The platform will enable professionals to complete assessments, share information appropriately, run local reports on activity and outcomes, and generate anonymised aggregate data for national analysis. Together, the tool and platform will strengthen systemwide understanding of this cohort, support better commissioning and planning decisions, and provide insights to inform practice models that keep children and young people (CYP) safe without unnecessary deprivation of liberty.
In addition to improving practice in the pilot areas, this programme is intended to generate learning about the conditions required for effective implementation of a validated assessment of need tool across different local systems. This includes learning about organisational, cultural, technical and commercial factors that support or constrain adoption, usability, sustainability and impact across children’s social care, health and youth justice settings.
DfE is keen to maximise opportunities to participate in procurement for Small to Medium-sized Enterprises (SMEs) and Voluntary, Community and Social Enterprises (VCSEs). Consideration will also be given to consortia and collaborative bids from all forms of organisations.

Bangor University invites tenders for the upgrade and modernisation of its Building Management System (BMS) estate.
The existing BMS infrastructure is predominantly based on legacy Cylon UC32 controllers and UC32.Net supervisory gateways. These systems are end-of-life and no longer supported. The University requires the Contractor to replace and modernise this infrastructure while maintaining operational continuity and enabling future energy efficiency and carbon reduction initiatives.
Due to the requirement to maintain operational continuity with the existing UC32-based estate during phased migration, and to ensure compatibility with existing programming tools, supervisory infrastructure, and transitional integration mechanisms, the replacement system shall be based on ABB Cylon technology.
This document defines the Employer’s Requirements (ERs) for the Works. It shall be read in conjunction with the Appendices referenced herein.

2. Scope of Works
The Contractor shall design, supply, install, configure, commission, and hand over a modern BMS solution in accordance with these Employer’s Requirements.
The Works shall include, but not be limited to:
• Provision of a modern BMS supervisory platform
• Integration of existing legacy controllers during migration
• Progressive replacement of legacy field controllers
• Replication of existing control functionality at point of migration
• Commissioning, testing, training, and handover
• Provision of unit rates to support phased delivery
