The Ministry of Defence requires the 24/7/265 support of an Oil Spill Response Service Provider to ensure rapid access to a response capability in the event of a Tier 2 incident at the Dockyard Port of Portsmouth, as stipulated by the Merchant Shipping (Oil Pollution Preparedness Response and Co-operation Convention) Regulation 1998 and the 2015 amendments and Maritime and Coastguard Agency requirements.

This Request for Information (RFI) forms part of the Medium Range Precision Strike (MRPS) Preliminary Market Engagement. Its aim is to give potential suppliers the opportunity to comment on the proposed requirement and the various strategies which will inform this.
In issuing this RFI, the MOD is not committing to launch any procurement in relation to the requirement, and it reserves the right to alter its approach to this project prior to commencing any formal procurement process. Any related future procurement activities will be subject to the Procurement Act 2023 (PA 2023).
The information contained in this RFI and any further information (whether written, electronic, or oral) supplied by the MOD in respect of this RFI is, and will be, supplied on the condition that the MOD will not be held liable for any error, omission or inaccuracy therein nor for any loss or damage sustained by any party arising as a result of reliance on such information or any subsequent communication, including any error, inaccuracy or omission resulting from any negligent act or omission of the MOD or any other person (other than in respect of fraudulent misrepresentation). No party accepts any responsibility or gives any undertaking to provide further information, including any information required to correct any earlier inaccuracy or error.
Any information submitted will be considered only for the purposes of building an understanding of the markets ability to undertake the MRPS project. No information provided will be carried forward, used, or acknowledged for the purpose of evaluating and must be re-submitted as part of the formal procurement process. Information specific to a potential supplier provided through this process will not be shared nor distributed to other suppliers but may inform discussions that the MOD will have with the market and may subsequently be used to inform the terms on which a formal procurement process is conducted. The Authority will assess responses to the RFI and reserve the right to seek clarification and/or additional documents in respect of responses where necessary.
Any participation in the Preliminary Market Engagement and any response to this RFI is entirely at potential suppliers' own cost and risk. The MOD shall not be liable to reimburse any costs incurred by potential suppliers who respond to this RFI.
Non-participation in this RFI, or any other element of Preliminary Market Engagement, will not be taken into account in any future formal procurement activities and will not preclude any potential supplier from participating in any subsequent formal procurement procedure.
The procurement process will be managed through the Defence Sourcing Portal (DSP). Potential suppliers will need to notify the MOD of their intention to participate once a Tender Notice is published on Find a Tender Service (FTS).
62057251 - TacSys Manufacture of Modular Platform Processing Suite Tactical Networking Devices
The Authority has a manufacture to plan opportunity for network and audio distribution hardware in connection with the portfolio of capability known as Bowman, the Common Battlefield Applications Toolset (ComBAT), Infrastructure and Platform Battlefield Information Systems Application (PBISA), and collectively known as BCIP.
The Authority has an opportunity for the manufacture of two candidate network and audio distribution hardware products that form part of the Modular Platform Processing Suite (MPPS) family of products.
The purpose of this this RFI is to confirm the ability of the industry base to manufacture the two devices and identify all possible opportunities or constraints for Defence.
The MPPS hardware will be hosted on a range of tactical platforms (including armoured fighting vehicles) and dismounted for headquarters use. As such, there is a particular focus on quality control for the units, including ability to:
- Operate within a challenging in-platform electromagnetic environment.
- Manufacture within the strict physical tolerances of the design given the platforms' constraints on size, weight and power.
- Meet the significant environmental performance requirements for operating in a wider range of deployed environments.
The key outputs of the RFI are:
1. Validate the hardware design material to enable manufacture of the units. This RFI seeks to validate whether the completeness and quality of the design documentation is sufficient to allow suppliers to respond to the future competition to manufacture and deliver the units to the required standard and quality.
2. Determine what support may be required by the existing OEM (General Dynamics) to enable manufacture by a third party.
3. Obtain indicative method statements for delivery of an initial order quantity of 500 TLAs and 2000 TCS, to include timescales, manufacturing locations, indicative costing.
4. Confirm the availability of the components that are required to manufacture the two units, this will include lead times for components.
5. Assess the market appetite to respond to a competition for manufacture of MPPS units at this initial order quantity and future MPPS manufacturing requirements, potentially up to 7500 additional units.

Defence Equipment and Support (DE&S), Power, Propulsion and Auxiliaries (PPA), on behalf of the Ministry of Defence, is exploring options to procure a replacement Firefighting Helmet & Communication System (FFHCS) for use aboard Royal Navy vessels. The helmets are expected to integrate with existing personal protective equipment, radio systems, and ancillary equipment.
PPA supports multiple defence areas by delivering and sustaining systems that generate energy, provide propulsion, and enable cross-cutting auxiliary functions aboard naval vessels, including domestic, fire and rescue, and catering systems.

