HMCTS Provision of Facilities Management and Security Services
His Majesty’s Courts and Tribunals Service (HMCTS) is in the early stages of reviewing its current Facilities Management (FM) and Security provision across its estate. This notice is published for transparency purposes in accordance with the Procurement Act (2023) and does not constitute the commencement of a procurement.
HMCTS is responsible for approximately 340 locations throughout England, Wales and certain sites in Scotland. FM and Security arrangements are currently delivered through two national contracts.
Current FM provision includes a range of Hard FM and Soft FM services. Hard FM services include, but are not limited to, statutory and mandatory compliance, projects, planned and reactive maintenance, building fabric maintenance, mechanical, electrical & plumbing (MEP). Soft FM services include, but are not limited to, FM support services, grounds maintenance and landscaping including gritting, routine and reactive cleaning services, window cleaning, pest control and general waste and recycling services.
Security provision includes, but is not limited to, guarding, reactive ad hoc guarding, out of hours alarm response and management of search equipment.
The project aims to ensure that critical FM and Security support arrangements are put in place so that services continue beyond the expiry of the current contracts in April 2029.

TransPennine Trains Limited (TPT) is seeking to procure a supplier for the provision of Station Information & Security Systems (SISS) maintenance and asset management services across its station network. The contract will cover approximately 3,800 assets across 19 stations, including Customer Information Systems, CCTV, public address systems, passenger help points and associated telecommunications, network infrastructure and supporting equipment forming the SISS estate.
The scope includes delivery of planned preventative maintenance and reactive maintenance services to ensure asset availability and performance in line with defined service levels, together with operation of a service management and helpdesk function and maintenance of an accurate asset management system. The supplier will be required to undertake asset verification in the first year and provide ongoing asset management, reporting and performance management thereafter.
The services will be delivered across a range of operational railway environments, requiring the ability to prioritise faults based on operational impact and undertake works safely within a live railway environment. The supplier will also support asset lifecycle management, including interfacing with enhancement and third‐party projects, and delivering minor works such as small‐scale renewals, enhancements and asset modifications.
The contract is intended to deliver a high availability, safety critical maintenance service that supports operational performance, passenger experience and the ongoing management and improvement of SISS assets.

Service and Maintenance of Fire and Security Systems
Procurement Description:
To service and maintain all systems that cover 3 sites in Leeds and 1 at Fort Nelson. For Leeds and the Fort, this covers security access management intruder systems.
Fire detection, and alarm equipment are for 3 sites at Leeds only.
To be managed to the highest operational standards, through a fully comprehensive planned preventative maintenance schedule in compliance with all relevant Health & Safety Regulations and industry standards. Ensure continuous monitoring and responsiveness through an approved system, such as Redcare or an equivalent monitoring service.
Current scope
•Fire systems (Leeds only) – fire alarm and detection systems, control panels, interfaces, detectors, call points, sounders, and associated equipment
•Security systems (Leeds and Fort) – intruder alarms, access control systems, CCTV, door entry/intercom systems, monitoring connections, and associated hardware/software
•Routine servicing and maintenance (both sites) in accordance with manufacturers’ recommendations, statutory requirements, and relevant British Standards
•Reactive maintenance and fault rectification (both sites) including replacement of defective components and restoration of systems to full working order
•24/7 emergency call-out support (both sites) where required, with defined response times for critical system failures
•Testing, certification, and compliance reporting (both sites) following maintenance visits and remedial works
•Provision of maintenance records, asset information, and service reports (both sites) for each visit
•Advice on lifecycle replacement, system upgrades, obsolescence, and compliance risks (both sites)
•Liaison with monitoring providers (both sites) and support for alarm signalling services where applicable
•Management of false alarms, recurring faults, and system performance issues (both sites)
•Attendance at site meetings (both sites) where necessary to review performance, risks, and planned works
The appointed contractor shall ensure that all services are delivered by competent, suitably qualified personnel, in compliance with all relevant health and safety legislation, fire safety requirements, industry standards, and best practice.

The scope includes delivery of a comprehensive planned preventative maintenance regime and responsive reactive maintenance services to ensure asset availability and performance in line with defined service levels. The supplier will be responsible for operating a service management and helpdesk function, maintaining a robust asset management system and undertaking full asset verification in the first year, followed by ongoing management of an accurate asset database.
Services will be delivered across a varied station portfolio, requiring the ability to prioritise faults based on operational impact and work safely within a live railway environment, including undertaking activities on or near the line where required. The supplier will also support asset lifecycle management, including interfacing with enhancement schemes such as the Transpennine Route Upgrade and other third‐party projects, and delivering minor works including small‐scale renewals, enhancements and asset modifications.
The contract requires a technologically capable supplier able to support remote monitoring and a proactive maintenance approach to improve reliability and performance. Delivery will be monitored through defined service levels, reporting requirements and structured governance arrangements. The contract is intended to provide a high‐availability, safety‐critical maintenance service supporting operational performance, passenger experience and long‐term management of SISS assets.
