Procurement Description
This Tender Notice is in relation to the Department for Education Early Years (EY) Special Educational Needs and Disability (SEND) Continuous Professional Development (CPD) Provision of Phase 1 Materials and Training.
Department for Education are seeking to procure an online package of training with learning materials for early years practitioners on SEND and make this available and accessible for all early years practitioners from September 2026 for up to 12 months, with the possibility of extension on a quarterly basis for up to an additional 12 months if required
The training should:
Be specific to SEND in early years only, specifically ages 0-4.
Be available and applicable to all early years practitioners, regardless of qualification level or setting type (PVIs, school-based nurseries, childminders etc.) and meet government accessibility standards.
Be in an online, modular, self-paced format that users can revisit at their convenience with videos/webinars dispersed amongst the online learning.
Provide a minimum of 20 hours of content, to enable and support learning beyond the level currently covered in the DfE’s Early Years Child Development Training, module 8.
Cover, at a minimum, content around inclusive practice and methods for embedding this within a setting and information/guidance on engaging with parents of children with SEND.
A combination of existing and newly configured content is acceptable, provided mobilisation and outcomes requirements are met.

Training Provision to Support Educated Other Than At School (EOTAS)
The Council is aiming to provide a suite of educational qualifications in addition to what they provide at the Educated Other Than AT School (EOTAS) provision that shall offer practical work life experience to the Council’s most vulnerable children in EOTAS and mainstream children, so they have every opportunity to achieve qualifications that support them into the wider world of work or a college pathway. Courses can include technical and vocational qualifications. Qualifications and courses can range from entry level upwards, from accredited to non-accredited. The courses will be delivered from a mixture of the new Centre for Skills for Learning in Pontllanfraith and external provision depending on the course provision. The Council of the Borough of Kirklees (the "Council") is conducting this procurement exercise, in accordance with the Light Touch Regime of the Public Contracts Regulations 2015 (SI 2015/102), and intends to establish an Electronic Market Place ("EMP") with Delivery Partners with relevant experience and ability to provide Adult Education, Training, Employment & Lifelong Learning on a non-exclusive basis Further details regarding the Services required are set out in the General Specification (Schedule 2) and in the Conditions of Contract (Schedule 4 Appendix 2). This EMP is anticipated to commence on 1st June 2022 until 23rd February 2029 subject to continued availability of eligible Contractors continuing to meet the requirements and demands of the Service. The estimated cumulative annual value for the Contracts potentially called off under this EMP is Seven Hundred and Fifty Thousand Pounds Sterling (£750,000) per annum.

Training delivery, including Basic Life Support, and Manual Handling
To provide Basic Life Support & Manual Handling training, to the University of Derby Student population, as part of preparing these students for placement.
This training will enable our learners to engage in activities during placements, within health and social care settings.

SEND CPD – Package of Materials to Support in-House Training and Curriculum Adaptation (Schools and FE)
Value range: £600,000 - £1,500,000
Following the SEND CPD Market Engagement in March 2026, the Department launches this first deliverable as part of this larger potential requirement from the Schools White Paper announcement: A package of high-quality materials aimed at schools and further education settings to support the delivery of in-house training to all staff on SEND and inclusion.
We require the package content to be co-designed with DfE and sector experts and for the materials to be tested with key audiences. The content should center around inclusive, universal provision in mainstream primary and secondary schools, and further education settings. Content will need to be compatible to be hosted on a Government platform such as GOV.UK.
Package of materials to support in-house SEND CPD
The first requirement is to design a set of online and downloadable resources that can be used by staff responsible for delivering in-house training to teachers and support staff across primary schools, secondary schools and further education settings. Users should be able to easily incorporate the materials into existing school and college templates for delivery. Content may include but is not limited to videos, guidance and explainers that support staff in:
- Designing and delivering effective in-house CPD (for example planning templates, advice on evaluation, support in designing follow-up activities)
- Understanding the Department’s vision for SEND reform
-Bringing staff together to create a shared vision and understanding of local context.
- Developing understanding of high-quality teaching practice that supports all learners, especially those with SEND.
Curriculum in Practice Materials
The second requirement is to design a suite of resources for use by individual teachers including subject and phase leaders to support curriculum adaptation for all children and young people, including those with SEND. This content will build on the package of materials outlined above and will help staff implement and embed their learning in practice. The suite of resources may include, but is not limited to, case studies, prompts, and explainers.
In particular we welcome materials that include subject‑specific or phase-specific content/considerations, or resources that support curriculum and subject teams to embed learning within their own curriculum contexts.
Delivery of Education and Training in England (Open Framework)
The College wish to establish an Open Framework of suitable providers to deliver training and education on its behalf in England during academic years starting 2026/27.
