St Mary’s Catholic Primary School is tendering its catering services, aiming to commence the
contract on 1st September 2026 with the first day of service on 3rd September 2026. The School
requires a ‘delivered-in hot’ service as there is no production kitchen on site.
The School is seeking to appoint a catering partner capable of delivering a high-quality, reliable and

excellence.
The estimated annual contract value is approximately £77,131, equating to an estimated total

pupils.
As part of this tender exercise, bidders are expected to focus on:

and designed to maximise uptake
• Demonstration how they will drive participation, improve the dining experience

insourced solution, should submissions fail to meet the required standard.

In 2025, the department appointed Social Finance, the lead organisation of a consortium which included Data to Insight, Coram, ICT Revolutions and the Local Government Association to scope and design a Centre of Excellence for Children’s Social Care (CSC) Data and Digital; this was known as Phase 1. The Centre will help local authorities (LAs) improve their data and digital maturity with respect to CSC services. The consortium engaged with LAs and wider sector stakeholders to identify opportunities, challenges and risks related to CSC data and digital work. It produced recommendations and a delivery plan to support delivery and scale-up in Phase 2.
We are seeking a supplier (or consortium) who can deliver the action/delivery plan (from Phase 1) for the Centre of Excellence for CSC Data and Digital (Phase 2). They will need to demonstrate the following:
• Deep understanding of LA CSC delivery, and the data and digital functions that support it.
• An established, active and wide-reaching network into LA children’s services (CSC specifically), built through ongoing participation in sector networks, particularly data and/or digital.
• Strong technical knowledge of current and future systems capabilities for:
o children’s services data storage, movement, and processing, and
o user experience for social work/practitioner recording and case management.
• Ability to provide specialist data and digital skills support to specific projects within LAs, with a clear “exit” approach—i.e. leaving the LA in a more sustainable position post-delivery.
• Have the capacity and capability to mobilise and deliver the action plan from in Phase 1. This will include maintaining and improving shared sector resources, strengthening technology markets, enabling safe and effective information sharing, developing the workforce and organisational capability, connecting partners across the sector, and supporting delivery of proven change.
We will conduct early market engagement to present our requirements for the proposed procurement. This session will allow us to understand the interest in the market for delivery.
After the event, suppliers will be invited to complete a survey to provide feedback that will support our proposals for this work.
*Please be aware that registration is for the Market Engagement Event only. This event does not signify the commencement of any procurement process and does not constitute any commitment by the Department for Education. This is NOT an invitation to tender for a contract opportunity and any suppliers invited to the event will not have a privileged position in relation to any future contract opportunity. Any subsequent procurement(s) that DfE conducts will be based on the fair and objective outcome of a procurement process.*
The DfE is keen to maximise opportunities to participate in procurement for Small to Medium-sized Enterprises (SMEs) and Voluntary, Community and Social Enterprises (VCSEs). Consideration will also be given to consortia and collaborative bids from all forms of organisations.
The Department for Education (DfE) is establishing an alternative student finance (ASF) product, compatible with Islamic finance principles, to enable all students, regardless of their faith, to access Higher Education (HE). Whilst the current student finance system provides interest-bearing loans for students entering HE study, some students, particularly those who identify as Muslim, do not feel able to access these loans due to their faith. ASF will address this barrier by providing a faith-sensitive equivalent to the current loan product. Students accessing ASF will not suffer any detriment nor experience any advantage through choosing to access student support via this route.
The ASF system will be based on a ‘Takaful’ model, to provide a form of group-based mutual support. Recipients will receive financial support for HE and, in return, will commit to making contributions back to the scheme in the future which will be used to help other students go to university. ASF recipients will make the same total contributions as those who opt for the conventional student loan product. Like the conventional student loan scheme, these contributions will be based on what people earn and will therefore be of the same amount and made at the same time as repayments for conventional student loans. Legislation has been put in place, through the Higher Education and Research Act (HERA) 2017, to enable ASF to be introduced. At present, we are working closely with a group of specialist advisors to develop a robust ASF model.
Alongside this, the Government is also reforming the wider student finance system. The introduction of the Lifelong Loan Entitlement (LLE) will significantly change how students access learning and financial support. We intend to introduce ASF as soon as possible after the LLE, so that both reforms work cohesively to expand opportunity and support for all learners.
To ensure that ASF funds are managed in accordance with Islamic finance principles, the DfE is exploring the banking arrangements required. This will include establishing a bank account that can hold and move funds in a compliant manner, including that the account must not bear or generate interest.
This engagement activity is focused on generating insights from the market, including market interest in fulfilling this service, feasibility of account options, the anticipated availability of compliant accounts meeting DfE’s requirements, expected costs for the required account and estimated timeframes to establish and operationalise the account. We are keen to identify whether there are innovative solutions that may help deliver better public services and value for money. We anticipate that there will be a contract for this service.
