Environment Audit of Low and Medium-Secure Forensic Mental Health Services within the sites of Oxford Health NHS Foundation Trust (Thames Valley and Wessex, Adult Secure Neurodiverse Environmental Audits). As part of alignment with new national standards, Oxford Health NHS Foundation Trust is looking to commission a structured neurodiversity-informed environmental audit. We seek to identify any gaps and priorities for improvement. This may inform new environment recommendations including day to day operation of environments and estate adjustments with an aim to improve experience for our service users. People accessing low- and medium-secure forensic mental health services frequently experience heightened sensory sensitivities and require reasonable adjustments to understand the environment around them (i.e. appropriate signage). This is particularly relevant for individuals who are neurodivergent, including those with autism and / or learning disabilities. The design, layout, and day to day operation of ward environments can significantly influence distress levels, behaviour, engagement in care, and overall outcomes. A poorly adapted environment may exacerbate agitation, anxiety, aggression, withdrawal or seclusion incidents, whilst a well adapted environment can promote feelings of safety, regulation and recovery. Oxford Health is working to improve the experience of people with learning disabilities and / or autism accessing its mental health services and seeks to commission a structured external audit of a specified number of wards across its sites to ensure the environment is neurodiverse-informed and to identify gaps and priorities for improvement.

This procurement is for the establishment of a framework agreement for the provision of residential and nursing care home services for Southampton City residents. The framework will be available for use by Southampton City Council (SCC) and NHS Hampshire and Isle of Wight (Integrated Care Board) to make placements for eligible individuals requiring residential or nursing care. The Council is seeking to appoint multiple providers operating registered residential and nursing care homes across a number of framework lots, including standard and specialist residential and nursing provision for people with low, medium and high levels of need. Placements made under the framework will be awarded through a call-off process in accordance with the framework terms and award methodology. Appointment to the framework will not guarantee any volume of referrals, placements or income. Current demand indicates that Southampton City Council makes approximately 713[DC3.1] residential care placements and 357[DC4.1] nursing care placements a year.. The framework is intended to respond to findings from needs assessments, market analysis and engagement with providers, carers, residents and partners. In particular, the Council is seeking to increase local capacity for people with more complex needs, expand placement options for working age adults with learning disabilities, neurodivergence, mental health needs and substance use disorders, and support more people to remain closer to home and their local communities. The framework will establish consistent contractual arrangements, service specifications, outcomes, pricing mechanisms and quality assurance requirements across providers, supported by monitoring arrangements including PAMMs. The framework will be designed to support person-centred care, positive outcomes, quality improvement and value for money. Southampton City Council will work collaboratively with providers through ongoing commissioning engagement to support continuous improvement, strengthen provider relationships, and identify opportunities for workforce development and innovation.

NHS Thames Valley (TV) Integrated Care Board (ICB), (the Commissioner) is seeking suitable providers who have the capability and capacity to deliver Complex Termination of Pregnancy (CTOP) service, in line with the specified requirements, in the capacity of the Regional Network Lead Provider (Hub) responsible for the delivery, coordination and clinical governance of CTOP pathways across the South East region. For the remainder of this document this will be referred to as the: Complex Termination of Pregnancy (CTOP) service. The Hub will deliver specialist medical and surgical termination of pregnancy care up to 23 + 6 weeks' gestation. The Hub will also host the regional Single Point of Access (SPOA) and Multidisciplinary Team (MDT), lead on regional training and governance across providers. (NHS and Independent Sector Providers (ISP) where there are interdependencies/interfaces with NHS services). UHS provides a regional endoscopy service to a population of 3m+, offering a comprehensive range of diagnostic and therapeutic interventions. Following a fire earlier this year, UHS has reviewed its long-term endoscopy requirements and is considering a new purpose-built regional diagnostic endoscopy centre situated close to the main hospital. UHS has existing endoscopy equipment to the value of approximately £8-10m. This will need to be refreshed throughout this contract. UHS has an indicative budget of £20-25m for the design and construction of the new centre. This will be designed to meet current and projected future endoscopy and motility needs, 'a one-stop-shop' and be an important centre to both trial new technology and techniques and provide training for the next generation of the endoscopy workforce. This opportunity is to explore and discuss how a partnership approach may drive better outcomes for patients, for innovation, for UHS clinicians, and for the partner[S(1.1][L(1.2].
