The current pipeline of projects in feasibility and development totals 40MWp, with a portfolio including interesting and varied schemes covering solar, hydroelectricity, energy storage, and more. Many of these groups have been supported over the last two years by the Community Energy Fund, managed by the North West Net Zero Hub on behalf of DESNZ, which funded feasibility studies and supported viable projects on their journey from ideation to delivery.

DESNZ published their local power plan, highlighting their commitment to delivery 8GW of new local power projects by 2030, and Great British Energy have launched their new community fund - inviting expressions of interest from the community and looking to support rapid deployment via a range of developing finance options. At this critical juncture, ECW, in coordination with the North West Net Zero Hub, is seeking to appoint an organisation to work with the community energy sector across Cheshire and Warrington - supporting the growth and successful delivery of those projects in receipt of Community Energy Fund grant, enabling new groups to progress from ideation to delivery, and driving a more collaborative and integrated sector with increased peer-to-peer learning and knowledge transfer. This commission will support local groups during this key transitional moment, helping groups to access the funding required to progress, and supporting them to navigate any barriers encountered as projects enter the planning and construction phases. DFTO train operators have environmental and sustainability targets, whether that is for their overall carbon emissions, or specific to certain parts of their operations. In stations, we want to meet targets such as the creation of net zero stations.
Severe weather events are occurring more frequently and are already impacting our operations. There is a risk that such events may impact our ability to provide a safe and operational environments for our customers and people in the future.
We also know that energy generation comes from a variety of sources, and not all are renewable (low carbon intensive). As a consumer of electricity, DFTO operators cannot stipulate exactly where our electricity comes from, and the balance of power sources is very weather dependent. Although we may have purchased green energy financially, this does not mean that we are actually consuming green energy (this is a financial arrangement only). Energy production and transmission is based on regional generation and whole network loading, which is managed entirely by National Grid. There are current plans to install battery storage within some stations to store greener energy, either from onsite generation, or from when the local grid is providing low carbon intensity energy.
When it comes to energy resilience, Future Labs is seeking new ways to generate, store and manage clean energy directly on-site. Innovators are encouraged to explore how battery systems, solar power or novel technologies could help stations become self-sufficient, resilient and low carbon, even in the face of disruption.

Preliminary Market Engagement - Rochdale Council Empty Homes and Leasing Programme
The GMCA Council Empty Homes and Leasing Programme (Council EHLP) aims to bring in to use properties that have been empty for 6 months or more. The properties will be used to rehouse families who are currently living in Temporary Accommodation (TA) or at risk of moving into TA.
Rochdale Council has received a grant funding offer to deliver a minimum of 32 homes for the Council EHLP. The grant period commences 1st April 2026 and ends 31st March 2027.
The funding will be used to bring empty homes back into use via a repair and leasing approach that incentivises property owners to allow their properties to be used to rehouse families currently residing in or are at risk of residing in Temporary Accommodation. The properties will provide an additional TA portfolio for council use, with a secondary aim of helping to improve the quality and affordability of the locally available TA offer.

The support is based on a recovery and rehabilitation focused model, with all service users receiving a core package of support from a staff group. Support received will be delivered as stipulated in each service users Social Care Assessment and individual Care Plan.
Each service user will also require an outcome planner to evidence their support/ rehabilitation package which enables them to gain the skills required to live independently in the community.