The supplier must be able to:
• provide evidence of how it handles and holds money in an Islamic finance compliant manner
• facilitate the transfer of funds
• be fully regulated with FCA/MPM compliance.
We expect that a full specification of requirements will be provided after this exercise, in line with an invitation to tender if/when issued.
Delivering the Best Start in Life - Implementation Partner
This notice seeks early market engagement for the Department for Education procurement of a implementation partner to support local authorities in delivering the Best Start in Life (BSiL) programme and achieving their statutory target to increase the number of children reaching a Good Level of Development (GLD) by 2028.
We want to secure a partner that drives BSiL and Best Start Family Hub transformation and empower local authorities to:
- Lead and drive bold, innovative local system transformation through strong leadership and partnerships, strategically targeting resources, assets, and expertise to maximise impact on early child development and health outcomes.
- Deliver ambitious, high quality BSiL and Best Start Family Hub (BSFH) services that improve early child development outcomes for children and families in their local area.
- Learn from, develop and share evidenced-based best practice to build local authority capability through a combination of tools, resources, tailored group and 1:1 support to enable effective data use, encourage innovation and address challenges in leadership, partnership working, workforce, and specialist areas including speech and language pathways, health integration, access, SEND and data sharing.
We welcome suggestions on the most effective procurement approach to ensure value for money and support a bold and innovative model.
The London Borough of Merton ("the Authority") is conducting a Pre-Market Engagement (PME) exercise to inform the planned procurement of Educational Software to support the management of education data across the borough's schools and education services.
As the Authority continues to develop and improve services for residents and children in Merton, it is seeking to ensure it has the right underpinning technology in place, particularly given the rapidly evolving role of artificial intelligence within the technology landscape. This exercise is intended as an initial assessment of the market and current capabilities before entering a formal procurement process.
Suppliers are invited to participate by completing the attached questionnaire. Participation in this exercise does not constitute any commitment by the Authority to proceed to procurement, nor does it guarantee any opportunity to tender.
Bishop Winnington-Ingram CofE Primary School is acting as the lead contracting authority in this procurement exercise on behalf of itself and the following participating schools within the Ecclesia Partnership: Holy Trinity CofE Primary School, St Mary’s CofE Primary School and St John’s CofE Primary School.
The procurement is being conducted collaboratively to secure catering services across all participating schools, with the aim of achieving consistency of service, economies of scale and operational efficiencies, while recognising the individual needs and operational differences of each school. Each participating school reserves the right to enter into its own contract with the successful bidder(s) and no guarantee of volume or award is given in respect of any school.
The participating schools are each committed to providing a nurturing, inclusive and values-led environment where pupils are supported to achieve their full potential. While each school has its own identify and community all share a common ethos centred on wellbeing, high standards and a positive learning experience.
The Schools are seeking to appoint a catering contractor capable of delivering a high-quality, reliable and engaging meal service across all sites. The service model is predominantly delivered-in hot meals, reflecting the absence of production kitchen facilities at most sites. However, St John’s CofE School operates a traditional on-site kitchen.
The contract will be tendered as a single procurement exercise. The participating Schools’ preferred outcome is the appointment of a single contractor across all sites; however, they reserve the right to award the contract either as a single combined contract across all schools, or as separate individual contracts for each school, where this is deemed to provide the most advantageous outcome. Bidders are therefore required to submit proposals that clearly demonstrate their ability to deliver both a combined service and where required, individual school contracts.
The initial contract, due to commence on 1st September 2026 will be for three years, with the option to extend for a further two years (3+1+1), subject to satisfactory performance and client agreement on budgets and service levels. Some of the staff at St John’s CofE School are members of the LGPS pension schemes and either having ABS in a London Borough or the ability to achieve ABS status, will be essential for bidders.
The projected turnover for the three-year contract is expected to be circa £946,000 (excluding VAT). This estimated total value represents the aggregated value across all participating schools. Individual contract values will vary and there is no guarantee of spend by any individual school.

The procurement process follows a single stage ‘Competitive Flexible’ procedure. Bidders will be invited to respond to an Invitation to Tender (ITT) in full. This process is managed under the Light Touch Regime, and the School reserves the right to refine the award criteria throughout.
In essence, the Ecclesia Partnership Schools seek a trusted Catering Partner who can deliver a robust, flexible and sustainable catering service, capable of meeting the varying requirements of each school while maintaining consistently high standards across the contract.
The Ecclesia Partnership and participating Schools reserve the right to not award the contract, including the option to pursue alternative delivery models, or to award on a school-by-school basis, should submissions fail to the meet the required standard.
