The scope of Active Fire Safety includes the weekly life safety testing procedures required within Independent Living Schemes (ILS), undertaken in accordance with the established Alarm Monitoring Centre (ARC) pre and post notification protocol. These activities are fundamental to legal compliance and resident safety, ensuring that critical life safety systems remain operational, that faults are identified and resolved promptly, and that all testing and remedial actions are fully documented.
The scope of Electronic Security and Associated Systems includes the provision of door entry and access control systems, closed circuit television (CCTV), television aerial and satellite systems (IRS/SMATV), and automatic doors and mechanical door components. The Contractor will deliver installation and upgrade works, commissioning, planned preventative maintenance, and responsive/reactive repairs to maintain building security and resident confidence. All works must be planned and executed to minimise disruption to occupants and services, and to ensure full interoperability with life safety systems, including fire alarm interfaces.
Lincolnshire County Council Supported Accommodation 2027
The Council recognise that some young people may need to live in Supported Accommodation and we will strive for them to be placed as close to home as possible where their needs can be best met and where they can feel safe and supported within their accommodation, build resilience and are able to maintain good mental health and wellbeing, and transition successfully into adulthood and are able to live independently.
The Council has a statutory duty under the Children Act 1989 to assess the needs of homeless Lincolnshire 16-17 year olds , including Children in Care (CiC), and ensure they are accommodated appropriately.
Following a service review, the Council seek to commission Supported Accommodation for this cohort, the contracts for which will be in place from 1st April 2027 for a period of up to 5 years:
Lot 1: Lincolnshire Youth Housing Service - 44 units of self-contained accommodation in 3 locations (Boston, Grantham and Lincoln) including 4 units of solo accommodation for more complex young people) - indicative total value over 5 years of £13.57m (inc VAT)
Lot 2: Supported Accommodation - 4 units of solo occupancy supported accommodation - indicative total value over 5 years of £4.67m (inc VAT)
Lot 3: Supported Accommodation - 4 units of solo occupancy supported accommodation - indicative total value over 5 years of £4.67m (inc VAT)
Suppliers are able to tender for all relevant Lots if appropriate, and will be part of a wider range of Supported Accommodation that includes the Council's in-house provisions and individually commissioned solo Independent Supported Accommodation placements.
All Suppliers wishing to tender must be registered with Ofsted as a Supported Accommodation provider in accordance with the Supported Accommodation (England) Regulations 2023.
Subject to evaluation, and following the required standstill period, it is anticipated that final tender award will be confirmed in July 2026 - this will offer an adequate implementation period for the successful supplier(s) in advance of the contract(s) start date on 1st April 2027. Following feedback from pre-market engagement, the Council reserves the right to extend the start date for Lot 3 to up to 1st October 2027. Notwithstanding this, all Lots will have a maximum end date of 31st March 2032.

Ground Maintenance Service 4 X Closed Landfill Sites Situated within the Geographical Region of West Northamptonshire Council
West Northamptonshire Council is seeking quotations for Grounds Maintenance Services at primarily four closed landfill sites located across West Northamptonshire. Each landfill site has above ground assets consisting of monitoring boreholes, leachate & gas extraction wells and other plant and equipment which need to be managed, maintained, and monitored. The size of the sites ranges from 0.8 to 13 hectares and predominantly consists of rough grassland bordered by hedges, trees and bramble scrub.
The Council has identified a requirement for Grounds Maintenance Service to include.
A Routine work
1. Strimming around monitoring points and other assets
2. Mowing large areas of rough pasture
3. Mowing paths through the rough pasture
4. Strimming leachate treatment compound including small reed bed
5. Strimming back of areas of brush/bramble
B. Ad-hoc work (examples but not limited to the below)
6. Repair or replacement of metal or timber fencing
7. Repair or replacement of metal or timber gates
8. Repair, replacement, or installation of timber stiles
9. Laying of small areas of hardcore/quarry scalpings surfacing
10. Small concrete repairs/re-setting of manhole covers
11. Litter picking and collection & disposal of fly-tipped rubbish
12. Tree surgery, cutting back of woody shrubs, hedges, and tree branches along internal perimeter fencing
13. Installing signage.
Frequency of the routine work will be mostly weather dependant but is predicted, based on previous years that each site will need to be visited for routine maintenance at least twice during the months between late spring and early autumn, excluding Farthinghoe which is at the councils request. To give an indication, in recent year's routine visits have been undertaken in May and August, to coincide with the quarterly environmental monitoring undertaken in June and September. Please note that there are no guarantees as to how many routine visits will be required by the Council and call offs will be made as and when required.

