the future. This RFI provides the standardised format for commercial to demonstrate current capabilities and reflect growth, and UK government to track the health of the sector and available capabilities. National Armaments Director Group, Power, Propulsion and Auxiliaries (PPA), on behalf of the Ministry of Defence, is procuring a replacement Firefighting Helmet & Communication System (FFHCS) for use aboard Royal Navy vessels. The helmets are to integrate with existing personal protective equipment, radio systems, and ancillary equipment. PPA supports multiple defence areas by delivering and sustaining systems that generate energy, provide propulsion, and enable cross-cutting auxiliary functions aboard naval vessels, including domestic, fire and rescue, and catering systems. The requirement is for a commercially available firefighting helmet incorporating an integrated communications system comprising a bone-conducting microphone, speaker(s) and push-to-talk functionality, compatible with in-service Motorola R7Ex radios and existing firefighting personal protective equipment. The current firefighting helmet and communication configuration is obsolete. The requirement is intended to provide a replacement system that supports firefighting, search and rescue, incident command and associated training activities aboard Royal Navy vessels. The required solution must be commercially available off the shelf and comprise a firefighting helmet incorporating an integrated communication system. The communication system must include: - a bone-conducting microphone; - speaker or speakers; - a wired push-to-talk unit; and - full compatibility with the in-service Motorola R7Ex series radios. The Motorola R7Ex radio will be sourced separately by the Authority and is not included within the scope of this contract. The FFHCS must integrate with existing Royal Navy firefighting personal protective equipment and ancillary equipment, including extended duration breathing apparatus, firefighting hoods and firefighting protective clothing. The solution must be adjustable for the required range of users and must not adversely affect the fit or operation of other firefighting equipment. The solution must meet the mandatory requirements set out in the Cardinal Specification. These include requirements relating to: - commercial availability and delivery; - continued product availability; - Marine Equipment Regulations approval; - physical and thermal protection; - compatibility with existing firefighting personal protective equipment; - user fit and adjustment; - durability, maintenance and service life; - intrinsically safe and ATEX-rated components; - visor protection; - communication-system compatibility; - effective speech transmission during firefighting activities; and - controls that can be operated single-handedly while wearing full firefighting personal protective equipment. Applicable technical standards and requirements include: - BS EN 443:2008; - BS EN 14458:2018; - the Marine Equipment Regulations; and - applicable ATEX requirements. Tenderers must provide the certification, compatibility information, product information, test evidence and performance data required by the Tender documents. The contract will cover the supply, packaging and delivery of the complete FFHCS, together with the related technical, maintenance, cleaning, repair, product-life and NATO codification information specified in the contract. The Authority intends to award a single contract through an open procedure in accordance with section 20 of the Procurement Act 2023. The requirement is considered a defence and security contract. The relevant provisions of the Procurement Act 2023 relating to defence and security contracts will apply. The Cyber Risk Profile for this requirement is Level 0 (Basic). Tenderers will be required to complete the Supplier Assurance Questionnaire through the Supplier Cyber Protection Service and provide a Cyber Improvement Plan where applicable.

The Authority has a need for assurance vetting of Ocean Tankers under contract to the Authority, either directly, or obtained by fuel Suppliers for delivery to the Authority’s sites under the Authority’s fuel supply contracts. The Authority has two ships on long term charter, which provide the majority of the Authority’s fuel transport requirement. These ships will require annual TMSA. The Authority also takes some fuel consignments under Delivery Duty Paid (DDP) conditions. Under DDP, the supplier of the fuel is responsible for delivery, which normally involves that company chartering a ship on the spot market. The Authority therefore requires an expert provider of vessel risk evaluation services to provide a vetting service. The UKs independent nuclear deterrent has existed for over 60 years to deter the most extreme threats to our national security and way of life, and that of our NATO Allies. UK nuclear policymakers will be confronted with an array of challenges in the coming decades, including from major nuclear armed states, emerging nuclear states and state-sponsored nuclear terrorism. The complexity and breadth of these challenges require the UK to consider how to adapt its approach to deterrence across the spectrum of conflict, including nuclear and strategic deterrence. This, in turn, requires an intellectual capability that can assist UK policymakers in understanding the new security dynamic and its implications for future deterrence requirements. The MoD is committed to not only developing this expertise within Government, but through a thriving and robust civil society which can provide valuable research and challenge to Government on these issues. The Nuclear Deterrence Fund (NDF) is a £3.3m pilot programme which will run between FY24-27 to stimulate wider UK expertise in nuclear deterrence issues and to generate a research base to support nuclear deterrence policymaking. UK government is acting on the Strategic Defence Review's recommendations by investing in an 'always on' pipeline for munitions including building of up to six new energetics and munitions factories in the UK. Following on from the previous Strategic Defence Review - Energetics Information Notice (Published 19 Nov 25), companies have been selected for Feasibility Studies which shall run concurrently and independently to this process. The purpose of this notice is to communicate the MoD's intention for investment windows to support the construction of new energetic materials manufacturing facilities. Investment is expected to be through capital grants subject to approval within the Full Business Case (FBC). Any company can apply to any or all investment windows regardless of having prior engagement with MoD. The MoD expects there to be multiple investment windows, during which companies may submit proposals for MoD funding. The first of these windows is planned to open in Q3 2026 with following windows planned for Q2 2027 and Q4 2027. Each of these windows is expected to be open for 3 months and may be extended. Further information on the investment available will be shared in due course. MoD funding is expected to be no more than £45 million per proposal or 50% of the overall cost, whichever is smaller, subject to the available funding within each window, and meeting VFM and affordability criteria which will be confirmed in due course .MoD investment will sit alongside the wider support opportunities offered by HM Government.