Space portfolio and ISTARI Industry Day – Monday 29th June
This industry day will be delivering an update on the National Armament Directive’s (NAD’s) Space portfolio landscape, providing an overview of the planned work and developments within the organisation’s purview across all Space Capabilities.
The day will also specifically focus on ISTARI (Space Based Intelligence Surveillance and Reconnaissance) Industry Day and include a briefing from the Authority to Industry, aimed at providing an up-to-date report on the scope, vision and context status for the Ministry of Defence’s (MoD’s) ISTARI programme.
ISTARI is the overarching programme initiated to deliver the UK’s Space Based – Intelligence Surveillance Reconnaissance (SB-ISR) end-to-end requirements. ISTARI will cohere, integrate and adopt various Operational Concept Demonstrators (OCDs) to deliver an ‘in-service’ ISR capability under one programme, delivering UK sovereign, Defence-controlled, continual, resilient, timely, pervasive, and flexible observations across the globe, augmenting capabilities owned and developed by key allies.
Following previous briefings and announcements, this Industry Day will endeavour to contextualise the Authority’s requirements and objectives in the aftermath of the Strategic Defence Review (SDR), creating a forum in which to collaborate and engage on various aspects of ISTARI, offering valuable insight and an opportunity to introduce or reacquaint yourselves with the various stakeholders aligned to this programme.
In addition to this, we also welcome a guest speaker from the Government Commercial Agency (GCA) (formerly Crown Commercial Service), who will enlighten attendees on the nascent Space Technology Solutions Dynamic Market (STS DM) (RM6370). The STS DM aims to unlock opportunity through increased flexibility and enhanced commercial mechanisms inherent to the PA23 regulations. As a key stakeholder in its design and implementation, the STS DM has been specifically created as the team’s primary route to market and acts as an evolutionary successor to the Space-Enabled and Geospatial Services Framework (RM6235).

Defence Digital intends to award a future contract for a Managed Service Provider (MSP) to assume responsibility for, operate, and further develop Defence’s End-User Services at the OFFICIAL tier.

The Authority is pleased to announce that this workstream has matured substantially since the publication of the PME notice and, in line with the notice, is now in a position to hold a Teams brief to update the registered suppliers on the Operating Model, and opportunities for involvement in further Preliminary Market Engagements in due course. This brief is proposed to be held on 16 April 26, and a briefing pack will be made available prior to the session.

The UKs independent nuclear deterrent has existed for over 60 years to deter the most extreme threats to our national security and way of life, and that of our NATO Allies. UK nuclear policymakers will be confronted with an array of challenges in the coming decades, including from major nuclear armed states, emerging nuclear states and state-sponsored nuclear terrorism. The complexity and breadth of these challenges require the UK to consider how to adapt its approach to deterrence across the spectrum of conflict, including nuclear and strategic deterrence. This, in turn, requires an intellectual capability that can assist UK policymakers in understanding the new security dynamic and its implications for future deterrence requirements.
The MoD is committed to not only developing this expertise within Government, but through a thriving and robust civil society which can provide valuable research and challenge to Government on these issues. The Nuclear Deterrence Fund (NDF) is a £3.3m pilot programme which will run between FY24-27 to stimulate wider UK expertise in nuclear deterrence issues and to generate a research base to support nuclear deterrence policymaking.
The Nuclear Deterrence Fund is not currently accepting new applications.

Strategic Defence Review - Energetics Investment Information Notice
UK government is acting on the Strategic Defence Review's recommendations by investing in an 'always on' pipeline for munitions including building of up to six new energetics and munitions factories in the UK.
Following on from the previous Strategic Defence Review - Energetics Information Notice (Published 19 Nov 25), companies have been selected for Feasibility Studies which shall run concurrently and independently to this process.
The purpose of this notice is to communicate the MoD's intention for investment windows to support the construction of new energetic materials manufacturing facilities. Investment is expected to be through capital grants subject to approval within the Full Business Case (FBC). Any company can apply to any or all investment windows regardless of having prior engagement with MoD.
The MoD expects there to be multiple investment windows, during which companies may submit proposals for MoD funding. The first of these windows is planned to open in Q3 2026 with following windows planned for Q2 2027 and Q4 2027. Each of these windows is expected to be open for 3 months and may be extended. Further information on the investment available will be shared in due course.
MoD funding is expected to be no more than £45 million per proposal or 50% of the overall cost, whichever is smaller, subject to the available funding within each window, and meeting VFM and affordability criteria which will be confirmed in due course .MoD investment will sit alongside the wider support opportunities offered by HM Government.
