1. The purpose of this document is to enhance the Authority’s understanding of the marketplace and its options for sourcing for a potential future requirement. 2. The services we are considering include routine servicing, a single helpdesk to manage calls, faults and service requests, reactive repairs and emergency call‑outs, support during and outside normal working hours as required, remote alarm monitoring, and the maintenance of systems such as CCTV, intruder alarms, access control including Paxton doors, and car park barriers with associated video systems.

The competition is being run by Birmingham Solihull Procurement Collaborative on behalf of Birmingham Mental Health Learning Disability and Autism Provider Collaborative.<br/><br/>Reach Out (RO) is the West Midland’s Adult Secure Provider Collaborative and provides the oversight and quality assurance for specialised mental health services across the region for medium and low secure adult inpatient services for mental illness, learning disabilities and autism, and specialist community forensic teams for mental illness.<br/>The aim is to commission 15 medium secure beds and 30 low secure beds, within the West Midlands region, preferably on a single site. These are expected to be a mixture of acute and rehab beds based on demand in keeping with patient’s best interests.<br/><br/>The Expected service commencement date is 1st of April 2027 and the duration of this contract will be 3 years, plus 2 x 1 year extensions.

Nottinghamshire Healthcare NHS Foundation Trust have a requirement for Secure Mental Health Patient Transport Services, which involves the safe and appropriate transfer of individuals experiencing acute psychiatric or similar symptoms/crises. This service would include transfers between hospital sites and to and from other facilities depending on the service level need. The service must ensure the safety of the patient, transport staff, and the public. It requires trained personnel skilled in de-escalation and restraint, specialist vehicles with appropriate safety modifications, and the use of physical or procedural controls where necessary, particularly for patients detained under the Mental Health Act. Service requirements should be available 24/7, with journeys being adhoc nature. A robust booking and communication system should be demonstrated. Bookings will be made by our Bed Management team, following the appropriate risk assessment processes.