Rutland County Council is seeking to appoint a suitably qualified and experienced consultant to undertake a Gypsy, Traveller and Travelling Showpeople Accommodation Assessment (GTTSAA). The study will provide an up to date assessment of current and future accommodation needs across Rutland for the period 2026-2046, in accordance with national planning policy and guidance. The findings will directly inform Local Plan policy development, including pitch and plot targets, five year supply calculations, and the identification of longer term accommodation provision.
Aim and scope: Deliver core management skills training to c60 Service Managers and Team Leaders at Blaby.
Relevant history: Management training is currently a gap in the L&D offering. Consequently management skills are inconsistent. One impact is the ER escalate unnecessarily. In readiness for LGR and for workforce stability, it's vital to invest in this development of the management group.
Household Waste Collection, Transfer and Associated Services
Leicester City Council is conducting a Competitive Flexible Procedure for the collection of kerbside household waste in Leicester, management and operation of a waste transfer station, and associated services. This contract will replace the existing PFI arrangement on expiry in 2028.
The Authority's key objectives are to:
• Provide good quality, cost-efficient, value for money waste services.
• Engage, educate and support residents to minimise their waste, maximise repair, reuse, recycling and composting, and to understand how to access, and make the most of, reuse services.
• Minimise the carbon emissions and other greenhouse gases arising from the collection, treatment and disposal of waste.
• Minimise the amount of waste sent to landfill.
• Provide waste services that can evolve as necessary to support anticipated growth of household and population numbers in the City.
This will include:
• Household residual waste and dry mixed recycling (DMR) collections on an alternate weekly basis (fortnightly) instead of weekly.
• The introduction of wheeled DMR bins to replace single use bags as standard.
• Implementation of weekly food waste collections as early as possible.
• Retention of bespoke and / or more frequent arrangements for communal collection points and others as appropriate, as well as exception processes for households with specific requirements for assistance.
• Continuation of fortnightly garden waste collections from March to November.
• Continuation of clinical waste collections from households on request.
• Continuation of bulky waste collections from households on request.
Scope
The Contract shall include the following Services:
• Household Waste and Recycling Collection including:
- Residual Waste Collection Service
- Dry Mixed Recycling Collection Service
- Food Waste Collection Service
- Garden Waste Collection Service
- Bulky Waste Collection Service
- Clinical Waste Collection Service
- Other provisional items such as servicing bring banks and a commercial waste collection Service, should they become core items.
• The Contractor will procure new vehicles suitable to deliver the services on behalf of the Authority. The Authority intends to provide the capital funding for the purchase of new vehicles in line with the processes set out in the Contract and associated Schedules.
• Provision of Depot: The Authority shall provide the Contractor with a Depot and Waste Transfer Station (the Bursom site) for use on the basis of a peppercorn rent.
• Provisional items are included under this procurement, which will be subject to the dialogue component of this CPF.

This contract does not include disposal of waste arisings, which will be subject to separate procurements.

