003415 - Preliminary Market Engagement (PME) for Digital Bus Passes (Home to School Transport)
Durham County Council (DCC) are looking to explore a digital alternative to physical Home to School Transport bus passes to reduce costs, improve efficiency, strengthen fraud controls, and enhance user experience.
The Council currently issues 7,000 physical passes involving manual processing, printing, and posting. This creates delays, requires high admin effort, and offers limited real-time visibility over eligibility, pass status, and usage. We are engaging the market to understand available digital solutions, technologies, and indicative costs to inform a future business case.
Scope
• Digital bus passes via mobile devices.
• Verification (visual/scannable) including offline options.
• Real‑time activation/deactivation.
• Technical capability to interface with other digital systems eg. Flexiroute.
• Fraud‑prevention features.
• Hybrid digital/physical options for users who are digitally excluded.
• Pass lifecycle management, including issuing, suspension, reinstatement, replacement, expiry, and renewal where applicable.
• Support for policy‑driven business rules (e.g. eligibility changes or temporary entitlement).

Lot 1 - Digital & Mobile Payments
Providing solutions for smartphone payments, mobile wallets, contactless transactions, QR code scanning, and peer-to-peer payment apps, enabling secure, convenient, and inclusive digital payment experiences.
Lot 2 - Data, Intelligence & Cloud Financial Solutions
Offering cloud-based platforms for accounting, budgeting, forecasting, and analytics, alongside market intelligence tools for spend analysis, tender alerts, and supplier risk assessment, driving efficiency and informed decision-making.
Lot 3 - Transport & Technology Payments
Delivering payment systems for public transport and mobility services, including automated fare collection, contactless transit payments, parking and toll solutions, and MaaS platforms to modernise transport infrastructure.
Lot 4 - Open Banking & API Services
Providing secure, API-driven payment initiation and account aggregation tools, enabling real-time financial data access and seamless integration with existing systems to support innovation and transparency.
Lot 5 - Payment Acceptance & Merchant Acquiring
Facilitating card-present and card-not-present payment processing, POS systems, online gateways, and merchant acquiring services to ensure secure, efficient revenue collection across multiple channels.
Lot 6- Bill Payment Solutions
Enabling secure, compliant collection of bills, rents, fees, and other receivables across online, mobile, direct debit, card, bank transfer, open banking, telephone/IVR, kiosk, and retail cash channels, integrating with core systems to provide reconciliation, real‑time visibility, and auditability for reliable, accessible income collection.
Lot 7 - Financial Innovation
Driving adoption of emerging technologies such as AI, embedded finance, RegTech, cryptocurrency management, and green finance initiatives, fostering innovation and future-ready financial ecosystems.
The above lot structure is indicative at this stage and is under ongoing development. It may be subject to change as NEPO, in collaboration with ESPO and YPO, continues to refine the scope of the solution.
•NEPO is a Centralised Procurement Authority as defined in the Procurement Act 2023 (PA23), providing central purchasing activity on behalf of Contracting Authorities.

The NHS Business Services Authority (NHSBSA) is looking to procure a Warehouse File Tracking Solution that enhances visibility, accuracy, and operational control across key environments.
The NHSBSA currently has a contract in place for a File Tracking and Scanner Management Information (MI) software solution. This contract began in March 2020 and runs until 30th September 2026. The current solution is used at two NHSBSA sites located at Greenfinch Way (NE15 8NX) and Bridge House (NE1 6SN) and currently supports 42 NHSBSA staff in total, 29 based at Greenfinch Way and 13 based at Bridge House. This is subject to change as per risks detailed below in this notice.
The solution must support NHSBSA’s scanning operations, which process prescriptions, medical exemption applications, and dental claims. These activities are critical to managing confidential records securely and efficiently across multiple sites. The system must enable tracking of files from receipt through scanning, storage, and eventual destruction, while providing performance statistics and management information.
Current activity levels show an average throughput of approximately 19,000 records per month, the solution must have flexibility to allow for scalability without degradation of service performance or system stability.
At present, the current solution holds 345,647 live records and 1,455,999 archived (deleted) records, totaling 1,801,646 records accumulated to date, this data will need to be migrated to the new solution.
The solution must have capability to manage sustained high volume environments, provide clear performance commitments, and support scalable growth throughout the contract term.
