National Wheel Impact Load Detection Renewals Programme

Royal Borough of Kingston are conducting this Procurement to select an Architect to progress RIBA stage 1 & 2 for the construction of a new EV depot for AfC SEN Transport services. The proposed site identified by the Council is known as the car park site, Jubilee Way, Cox Lane, Chessington.
The Project is a major project to relocate the service from their current location to enable development and to allow for the required expansion of the fleet to deliver this key service.
RBK has already carried out some capacity drawings, initial cost estimate and strategic Brief (RIBA stage 0). This has identified the site has potential to accommodate the needs of the user. The purpose of this Procurement is to appoint an Architect who can progress the feasibility further up to and including RIBA stage 2. This will enable the Council to prepare a business case and make an informed decision on taking the project beyond feasibility. There is an option to extend this appointment further subject to the Council’s decision to progress the project.
Following soft market engagement, RBK has decided to procure these services through an open tender. The value of the works is estimated at £300,000.00 exclusive of VAT or £360,000.00 inclusive of VAT.
The construction of a new EV depot will enable the Council to continue to deliver quality SEN transportation services for children of the Borough as well as providing net zero benefits from electrification of the fleet.

Supply and Delivery of AdBlue/ PS0025
East Midlands Railway (EMR) requires the ongoing supply and delivery of AdBlue (AUS 32) to support the operation of diesel and bi mode rolling stock across all operational operations across Etches Park (Derby) and Cricklewood depots but other locations could be added throughout the lifetime of the contract.
There are 2 x 15,000 litre bulk tanks (these tanks feed into one for extraction of AdBlue) at Etches park and a further 2,500 litre tank at Cricklewood which is used as a back up fuelling location.
EMR may wish to also purchase tanks from you in the future
The Contract will replace an existing arrangement and this contract award is intended for January 2027 to allow sufficient time for mobilisation and transition activities.
The scope of the Contract includes bulk AdBlue supply, stock monitoring arrangements, and associated tank and site support where required.

Data Management Solution for Train Service Specification Data
Network Rail is developing an Access and Use Policy that will set out how Great British Railways (GBR) will make decisions regarding access to GBR infrastructure for train operations. GBR will record these decisions in a new document called the ‘Infrastructure Capacity Plan.’
Network Rail is seeking a data management solution that could enable GBR to manage the train service specification data that will inform, feed into and support the Infrastructure Capacity Plan.
GBR will require a data management solution to store and manage train service specification data, supporting the objective of establishing and maintaining a published Infrastructure Capacity Plan.
The solution will also need to hold data about proposals to amend the Infrastructure Capacity Plan, and to manage change controls and auditing of the data.
The solution should also support a clear relationship between service specification data and detailed train schedule data, enabling users to understand how proposed and approved specification changes relate to individual train schedules in the timetable and data held in other operational systems.
For clarity, GBR will be responsible for developing and maintaining the Infrastructure Capacity Plan, including populating, editing and governing the data held within the solution. The supplier would be expected to provide the data management capability, not to own or determine the underlying train service specification decisions.
Network Rail is developing this capability to support future GBR readiness and requires suppliers to consider both immediate implementation needs and long-term operational requirements.

The Department for Transport (DfT) intends to procure a supplier to develop a new National Freight Model (NFM), an in-house, cross-modal freight modelling capability designed to support transport policy development, appraisal, forecasting and decision-making across the UK. The NFM will replace existing freight modelling approaches and provide a modern analytical framework capable of representing freight movements across road, rail and domestic maritime modes.
The contract will include the design, development, calibration, validation and implementation of a multimodal freight model capable of estimating current and future freight demand and flows by commodity, vehicle type and transport mode. The model must support the analysis of domestic freight movements and international freight movements to and from the United Kingdom, including maritime and rail freight services.
The NFM will be required to assess the impacts of changes to infrastructure, land use, economic conditions, logistics behaviours and government policy interventions. It will also enable the testing of alternative scenarios and sensitivities to support transport planning, network resilience analysis, decarbonisation initiatives, freight mode shift assessments and wider strategic policy development.
The successful supplier will be expected to develop and document the model, provide supporting methodologies, undertake any necessary data collection or acquisition activities, deliver stakeholder engagement and training, and ensure that the Department can operate, maintain and further develop the model independently following completion of the contract.
The procurement may include associated research, data acquisition, innovative analytical approaches and the development of new methodologies necessary to deliver the required modelling capabilities and outcomes.

