Norfolk County Council are seeking to appoint a number of providers who are suitably qualified, experienced and registered Bikeability providers to deliver cycle training that offers quality, value, and performance to children and families in Norfolk using a structured learning package. The primary objective of the service is to maximise participation in Bikeability Level 1 and 2 Combined training and achieve successful rider outcomes by the end of primary school (Year 6). The programme should develop pupils' road safety knowledge, improve safe decision-making, encourage responsible road user behaviour and support lifelong active travel. It should be noted that although values have been included in this notice, there is no guarantee as to the level of spend under this framework. The values are for the full 6 year term of the framework assuming all extensions are granted. In respect of Local Government Reorganisation ("LGR"), on 7 September 2026 the government withdrew an earlier decision that it was minded to establish three unitary councils for Norfolk and announced a 'rapid review' of its LGR programme in respect of Norfolk and some other areas. On 4 December 2025, the then Secretary of State for Local Government made a written statement [UIN HCWS1128] stating that the government intended to establish a Mayoral Strategic Authority for Norfolk and Suffolk as soon as possible, and that it was minded to hold inaugural mayoral elections in May 2028. Stoke-on-Trent City Council is seeking to appoint a suitably qualified and registered provider to deliver Bikeability Levels 1, 2 and 3, together with relevant Bikeability Plus modules, to children and young people at schools and other venues across Stoke-on-Trent. The contract is expected to run from 1st September 2027 to 31st August 2030. The provider will be required to deliver an annual programme in accordance with available funding and the Council's agreed delivery schedule. Services will include the planning and coordination of training with schools, provision of appropriately qualified and registered instructors, suitable cycles and equipment where required, delivery of training in accordance with the National Standard for cycle training, current Bikeability Delivery Guide, Bikeability Trust requirements and relevant Active Travel England (ATE) guidance. The provider will also be required to support Bikeability Plus activities where commissioned, including modules designed to address barriers to cycling, and to provide appropriate booking, attendance, monitoring, reporting and outcome data to the Council to support contract management and ATE/Bikeability reporting requirements. The provider must have sufficient capacity, experience, qualified personnel and resources to deliver the required programme across Stoke-on-Trent, including flexibility to accommodate changes to the programme and additional or holiday training opportunities where funding permits.

The Housing Division is required to respond to increasing regulatory expectations, including the introduction of the Competence and Conduct Standard, which comes into effect in October 2026. This standard requires social housing providers to evidence that staff have the appropriate skills, knowledge, experience, and display the right behaviours to deliver safe and effective services. The framework will enable Leicester City Council (LCC) to commission training and learning provision on an as-required basis throughout the duration of the framework.

Powys County Council (the Council) is commissioning training courses for Adults and Children's services funded by the Social Care Wales Workforce Development Programme (SCWWDP) grant.The Council is seeking to engage with suitably experienced and competent Suppliers, to provide Social Care Training courses.The Framework Agreement will run for a period of up to 5 years, from 1st April 2027 until 31st March 2032 (1 year +1 year +1 year) and renewed annually, contracts will be awarded for this period, however funding will only be awarded on an annual basis in line with the grant funding allocation process through Welsh Government (SCWWDP) and the Council. The service will promote independence, confidence, inclusion and wellbeing, enabling children and young people to develop the skills they need to participate fully in education, family life and their local communities. Currently there are approximately 590 C&YP open to PSS (VI). We expect the provider to annually work with a maximum of 120 children and young people for the life of this contract April 2027-March 2032.

Bikeability Training Service – Market Engagement Summary The Royal Borough of Windsor & Maidenhead (RBWM) is seeking expressions of interest from suitably qualified and experienced providers for the delivery of its Bikeability cycle training programme. The service supports the Council's road safety, active travel and sustainable transport objectives by providing high quality cycle training to children and young people across the Borough in accordance with national Bikeability standards. The proposed contract will require a provider to manage, promote, coordinate and deliver Bikeability training to schools and residents throughout the Borough. The majority of training is expected to be delivered in schools during term time and will include Bikeability Level 1, Level 2, combined Level 1/2, Level 3, Learn to Ride and SEND/Inclusion training where funding permits. The provider will be expected to: • Deliver all training in accordance with the requirements of the Bikeability Trust, Active Travel England and the Department for Transport (DfT). • Hold and maintain registration as an approved Bikeability Training Provider and employ appropriately qualified and registered instructors. • Manage school engagement, course bookings and administration through an accessible booking system. • Work proactively with schools to maximise take-up of funded Bikeability places and support delivery targets. • Provide appropriate safeguarding, health and safety, data protection and quality assurance arrangements, including enhanced DBS checks for instructors. • Deliver an inclusive service capable of meeting the needs of children and young people with Special Educational Needs and Disabilities (SEND). • Supply training equipment where required, including bikes, helmets and high-visibility garments. • Monitor performance, manage incidents and complaints, and work collaboratively with RBWM to ensure continuous service improvement. Bikeability grant funding is subject to annual allocations from the DfT via the Bikeability Trust. Demand levels and funding allocations may vary during the contract period.
