Flintshire County Council and Wrexham County Borough Council are seeking to contract a company or organisation with the necessary accreditation, skills and expertise to set up, organise, deliver, monitor and evaluate cycle training to BikeAbility Wales National Standards Cycle Training levels 1,2 and 3. The contract is from 1st October until 31st March 2027 with the option to extend for upto 3 further years subject to Welsh Government Funding being received. National Standards Cycle Training Scheme is fully funded by Welsh Government on a yearly basis. Cambridge City Council is seeking an experienced training provider to design and deliver a programme of learning, resources and support focused on health, wellbeing and personal resilience. The programme will support employees through the Government's Local Government Reorganisation (LGR), helping them navigate a period of significant organisational change. The Council is looking for a provider that can equip employees with practical tools and strategies to maintain physical and mental wellbeing, build resilience and sustain personal effectiveness in the face of uncertainty. Learning interventions should help employees manage the emotional and practical impacts of change, develop confidence in navigating ambiguity and adopt positive approaches to wellbeing during transition. The programme aims to foster a supportive, high-performing workplace culture that enables employees to adapt successfully while continuing to deliver excellent services for residents. Norfolk County Council are currently scoping requirements to establish a multi-provider framework which will have a number of providers who are suitably qualified, experienced and registered Bikeability providers to deliver cycle training that offers quality, value, and performance to the Council and to the people of Norfolk using a structured learning package. This notice is drafted on the basis of establishing a closed framework with a duration of 4 years. However, the Council is considering establishing an open framework and the final agreed approach will be reflected in the published Tender Notice. It is fully expected that provision under the framework will be split into Lots. At this stage the Council are finalising the lotting strategy to achieve the best possible service provision across the County while taking into account the outcome of the Local Government Review (further details follow). On 19 November 2025, the Minister of State for Local Government and Homelessness made a written statement [UIN HCWS1071] saying that three proposals for unitary local government in Norfolk had been received - these could entail the creation of one, two or three unitary councils. The Minister announced a consultation exercise, which ended on 11 January 2026. The Minister stated that "once the consultations have concluded, the Government will assess the proposals against the criteria in the invitation and decide, subject to parliamentary approval, which, if any, proposals are to be implemented, with or without modification". The Government has confirmed that it is minded to create three unitary Councils, subject to parliamentary approval. On 4 December 2025, the Secretary of State for Local Government made a written statement [UIN HCWS1128] stating that the government intends to establish a Mayoral Strategic Authority for Norfolk and Suffolk as soon as possible, and that it is minded to hold inaugural mayoral elections in May 2028. Should these processes lead to unitary local government in Norfolk and/or to the establishment of a Mayoral Strategic Authority covering Norfolk (i) the contract may be transferred, assigned or novated to any successor authority(ies) to the council, or to any joint body incorporating or formed by any such successor and/or to any Mayoral Strategic Authority; and/or (ii) the council or a successor authority or joint body may order services on behalf of other local authorities serving any area within Norfolk's current geographical boundaries.

Powys County Council (the Council) is commissioning training courses for Adults and Children's services funded by the Social Care Wales Workforce Development Programme (SCWWDP) grant. The Council is seeking to engage with suitably experienced and competent Suppliers, to provide Social Care Training courses. The Framework Agreement will run for a period of up to 5 years, from 1st April 2027 until 31st March 2032 (1 year +1 year +1 year) and renewed annually, contracts will be awarded for this period, however funding will only be awarded on an annual basis in line with the grant funding allocation process through Welsh Government (SCWWDP) and the Council. An annual delivery schedule will be developed in accordance with workforce demand in January each year, as defined through the annual training needs analysis and annual SCWWDP priorities. Therefore, giving Training Providers on the framework at least 3-months’ notice of intention to commission each course.

East Riding of Yorkshire Council is undertaking preliminary market engagement in relation to a future procurement for a Voluntary, Community, Faith and Social Enterprise (VCFSE) Safeguarding Support Service. The Service will provide safeguarding advice, guidance, training and support to VCFSE organisations operating within the East Riding of Yorkshire. The successful Provider will support organisations working with both adults and children and young people to develop and maintain effective safeguarding arrangements, policies and practices. The Service will include the provision of safeguarding resources and information, delivery of training and development activities, administration of Disclosure and Barring Service (DBS) checks, facilitation of safeguarding forums and events, and engagement with the local VCSE sector to promote safeguarding awareness and good practice. The contract is anticipated to commence on 1 April 2027 for an initial period of two years, with the option to extend for a further period of up to one year.

