ECITB Horizons Scottish Central Belt STEM School Engagement Programme (S2 pupils) Pilot
Scope and Background
The Engineering Construction Industry Training Board (ECITB) is seeking a delivery partner or consortium to support the design and / or implementation of a regional careers attraction and STEM engagement programme designed to strengthen the future talent pipeline for the Engineering Construction Industry (ECI). The programme aims to increase awareness and understanding of engineering construction careers among young people, educators, and local communities while supporting industry workforce requirements across key industrial regions.
The ECITB intends to appoint delivery partner(s) through a competitive tender process to design, coordinate, and deliver regional STEM engagement programmes. Successful providers will be responsible for engaging schools, employers, educators, and local stakeholders to deliver curriculum-aligned activities, facilitate employer involvement, provide teacher development opportunities, and establish effective regional partnerships that maximise programme reach and impact.
This opportunity is to appoint a partner to deliver our pilot programme within the Scottish Central Belt for S2 pupils. Submissions can be made by a single supplier or multiple as a consortium.
Target Audience
The primary target audience for programme delivery shall be pupils aged 13-14 years (S3 / Key Stage 3 equivalent).
Secondary audiences shall include:
Teachers and educators
School careers leaders and careers advisers
Local employers and industry representatives
Regional STEM networks and partner organisations
The Pilot contract will be for an initial term of 2.5 years from January 2027 with delivery from September 2027 across two academic years.

The Construction Industry Training Board (CITB) is seeking to appoint a Strategic Digital Delivery Partner to support the delivery of its Digital Transformation Programme.
This procurement is for the provision of managed digital delivery services and does not include the replacement of CITB's strategic web content management platform. CITB has adopted Umbraco as its strategic CMS and has invested significantly in modern digital capabilities built on Umbraco and Microsoft technologies.
The successful supplier will provide the multidisciplinary delivery capability, specialist expertise, governance, support and continuous improvement services required to maximise this investment and deliver CITB's strategic objectives. Bikeability Cycle Training
Norfolk County Council are currently scoping requirements to establish a multi-provider framework which will have a number of providers who are suitably qualified, experienced and registered Bikeability providers to deliver cycle training that offers quality, value, and performance to the Council and to the people of Norfolk using a structured learning package.
This notice is drafted on the basis of establishing a closed framework with a duration of 4 years. However, the Council is considering establishing an open framework and the final agreed approach will be reflected in the published Tender Notice.
It is fully expected that provision under the framework will be split into Lots. At this stage the Council are finalising the lotting strategy to achieve the best possible service provision across the County while taking into account the outcome of the Local Government Review (further details follow).
On 19 November 2025, the Minister of State for Local Government and Homelessness made a written statement [UIN HCWS1071] saying that three proposals for unitary local government in Norfolk had been received - these could entail the creation of one, two or three unitary councils. The Minister announced a consultation exercise, which ended on 11 January 2026. The Minister stated that "once the consultations have concluded, the Government will assess the proposals against the criteria in the invitation and decide, subject to parliamentary approval, which, if any, proposals are to be implemented, with or without modification". The Government has confirmed that it is minded to create three unitary Councils, subject to parliamentary approval.
On 4 December 2025, the Secretary of State for Local Government made a written statement [UIN HCWS1128] stating that the government intends to establish a Mayoral Strategic Authority for Norfolk and Suffolk as soon as possible, and that it is minded to hold inaugural mayoral elections in May 2028. Should these processes lead to unitary local government in Norfolk and/or to the establishment of a Mayoral Strategic Authority covering Norfolk (i) the contract may be transferred, assigned or novated to any successor authority(ies) to the council, or to any joint body incorporating or formed by any such successor and/or to any Mayoral Strategic Authority; and/or (ii) the council or a successor authority or joint body may order services on behalf of other local authorities serving any area within Norfolk's current geographical boundaries.
