Park View School is seeking to appoint a provider to deliver the coaching services, management services, sports science, vocational education and logistical operations for each of the academies. To provide an overall management structure to deliver high quality sporting and education provision that enhances the overall student experience.
The appointed provider will be responsible for end-to-end delivery including coaching, education, sports science, pastoral care, and logistics.
We are seeking to deliver the following academies, fully staffed to deliver outstanding outcomes. We are requesting interested parties to submit a plan on the number of staff required and a budget model for this. We are expecting to see how the academies will be managed, what delivery will be in place for coaching, sports science, vocational teaching, cleaning, logistics and operational delivery of the sports academy.
Key to this is having staff who can manage the sports academies alongside delivering the pastoral aspects required within the academic environment. The current provider of these services only uses self-employed staff and we therefore believe that there will be no staff eligible for transfer under the TUPE Regulations.
To successfully award this tender, organisations need to demonstrate how they will achieve student numbers for the following sports academies. As it stands the existing provider has recruited the below estimated numbers based on new first years only:-
● Women's football - 34
● Men's football - 56
● Men's Rugby - 24
● Women's Rugby 26
● Cricket - 36
● Basketball - 10
● Athletics - 15
Currently there are 169 year 12 students. This is broken down into the following academic courses:-
● 79 Btec sport students
● 72 A levels
● 18 Active IQ
Those students take part in the following sports academies:-
● Men's Football 50
● Women's Football 38
● Cricket 33
● Men's Rugby 20
● Women's Rugby 11
● Athletics 14
● Netball 3
● Swimming 1
The contract also requires provision of transporting any recruited students into Park View 6th Form. The school has 8 x 16 seater Minibuses and a 9 seater minibus that are available for use. The cost of the lease and fuel is covered by the school budget. If required, the budget for fuel for the academic year is £35,000.
Park View School also requires the pitches to be maintained. The pitch maintenance is an optional service that can be subcontracted. If you are able to provide this service then you must demonstrate how you will maintain the grass pitches that we currently have. Describe what machinery you have and the experience of the ground staff who will undertake this. As this is an optional service it will not be included within the bid evaluation. You must provide the price of this service separately for information purposes only.

The proposed procurement will establish a single NEPO‑led Open Framework for the provision of Winter Bureau services, weather forecasting services, and RWIS outstation maintenance for UK local authorities.
The framework will replace the existing NEPO217 (Winter Bureau & Outstation Maintenance) and NEPO230 (Weather Forecasting Services) arrangements and will bring these services together into one solution reflecting how they are used operationally by authorities.
The scope is expected to include:
Winter Bureau services, including decision support, data management, system availability, resilience and user access to operational winter information.
Weather forecasting services, providing locally relevant and operationally defensible forecasts to support winter service decision‑making.
RWIS outstation maintenance, covering inspection, maintenance, repair, calibration and associated support for existing roadside infrastructure.
Optional or modular services, which may include enhanced data products, radar data, route‑based forecasting or analytical tools, where supported by market capability and authority demand.
The framework will be designed to support continuity of existing systems and infrastructure, recognising recent investment by authorities and avoiding mandated wholesale replacement of assets. Authorities will be able to access services through clearly defined call‑off mechanisms, including further competition where appropriate.
The Open Framework is expected to operate for up to eight years, with periodic reopening in line with the Procurement Act 2023 to allow for market refresh and potential new entrants.

The Moorfoot Catalyst site is one of the identified priority areas which is situated in a distinctive gateway location into the city centre, inside the ring road (St Mary's Gate) and to the south of The Moor and Fitzwilliam Gate, bookending Sheffield's primary retail core. The area has been identified by Sheffield City Council (SCC) and Homes England for a major residential-led mixed use regeneration project.

The service will specifically support individuals who:
•Are homeless or at risk of homelessness;
•Have support needs relating to drug and alcohol use; and
•Are known to Adult Social Care services, including those with assessed care and support needs, those open to Adult Social Care teams, and those requiring coordinated discharge planning.
Durham County Council (the Council) are seeking submissions from suitably experienced and skilled organisations to provide the specified services for the Housing, Health & Wellbeing Discharge Support Service.
The service is commissioned in recognition of the significant risks associated with hospital discharge into homelessness, and the adverse impact this has on individual health and wellbeing, as well as system pressures across health, housing, and social care. The Council is committed to ensuring that no individual aged 18 and over is discharged from hospital into street homelessness, and that all discharges are safe, timely, and supported by appropriate accommodation and care pathways.
The service will operate within the framework of statutory duties under the Care Act 2014, including the duty to promote individual wellbeing, prevent, reduce, and delay the need for care and support, and ensure the integration of services where this contributes to improved outcomes. The service will also support the Council in meeting its responsibilities under the Homelessness Reduction Act 2017, including duties to prevent and relieve homelessness and to work collaboratively with partner agencies through the Duty to Refer process.
The service will deliver an integrated model of support spanning in-hospital intervention and time-limited post-discharge assistance, ensuring continuity of care for individuals with complex and multiple needs. It will form a key part of a wider system approach to discharge planning, working in close partnership with Adult Social Care, housing services, health providers, and other relevant stakeholders to facilitate coordinated and person-centred outcomes.
A core feature of this integrated approach is the requirement for the provider to work proactively and collaboratively with Transfer of Care Hubs, clinical teams, and wider hospital-based staff to identify individuals who are homeless or at risk of homelessness at the earliest possible stage of admission. The service will accept and respond to referrals from Transfer of Care Hubs, hospital wards, Emergency Departments, and clinical teams, ensuring timely engagement and intervention to support discharge planning processes.
A requirement of the contract is that staff work flexibly and may need to align as part of a hospital discharge pathway resulting in the need to be co-located from time to time within other relevant commissioned services and embrace opportunities for alignment with the National Health Service Neighbourhood Hubs Programme and integrated working with health, housing and adult social care partners.

This contract is for Regulation 44 Visits by an Independent Person.
The Community Children's Homes maintained by Durham County Council provide support and care for some of our most vulnerable children. Durham County Council is committed to be the best parent we can be for Children in our Care and strives to ensure that we deliver support and care that is as good as every good parent. In addition to this we also host Aycliffe Secure Centre within County Durham for both male and females who have been admitted by courts or councils on a welfare and youth custody basis, this may be due to a risk to themselves or others or because there is a concern about involvement with criminal activities.
The Children's Homes Regulations 2015 (Regulation 44) require all providers of Children's Residential Homes, to secure monthly visits (as a minimum) by an Independent Person to undertake a rigorous and impartial assessment of the home's arrangements for safeguarding and promoting the welfare of the children in the home's care.
There are currently 15 Community Children's Homes maintained by Durham County Council, including a Short Breaks Service and a Step-Down from Secure home. Each of these homes requires monthly Regulation 44 visits conducted by an Independent Person. In addition, Aycliffe Secure Centre comprises a further five homes.
Over the course of the contract, the Council plans to develop up to five additional Community Children's Homes. It is anticipated that the scope and value of the contract will be adjusted accordingly as each new home is developed and registered with Ofsted, ensuring ongoing compliance with Regulation 44 requirements.
The view of the Council is that the Transfer of Undertakings (Protection of Employment) Regulations 2006 (TUPE) will apply to this contract. However, Bidders should seek their own legal advice as to the applicability of TUPE and as to the effect of the TUPE clause contained in the contract Terms and Conditions.