Westminster City Council (the Council) is seeking to appoint a single, independent supplier to deliver the Highways Audit & Asset Management (A&AM) Contract.
The supplier will provide audit and compliance services, asset management services and other professional services supporting the Council's Highways & Public Realm Contract. The A&AM supplier will provide objective scrutiny, assurance and challenge and must remain operationally and professionally independent from the Highways & Public Realm contractor.
• audit of performance information, contractual compliance and delivery against the Highways & Public Realm Contract;
• commercial and cost assurance, including review of estimates, applications, final accounts, compensation events, Price List items, indexation and volume rebate calculations where specified;
• technical assurance, inspections, design reviews, defects and compliance audits;
• asset-management strategy, inventory and data assurance, planned preventative maintenance programme development, BCI calculations and statutory/industry data reporting;
• responsible procurement, social value and carbon-reduction requirements, including assurance of relevant Highways & Public Realm contractor tender commitments where required by the Scope;

The intended form of contract is the NEC4 Term Service Contract. The initial term is three years from 1 April 2027 to 31 March 2030, with up to two optional one-year extensions at the Council's discretion and subject to the Contract.

Network Rail is seeking information from the market to support the next evolution of its Remote Condition Monitoring capability, currently known as RADAR. Remote Condition Monitoring is a strategic asset-management capability that enables Network Rail to monitor the health, condition and performance of railway assets remotely, supporting a shift from manual, inspection-led maintenance towards proactive, insight-led intervention. The current RADAR capability has evolved over more than 25 years and is business critical, but the wider estate includes legacy and alternative systems operating in parallel, creating complexity, cost, integration and resilience challenges. The future platform, referred to as RADAR 3, is intended to consolidate and modernise this capability, support national-scale asset condition monitoring, and provide a foundation that can scale into the future Great British Railways operating model.
This procurement will be undertaken as an open market exercise using the Competitive Flexible Procedure under the Procurement Act 2023 (PA23), with the objective of procuring an Examinations system application comprising licences, support, and minor configuration.
The purpose of this PME is to engage with the supply base and request information relating to platform, software and managed service capabilities available in the market for large-scale, enterprise Remote Condition Monitoring. Specifically, this RFI will look to address the following areas:
• Identify existing large-scale IoT, industrial data, asset condition monitoring and alarm management platforms available in the market
• Understand the functional and technical capabilities available for data ingestion, real-time historian services, alarm and alert management, asset configuration, visualisation, event replay, analytics, GIS/EAM integration and open API access
• Identify indicative commercial models, implementation approaches, operating models, support arrangements and cost drivers for candidate solutions

TfL Ecology Support Services Framework
Transport for London (TfL) is establishing a multi-supplier framework agreement for the provision of ecological and arboricultural survey and advisory services across TfL's railway infrastructure, including known and potential areas of rare and/or protected species and statutory and non-statutory designated sites (such as Sites of Special Scientific Interest and Sites of Importance for Nature Conservation).
Services include, but are not limited to: Preliminary Ecological Appraisals; biodiversity baseline surveys using the statutory biodiversity metric and Biodiversity Net Gain (BNG) statements; protected species and habitat surveys; invasive and injurious species surveys; Ecological Clerk of Works services; Ecological Impact Assessments; arboricultural feasibility surveys, impact assessments and method statements in line with BS 5837:2012 (or latest equivalent); the obtaining of protected species licences on behalf of TfL; and the provision of survey data in GIS-compatible formats, with data returned to TfL and to Greenspace Information for Greater London (GiGL).
The framework will require suppliers to provide TfL with full access to, and ownership of, the inspection and ecological data collected. Suppliers must hold appropriate professional memberships (such as CIEEM and the Arboricultural Association) and qualifications, including relevant protected species licences, and operatives will require London Underground certifications (including Sentinel Card with ICI-LUL endorsement) for work in the track environment.

The purpose of this Framework is to provide specialist safety and assurance services across the Northwest and Central Region. These services support compliance with Commission Implementing Regulation (EU) No 402/2013 of 30 April 2013 on the Common Safety Method for Risk Evaluation and Assessment (CSM REA), as amended and applied in Great Britain and as invoked by the Railways and Other Guided Transport Systems (Safety) Regulations 2006 (as amended), the Railways (Interoperability) Regulations 2011 (as amended), and all associated Network Rail and rail industry standards and guidance.
Transport for London (TfL) is establishing a contract for vegetation inspection services to enable TfL to access arboricultural, ecological and environmental expertise, whether that is regular, ongoing maintenance or one-off, project-specific requests.
In addition, this contract will require the supplier to provide TfL with full access to, and ownership of, the track inspection and ecological data that is collected. The context supporting this contract is an increased legislative requirement for TfL to be aware of, and report on, ecological data.
The contract will include:
Track-side vegetation inspections - Environmental and vegetation inspections occurring on and around the track, including fencing (if required) inspections, routine off-track PM6 vegetation inspections, cyclical Tree Condition Assessments, possession tree work specifications and canopy corridor assessments in relation to leaf-fall adhesion risk. Inspections will be carried out in line with TfL track engineering safety standards to ensure the track is safe for operation, by suitably certificated personnel (including Sentinel with ICI-LUL endorsement and LANTRA tree inspection qualifications).
Built environment vegetation inspections - Environmental and vegetation inspections in and around station grounds, car parks and green roofs (if required). These inspections will be carried out to ensure TfL's built environment is safe for staff and the public using TfL services.