BaDC-1598 Buttermarket Food Hall Fit Out and Operator for Bassetlaw District Council
Bassetlaw District Council (the Council) wishes to invite tenders to appoint a suitably experienced operator to occupy and operate an indoor street food market within the Retford Town Hall's Buttermarket. The operator will be responsible for all aspects of delivery, vendor management and commercial performance, in return for the right to trade from the premises and an opportunity to influence the final design and fit-out of the space.
The Council's objectives in appointing an operator are to:
• Animate and activate Retford town centre
• Support independent and start-up food businesses
• Provide a high-quality, diverse and affordable food offer
• Increase footfall and dwell time
• Support the evening and weekend economy
• Deliver social and economic value for the local area
The Buttermarket is anticipated to be available to the operator for commercial operation from Winter 2026/Spring 2027 subject to detailed design agreement and construction programme. The Council envisions the successful provider from this tender to join as a partner through this design process. This interim period for design and Council construction will ensure the final installation is fit for purpose and encourages optimal commercial operation for the appointed end user.
Located on the Market Square, Retford Town Hall is well positioned to amplify the offerings of the town, however, the site is currently greatly underutilised, and its facilities require significant modernisation. The Buttermarket is the ground floor premise of the wider Retford Town Hall with its own level and independent access along the Town Hall Yard and direct access to the Market Square. There is ample area (~260m2) to enhance this space to provide a series of catering focused opportunities while also creating an inclusive communal space, designed to host events that appeal across all age groups.
According to a recent market summary of Retford undertaken by CACI, the town boasts a sizable catchment area with a total market potential of £122.1 million. Additionally, Retford enjoys a high catchment market share of 16%, indicating a strong local spend for retailers and food businesses opening in the town centre. The total market potential for catering alone is £30.1 million.
The overall spend remains below the regional average, indicating a need for Retford to build up a critical mass of retail and leisure offer to increase its attractiveness. Annual household spent on catering is £2,060 which is 5% lower than the East Midlands average and spend on alcohol on premises is 10% below the regional average demonstrating there is available spend for these types of offers not currently being realised in Retford.
Mandatory Site Visit
Attendance at a mandatory supervised site visit is a condition of participation in this procurement process.

The requirement covers routine, periodic and ad hoc cleaning services across a diverse estate including corporate offices, community libraries, Rutland Museum, Oakham Castle, family hubs, business centres and other public-facing facilities. The buildings vary in age, layout, occupancy levels and operational use, including some specialist and sensitive environments.
The proposed contract term is 3 years with an option to extend for a further 1 year, subject to performance and business need.

• Routine internal cleaning to defined frequencies and BICS-aligned standards

South Kesteven District Council (SKDC) is currently looking at delivery options to support the Procurement function for the authority.

The Council would like to hear from relevant service providers in relation to food waste collection services provision from April 2028 onwards.
The Council is open to how this new provision could be delivered.
The indicative specification is formed from the Department for Environment, Food and Rural Affairs' (DEFRA) Simpler Recycling reform, which mandated in legislation (Environment Act 2021) that waste collection authorities (WCA) will be required to provide weekly food waste collections to all households. Melton Borough Council is a waste collection authority and therefore must comply with DEFRAs requirements.
DEFRA have not officially advised on consequences to local authorities if they do not provide weekly food waste collections to households.
It should be noted that this is a revised project following the Councils decision to delay implementation until April 2028.
This soft market testing opportunity will assist the Council in developing the final requirements.

Preliminary Market Engagement for Housing Related Accommodation Based Support for Homeless Households

Leicester City Council (‘the Council”) is preparing to establish a Contract for Families and Singles Temporary Accommodation Services.
This Procurement will be split into 2 Lots:
Lot 1 – Families support package - The Council has had capital funding to purchase 2-3 bed family homes to be used as temporary accommodation for families who are homeless. This requirement is for a suitable Supplier to provide accommodation-based housing support services from the Council-owned building.
They must enter into property agreement with the Council, including payment of market rent and to fully furnish and decorate and maintain the properties for suitable use as temporary accommodation.
Lot 2 – Singles support package - The Council has statutory duties to provide temporary accommodation for eligible households. The Council requires a range of support options for singles/childless couples who have complex needs who it can be hard to place in appropriate accommodation and requires an experienced provider who can successfully deliver this service.
