As part of a strategic decision to improve application quality, HM Land Registry (HMLR) are looking to introduce new standards for when an application can be accepted. Applications to HMLR often contain simple administrative errors meaning we need to request additional information, we are aiming to design these out through validation. The result should be an improved experience for our customers, including a faster, more responsive service from HMLR. HMLR aim to implement validation on submission of an application, applying multiple checks to both digital data and data contained in documents, only accepting the order when it is valid and correct. The Nuclear Safeguards Programme (NSP) provides international nuclear safeguards technical support to the International Atomic Energy Agency (IAEA) and the Department for Energy Security and Net Zero (DESNZ). Nuclear safeguards are technical measures to verify that States comply with their international obligations not to misuse nuclear materials for the manufacture of nuclear explosives. They are an essential part of the nuclear non-proliferation regime and underpin the international system of assurance which enables trade in civil nuclear material, equipment and technology between states – as such they have a key enabling role in the UK’s own plans for civil nuclear energy as part of the low carbon energy mix. The NSP is part of the UK contribution to the maintenance of the international safeguards regime with main aims as follows: - to assist the IAEA in ensuring the continued and improved effectiveness of its safeguards system and to influence the formulation of technical safeguards policy in the IAEA; - to assist the United Kingdom in meeting international obligations under the Treaty on the Non-Proliferation of Nuclear Weapons (‘the NPT’) in as cost-effective a manner as possible; - to provide direct safeguards and technical support to DESNZ and the wider UK Government to assist in the formulation of domestic policy on safeguards and non-proliferation issues Market engagement A structured programme of market engagement was undertaken to inform the procurement strategy and ensure alignment with supplier capability and market conditions. This notice is issued to determine market interest in the forthcoming re-tender of the Fleet Operator Recognition Scheme (FORS) Administration Concession Contract, which is currently anticipated to expire in July 2027. Transport for London (TfL) is seeking to engage with potential providers ahead of this future procurement opportunity. Further details regarding the tender process will be shared in due course. Please note that all dates referenced are indicative and subject to change. The Fleet Operator Recognition Scheme (FORS) is an accreditation scheme to incentivise and recognise exemplary best practice for freight vehicle and fleet safety, efficiency and environmental standards for freight operators. The scheme audits fleet vehicle operators and awards bronze, silver and gold accreditations by asking them to demonstrate exceptional levels of best practice in safety and efficiency. Currently FORS has approximately 4,700 operators and over 100,000 vehicles signed up to the scheme from across the UK and European Union. The scheme commits fleet operators to achieve high vehicle and driving standards relating to road safety, and environmental performance. Encouraging fleet operators to take part in the FORS scheme is an important part of the Mayor's Vision Zero goal to eliminate death and serious injury manage Work Related Road Risk (WRRR) on the transport network and its commitment for London to become a zero-carbon city by 2030. Additionally, since April 2024, all GLA group contracts over £1m involving vehicles, require that suppliers must be accredited to the highest FORS Gold standard, whilst suppliers of contracts under £1m are required to be FORS Silver standard accredited. FORS was originally established as a voluntary scheme by TfL in 2008 and its initial popularity led to its growth firstly in London, and then across the UK, whilst it was free to members, and fully funded by TfL. To make the scheme finally sustainable and grow it even further, it was decided in 2013 to concession out the management of FORS, funded directly by member subscription fees. TfL has retained the ownership of the FORS brand and Intellectual Property Rights (IPR) to all FORS materials including documents, images and software. The Concessionaire is responsible for managing and protecting the FORS brand as part of the contract requirements but has no additional rights to use the FORS brand or IPR unless expressly permitted to do so. A primary aim for the concessionaire will also be to grow the membership of the scheme, both domestically and internationally. Upon award of the previous contract the expected revenue to the concessionaire was estimated to be circa £45m over a 5 year term.

In 2025, the department appointed Social Finance, the lead organisation of a consortium which included Data to Insight, Coram, ICT Revolutions and the Local Government Association to scope and design a Centre of Excellence for Children’s Social Care (CSC) Data and Digital; this was known as Phase 1. The Centre will help local authorities (LAs) improve their data and digital maturity with respect to CSC services. The consortium engaged with LAs and wider sector stakeholders to identify opportunities, challenges and risks related to CSC data and digital work. It produced recommendations and a delivery plan to support delivery and scale-up in Phase 2. We are seeking a supplier (or consortium) who can deliver the action/delivery plan (from Phase 1) for the Centre of Excellence for CSC Data and Digital (Phase 2). They will need to demonstrate the following: • Deep understanding of LA CSC delivery, and the data and digital functions that support it. • An established, active and wide-reaching network into LA children’s services (CSC specifically), built through ongoing participation in sector networks, particularly data and/or digital. • Strong technical knowledge of current and future systems capabilities for: o children’s services data storage, movement, and processing, and o user experience for social work/practitioner recording and case management. • Ability to provide specialist data and digital skills support to specific projects within LAs, with a clear “exit” approach—i.e. leaving the LA in a more sustainable position post-delivery. • Have the capacity and capability to mobilise and deliver the action plan from in Phase 1. This will include maintaining and improving shared sector resources, strengthening technology markets, enabling safe and effective information sharing, developing the workforce and organisational capability, connecting partners across the sector, and supporting delivery of proven change. We will conduct early market engagement to present our requirements for the proposed procurement. This session will allow us to understand the interest in the market for delivery. After the event, suppliers will be invited to complete a survey to provide feedback that will support our proposals for this work. *Please be aware that registration is for the Market Engagement Event only. NHG is seeking feedback on its proposal to appoint expert contractors to a closed framework agreement on fire servicing matters. This feedback will be used to develop our lot strategy, choice of procedure under the new Procurement Act 2023, as well as conditions of participation and award criteria. This is via a Microsoft Forms survey and a meet the buyer event where NHG will present its proposed strategy to attendees, with Q&A. The framework will support NHGs own FRA actions and includes maintenance, servicing and potentially installation of, but not limited to sprinklers, fire alarms, AOVS, fire extinguishers, dry risers, wet risers, fire blankets, evacuation alarms. The framework will be divided into two lots, one comprising solely sprinkler related works and services, and a second comprising all other fire servicing related works and services. Westminster City Council (the ‘Council’) has a statutory duty to deliver repair and maintenance services to its 21,000-strong housing stock, comprising approximately 43% leasehold properties, 57% tenanted homes and 145 High Rise Buildings (HRB) across the Borough. It is also worth noting that 41% of the Council’s housing stock is located within a conservation area, whereas 17% of the buildings are listed properties. Furthermore, the Council delivers major works and planned cyclical construction-based maintenance with the view of continuously improving the physical and social infrastructure of its housing stock. Currently housing repairs, maintenance and works are delivered via eight (8) Term Partnering Contracts (‘TPC’) which were procured in 2017 and 2019 for a period of up to ten (10) years as follows: • Responsive Repairs and Voids • Major Works (2 separate contracts covering North and South of the Borough) • Mechanical • Electrical • Domestic Heating • Lifts • Aids & Adaptations The Council is intending to re-procure these contracts based on revised scopes as part of an overarching Strategic Alliance Agreement, based on the FAC-1 Framework Alliance Agreement which all appointed contractors will be required to sign up to along with the contract documents specific to each requirement. Taking into account the differing expiry dates of the TPCs, the various Section 20 consultation requirements, as well as the indicative timelines associated with each retendering process, the Council determined that the re-procurements will be delivered in tranches.