The Housing Division is required to respond to increasing regulatory expectations, including the introduction of the Competence and Conduct Standard (C&C), which comes into effect in October 2026. The council is looking for a number of providers, to ensure delivery across Staffordshire as per Active Travel England, Department for Transport grant conditions. The providers must be registered as a Scheme Provider with The Bikeability Trust.

North Northamptonshire Council is undertaking preliminary market engagement in advance of procuring Apprenticeship Training Services through the establishment of a bespoke internal framework agreement. The Council aims to deliver high-quality apprenticeship training to support workforce development and the delivery of its Corporate Plan priorities, including supporting communities, improving outcomes for residents, and enhancing service delivery. The proposed framework is expected to cover a broad range of apprenticeship standards across multiple service areas, including (but not limited to): • Agriculture and Environmental • Business Management • Catering and Hospitality • Construction • Digital and Marketing • Education and Early Years • Engineering and Manufacturing • Health and Care Services • Legal, Finance, Accounting and Procurement • Protective Services Sub-lotting may be applied to reflect areas of specialism. This framework will replace the current fragmented approach, where apprenticeship training is delivered through multiple contracts, enabling improved efficiency, governance, and strategic oversight. The procurement is currently anticipated to be published in Q3 2026.

The Warwickshire Abandoned Vehicle Partnership was established in 2004 to combine the powers that can be used to remove nuisance and abandoned vehicles from communities within Warwickshire. In 2008 the partnership obtained devolved powers from the DVLA to remove unlicensed / untaxed vehicles. The Partnership comprises of the following public bodies: • North Warwickshire Borough Council (NWBC), • Nuneaton and Bedworth Borough Council (NBBC), • Rugby Borough Council (RBC), • Warwick District Council (WDC), • Stratford District Council (SDC), • Warwickshire Police, • Warwickshire Fire and Rescue Service and • Warwickshire County Council - Waste Management Group. The abandoned vehicle aspect of the Contract covers the recovery, storage, and disposal of abandoned vehicles across the whole of Warwickshire. Currently the partnership has a cost neutral contract in place, where all income associated with reclamation of vehicular materials and / or sale of vehicles at auction is retained and used to cover the cost of the collection, storage, and administration. The number of vehicles recovered in 2025-26 was 151. The waste element is a statutory service, with five district and borough councils acting as key stakeholders. There are significant implications for local safety, amenity and the environment if the service does not operate effectively. Where an abandoned vehicle service is poor, vehicles can be left on the highway for extended periods. This creates safety risks, including increased potential for arson or anti-social behaviour, and undermines public confidence. It also places a disproportionate burden on limited waste officer resources, with time diverted to chasing the contractor, resolving disputes, and managing complaints rather than delivering other pressing statutory waste objectives. The Council requires a contract that delivers a reliable, responsive service with clear lines of responsibility, ensuring that vehicles are removed promptly and efficiently. This will enable officer time to be used effectively and proportionately. We would expect this element of the service to be broadly cost neutral, with the exception of caravans. There is also a requirement for the provision of diesel and petrol vehicles to support training and operational preparedness by Warwickshire Fire and Rescue Service. Fire and Rescue Services have a statutory duty to plan, prepare for, and respond to emergencies, and access to suitable vehicles is essential to maintaining this capability. The number of vehicles required per annum typically ranges between 60 and 180. These vehicles are used in realistic training scenarios and are routinely cut up and/or dismantled as part of rescue exercises. This service must therefore include full depollution, delivery to, and collection from Warwickshire Fire and Rescue Service locations, as well as recognition that vehicles supplied for this purpose will be destroyed while fulfilling a critical public safety function. As part of this Market Testing, we are seeking to address the structure of the subsequent procurement exercise i.e., should this remain as one Contract, or should this be split into Lots, or, separate procurement exercises altogether.
