This Invitation to Tender (“ITT”) has been issued by BlueLight Commercial who are seeking to award a Contract for the provision of force area wide, centralised custody Drug Testing on Arrest service. This contract is being tendered on behalf of Durham Police and Crime Commissioner and Durham Constabulary.

The Police and Crime Commissioner (PCC) for Cleveland is committed to ensuring that victims of crime and anti-social behaviour (ASB) receive timely, high-quality support that helps them cope with and recover from the impact of harm experienced. In addition, the PCC is committed to ensuring that victims have access to high-quality restorative justice opportunities at any stage of their journey where appropriate. These commitments are embedded in the 2024 – 2029 Police and Crime Plan through priorities to ‘Ensure the right support for victims and vulnerable people’ and to ‘Tackle offending and re-offending.’ This requirements is for a joint Victim Support and Restorative Justice Service across the Cleveland Police force area – which includes the local authority areas of Hartlepool, Middlesbrough, Redcar and Cleveland and Stockton on Tees. The service will provide a seamless, integrated pathway that combines universal victim support, needs assessment, emotional and practical assistance, and restorative justice opportunities within a single service model. The service will be victim-centred, trauma-informed, accessible, proportionate to need, and focused on achieving positive outcomes for victims whilst ensuring effective management of increasing demand.

We are inviting suppliers to participate in a market engagement exercise relating to the provision of the Drive Project for County Durham and Darlington, commissioned by the Durham Police and Crime Commissioner (PCC). The Drive Project is a response to domestic abuse that aims to reduce the number of child and adult victims of domestic abuse by disrupting and changing perpetrator behaviour. Northumbria Police (the "Force") invites suppliers to participate in a Request for Information (RFI). This market engagement exercise is intended to assess the range of mental health support options currently available to support Northumbria Police Officers, Staff and Volunteers. We are seeking information from organisations that can provide timely mental health support when internal service demand exceeds capacity. The provider should be able to support individuals experiencing a broad range of mental health difficulties, including: • Trauma-related presentations • Significant life events impacting wellbeing and work performance • Mental health conditions affecting attendance, performance, decision-making, relationships, or ability to fulfil role requirements The Force intends to procure an agreement for the provision of Mental Health Support, to ensure staff are provided with appropriate support services. The outcome of the RFI process will help us determine our procurement strategy moving forward.

The Force requires gloves that provide effective protection against hypodermic needles, sharps, and bladed threats, while maintaining sufficient dexterity, comfort, and durability for frontline use. Indicative use cases include (but are not limited to): • Searches of persons, bags, and vehicles • Custody and detention environments • Evidence handling • Public order or high risk operations Further details available on request of the RFI document

Request for Information (RFI) Northumbria Police are looking to procure a new contract for a collection and recycling service for Police operational items, including but not limited to: • Uniform clothing (e.g. shirts, trousers, jackets, outerwear) • PPE (e.g. gloves, body armour covers, high-visibility items) • Operational equipment (e.g. pouches, belts, soft kit items) • Branded or identifiable materials bearing police insignia The RFI aims to: • Understand the market capability for secure and sustainable recycling solutions • Explore innovative approaches to textile and equipment reuse/recycling • Inform the Force's future procurement strategy Further information can be found in the request for information document titled Uniform & Equipment Recycling Services - RFI.
