HCC & TPPL Fleet Management Services and Supplies Framework
This procurement is being conducted as an Open Procedure in accordance with Section 20 of the Procurement Act 2023.
Hertfordshire County Council ("the Authority") and The Procurement Partnership Ltd ("TPPL"), acting as the Agent, invite tenders for participation in a 48‑month Closed Framework Agreement (pursuant to Section 45 of the Act) for the supply of Fleet Management Services and Supplies ("Fleet Goods and Services"). The Framework is structured into five Lots, each containing a defined set of packages that specify the core and optional service elements available to Contracting Authorities. The package system provides a consistent, modular structure for Call‑Off Contracts, while still allowing Contracting Authorities to run Competitive Selection Processes where appropriate.
Hertfordshire County Council is a Centralised Procurement Authority for the purposes of the Act. The Framework is available for use by Contracting Authorities throughout the United Kingdom, including but not limited to:
Local Authorities and Combined Authorities
Registered Providers of Social Housing
NHS Bodies and Health Trusts
Educational Institutions (Schools, Colleges, Universities, Academies)
Emergency Services (Police, Fire, Ambulance, Coastguard)
Registered Charities
Non‑Departmental Public Bodies
Central Government Departments and Executive Agencies
Other public sector bodies as defined in Section 2 of the Procurement Act 2023
The Framework may also be accessed by other Centralised Procurement Authorities acting on behalf of the above entities.
TPPL is acting as the Agent for the purposes of this procurement and the ongoing management of the Framework. This includes, but is not limited to: administration of the tender process, evaluation of submissions, Framework management, delivery of Competitive Selection Processes, support with awards without reopening competition (where permitted), and collection of Framework Fees.
The Framework comprises the following Lots:
1. Fleet Management Services
2. Tyres and Ancillary Services
3. Fuel Cards
4. Vehicle and Equipment Disposal
5. Fleet Management Software
Suppliers appointed to the Framework will be required to deliver the relevant goods and services in accordance with the specifications set out in the procurement documents. Delivery may be national or regional depending on the Lot and the requirements of individual Contracting Authorities. Call‑Off Contracts may be awarded without reopening competition (typically using the package system) or through Competitive Selection Processes, ensuring flexibility while maintaining consistency of service standards and statutory compliance.
Thames Freeport is procuring training providers to deliver the Thames Freeport Skills Programme, which funds the design and delivery of vocational, technical, and skills training aligned to local economic priorities in the Thames Freeport region (Barking and Dagenham, Havering, and Thurrock).
The programme aims to:
•Improve the supply of skilled labour in priority sectors
•Create employment and skills pathways for local people, including those facing barriers to work
•Support transitions into sustained employment and in work progression
•Develop new curriculum and pilot innovative skills interventions
•Strengthen coordination across the local skills system
Types of provision include, but are not limited to:
•Pre-apprenticeship training and short courses supporting entry into skilled employment
•Qualification-based vocational training in construction, manufacturing, and technical trades
•Upskilling and reskilling for adults already in work or seeking to progress
•Specialist provision for underrepresented groups, including people with physical disabilities or SEND
•Employer-linked training designed to lead to genuine job or apprenticeship outcomes
•Training in emerging technologies including AI, digital manufacturing, and advanced welding
All delivery must take place within the Thames Freeport region. Providers must have, or commit to establishing, physical delivery locations within the three boroughs before commencement. Blended learning with some online elements is permitted where it supports value for money. Hertfordshire County Council is currently out to procurement for the Provision of a Framework for Structural Maintenance and Resurfacing Treatments
The Structural Maintenance and Resurfacing Treatment (SMART) Framework is due to expire on 30 September 2026. The Framework covers the following scope and objectives for the Client:
• Maximise the outcomes for its customers, from the funds available to the Client, whilst holding the Client and its Highways Service providers accountable for effectiveness and efficiency.
• Develop and implement transport strategies in support of the Local Transport Plan and other Client policy objectives.
• Support Elected Members to take decisions, within the overall policy framework, which affect their local area, and to implement them.
• Ensure that the customer journey is simple, efficient and effective.
• Ensure that everyone within the Highways Service understands and adheres to the Client's policies, strategies, standards and protocols.
• Carry out works that are related to either safety or asset protection, and to plan work in technically
derived programmes for maximum effectiveness and efficiency.
• Carry out work using the most efficient methods available to implement local member decisions.
• Arrange for Highway Services to be delivered by lean and effective methods.

This is a Framework, within which, call offs will be issued based on the NEC4 ECC form of Contract.
The Client wishes to undertake a core programme of structural maintenance surfacing works over a four year period at various locations throughout the County of Hertfordshire.
The Framework is split into the following 5 Lots:

Lot 3 Carriageway Microsurfacing and Preparation
Lot 4 Footway Microsurfacing

Carnarvon Terrace Redevelopment Project

Essex Procurement Partnership is procuring, on behalf of Tendring District Council, with the resulting contract between the Council and the successful Bidder, to deliver a redevelopment project in Clacton-on-Sea, Essex.
The project comprises of demolishing the existing steel-framed car park structure, preparing the site for the development, and construction of:

The project already has planning permission and is at RIBA stage 3. The tender is being run as a two stage procurement, with pricing for both the PCSA and indicative Contract Sum Analysis required at this stage.

Programme: The Employer seeks overall completion of the Carnarvon Terrace redevelopment scheme by March 2028 in order to satisfy project funding requirements and the bidding contractor is to present his proposed programme within the bid submission. The March 2028 completion deadline is a critical milestone, and the bidding contractor is to be mindful of this but present his realistic and achievable programme proposals.
Baily Garner LLP are the Council's nominated Employer's Agent. They will contract manage the project with Tendring District Council and administer the project and JCT Design and Build Works Contract. The EA role will include checking progress and quality of works on site, certifying Practical Completion as appropriate, validating and certifying payments, and monitoring compliance with employer requirements, etc. The successful bidder will be expected to work alongside Tendring District Council and Baily Garner, in the successful delivery of this project.

The Cambridgeshire and Peterborough Combined Authority (CPCA), alongside Cambridgeshire County Council (CCC) and Peterborough City Council (PCC) have been allocated £5,437,000 of public sector money from the Local Electric Vehicle Infrastructure (LEVI) fund. The aim is to secure additional private sector funding to enable the delivery of a high number of additional electric vehicle infrastructure (EVI) across the area, above and beyond what could be delivered with just LEVI funding alone.
It is anticipated that the contract will focus on providing EVI in residential areas that have limited access to off-street parking. This may be a combination of delivery of infrastructure within communal residential car parks as well as on-street charging spaces.
It is anticipated that most of the charging infrastructure will be standard (-7-22kW). Rapid charging and public car parks operated by the local authorities will not be included within the specification, however, there may be separate opportunities with each council in due course.

Lot 3: Specialised Stem Cell Storage
This Lot provides specialised storage services for stem cells requiring controlled environmental conditions. Core requirements include: compliant physical storage and management of stem cells and associated records; retrieval and transportation under appropriate conditions; inventory management; and destruction of stem cells.
Lot 4: Aggregated Lot
This Lot enables suppliers to offer a combined solution across two or more of Lots 1–3 under a single agreement.
