Supply, Installation & Maintenance of HR and Payroll System
East Durham College is seeking to replace its current HR and Payroll combined system with a modern, user-friendly interface and a comprehensive, accurate user-friendly reporting function. It should be able to link directly to Sage 200 or be supported by its own finance package (separate tender).
The reporting function will need to be if possible compatible with Sage 200 Finance/Accounting systems or have a finance package linked to it (separate tender). It should be able to accommodate bespoke reports which can report on and span not only tax years (April to March) but also our financial year (August to July) and academic years (September to August) as well as be able to interpret and calculate data. The reporting functionality should also if possible, facilitate reports being exported in a range of formats including but not limited to excel, word and pdf.
The software will also be required to interface with an in-house data system for the purpose of import/export of staff identity profiles.
The number of staff should by no means infer that this is a standard SME set up as the Organisation has a wide variety of, sometimes complex, contractual terms & basis, payments, pensions, company pay and benefits criteria, which needs to be accommodated and calculated accurately and effectively for both monthly and annual returns.
Tenders must ensure they give a detailed response as to how they will provide the required services.
Bids will be assessed against the evaluation criteria outlined in this document. Upon completion of the scoring process, the bidders achieving the highest overall score will be shortlisted. These shortlisted bidders will then be invited to the final stage of the process, which will consist of a presentation/demonstration and further clarification.
Please refer to Annex 1 for a full and comprehensive breakdown of our requirements.
003415 - Preliminary Market Engagement (PME) for Digital Bus Passes (Home to School Transport)
Durham County Council (DCC) are looking to explore a digital alternative to physical Home to School Transport bus passes to reduce costs, improve efficiency, strengthen fraud controls, and enhance user experience.
The Council currently issues 7,000 physical passes involving manual processing, printing, and posting. This creates delays, requires high admin effort, and offers limited real-time visibility over eligibility, pass status, and usage. We are engaging the market to understand available digital solutions, technologies, and indicative costs to inform a future business case.
Scope
• Digital bus passes via mobile devices.
• Verification (visual/scannable) including offline options.
• Real‑time activation/deactivation.
• Technical capability to interface with other digital systems eg. Flexiroute.
• Fraud‑prevention features.
• Hybrid digital/physical options for users who are digitally excluded.
• Pass lifecycle management, including issuing, suspension, reinstatement, replacement, expiry, and renewal where applicable.
• Support for policy‑driven business rules (e.g. eligibility changes or temporary entitlement).
This notice forms part of our preliminary market engagement, offering you the opportunity to share feedback and comments before the opportunity is released for formal tender submissions.
Interested providers can access the written response questions, free of charge, by registering on the Open Portal at www.open-uk.org

Providers will be asked to bid and submit a proposal for the Summer Holidays 2026.
Successful Providers' contracts, as delivered under the Summer 2026 holiday provision, may be extended/varied to cover delivery in the Christmas school holiday period. At the sole discretion of the Council, providers will be identified and approached for Christmas delivery, this is likely to be dependent on successful achievement from Summer 2026 delivery under this contract and Commissioners professional judgement.
If Successful Providers meet the threshold that the Commissioner deems as successful delivery, they will be emailed a proposal form for completion for the next school holiday period. The same evaluation criteria will be applied to the subsequent proposals.
There is also a possibility that DCC may acquire funding from different sources that may be used for main school holidays, half term holidays or funding for participants to attend that are not in receipt of Benefits-related Free School Meals. Where this is the case successful providers will be updated regarding the scope of delivery.

Provision of Coaching Services
Park View School is seeking to appoint a provider to deliver the coaching services, management services, sports science, vocational education and logistical operations for each of the academies. To provide an overall management structure to deliver high quality sporting and education provision that enhances the overall student experience.
The appointed provider will be responsible for end-to-end delivery including coaching, education, sports science, pastoral care, and logistics.
We are seeking to deliver the following academies, fully staffed to deliver outstanding outcomes. We are requesting interested parties to submit a plan on the number of staff required and a budget model for this. We are expecting to see how the academies will be managed, what delivery will be in place for coaching, sports science, vocational teaching, cleaning, logistics and operational delivery of the sports academy.
Key to this is having staff who can manage the sports academies alongside delivering the pastoral aspects required within the academic environment. The current provider of these services only uses self-employed staff and we therefore believe that there will be no staff eligible for transfer under the TUPE Regulations.
To successfully award this tender, organisations need to demonstrate how they will achieve student numbers for the following sports academies. As it stands the existing provider has recruited the below estimated numbers based on new first years only:-
● Women's football - 34
● Men's football - 56
● Men's Rugby - 24
● Women's Rugby 26
● Cricket - 36
● Basketball - 10
● Athletics - 15
Currently there are 169 year 12 students. This is broken down into the following academic courses:-
● 79 Btec sport students
● 72 A levels
● 18 Active IQ
Those students take part in the following sports academies:-
● Men's Football 50
● Women's Football 38
● Cricket 33
● Men's Rugby 20
● Women's Rugby 11
● Athletics 14
● Netball 3
● Swimming 1
The contract also requires provision of transporting any recruited students into Park View 6th Form. The school has 8 x 16 seater Minibuses and a 9 seater minibus that are available for use. The cost of the lease and fuel is covered by the school budget. If required, the budget for fuel for the academic year is £35,000.
Park View School also requires the pitches to be maintained. The pitch maintenance is an optional service that can be subcontracted. If you are able to provide this service then you must demonstrate how you will maintain the grass pitches that we currently have. Describe what machinery you have and the experience of the ground staff who will undertake this. As this is an optional service it will not be included within the bid evaluation. You must provide the price of this service separately for information purposes only.
Further detail is outlined in the Park View ITT Provision of Coaching Services 2026-27.