The UK government is acting on the Strategic Defence Review's recommendations by investing in the 'factories of the future' initiative, bringing energetics industries back to the UK, and strengthening our long-term national security by building up to six new energetics and munitions factories in the UK.  The purpose of this notice is to communicate the Ministry of Defence's (MoD's) intention to open grant windows to support the construction of new energetic synthesis facilities. The MoD expects there to be multiple grant windows, during which companies may submit grant proposals. The grants are designed to establish new, sustainable UK production capacity for critical energetic materials. We are seeking to strengthen the resilience and security of our munitions supply chain, reduce reliance on overseas sources and unlock significant private investment in UK manufacturing. Advertisement of these grants will take place on the UK Government Find a Grant portal which will then provide a link to the application form on the Defence Sourcing Portal. Any company can apply to any or all investment windows regardless of having prior engagement with MoD however only one grant per project will be awarded.   The first of these windows is planned to open imminently: This window will be open to applications for 6 weeks after which a down selection will take place based on the information provided in the application form. Those companies taken forward will be invited to further engage with the MoD to carry out due diligence and develop a grant award structure with the intention to issue Grant award letters to the successful companies within this fiscal year. Individual proposals will be eligible for grants of up to £45 million or 50% of the overall cost, whichever is smaller. The overall level of investment will depend on the quality and value for money assessment of proposals received, with funding decisions taken across the programme to ensure investment is targeted where it can deliver the greatest strategic benefit. Companies with credible proposals to invest in new UK energetic materials production capability are encouraged to apply. The grant competition is separate from the feasibility and engineering-design work already under way, and companies do not need to have participated in those earlier stages to apply. Proposals will need to demonstrate that they are technically credible, economically viable and capable of delivering strategically important UK production capability. Further grant windows are expected in Q2 and Q4 of 2027, however these are dependent on MoD need and may be subject to change. MoD investment will sit alongside the wider support opportunities offered by HM Government as set out in previous communications with industry. This may consider: Process and product technical maturity. Design basis and key assumptions. Plant capability, flexibility and maintainability. Utilities, staffing, logistics, testing and storage. Safety and regulatory feasibility. Uncertainty, risks and mitigations. Credibility of cost, schedule and delivery strategy. Military usefulness The MoD has previously communicated materials of interest within the SDR Energetics programme. To maximise the number of materials that can be proposed either of the following requirements should be met: The material is a major ingredient in energetic formulations and in UK service. The material is a major component in energetic formulations and is not in UK service but could have some applicability to UK systems. Regulatory strategy Demonstrate how the relevant regulatory requirements will be met ensuring that the highest standards of safety and environmental protection continue to be met throughout the grant process.

The Ministry of Defence is considering placing a Single Source contract (the “Spearfish Development Contract” (SFDC)) with BAE Systems Limited for development work in support of the Spearfish torpedo. The contract would be awarded via Direct Award to BAE Systems, based on their being the Design Authority for the Spearfish system. The justification for Direct Award is based on Procurement Act 2023, Schedule 5 paragraphs 6a and 6b. This will be a Qualifying Defence Contract (QDC) under the Defence Reform Act 2014 and the Single Source Contract Regulations 2014 The proposed contract would commence April 2027 with a five year duration (i.e. to end March 2032), and an estimated value of £30M during that period. The contract would contain three one year options to extend, giving a maximum duration of eight years (5+1+1+1)(i.e. to March 2035).

The Gladiator and Spartan Core Systems and Services Contract aims to: a. Sustain and Enhance existing Gladiator System Capabilities b. Support the exploitation and benefits of the capability through the integration of Platforms. c. Support Interoperability Across Defence Forces d. Adapt the capability to emergent synthetic training use cases, subject to additional funding and approvals. This may include, for example, the potential Royal Navy SPARTAN requirement as indicated below. The Gladiator system is a MOD-owned innovative, distributed, synthetic operational training capability that delivers high-fidelity, secure, and cost-effective team and collective training for Force Elements (FE); its agility has also enabled the RAF to use the capability for other modelling and simulation-based activities. It enables training across multiple domains alongside partner nations, and at a scale and complexity not achievable in live environments. By linking simulators to a central hub, Gladiator overcomes real-world constraints such as airspace limitations, costs, environmental factors, and operational security, providing a safe and scalable training solution. SPARTAN will aim to leverage the technology, systems and services developed by the Gladiator Programme to build a Distributed Synthetic Training Hub to deliver Maritime Collective Training to RN surface units. This will require a Hub that can develop, deliver and debrief training scenarios and synthetic tracks via Tactical Data Links. Initially the intention is that this should be developed using the existing capabilities of Gladiator, however SPARTAN may necessitate the development and integration of additional simulation applications, new digital assets, scenarios, and terrains to deliver training scenarios to evolve with the complexity, mass and speed of modern threats. This tender notice is for the award of a public contract through a competitive flexible procedure in accordance with section 20(1) and (2)(b) of the Procurement Act 2023.
