The City of York Council will be hosting a Preliminary Market Engagement event for the Corporate Security Services - provision of security services and employees, CCTV services and operatives procurement from 10am on Tuesday 28th July 2026 within our building West Offices, Station Rise, York, YO1 6GA. This event will also enable attendees to share their knowledge, experience and encourage discussions based on the security and CCTV service presentations we deliver at this event. There will also be the opportunity to hear about the current and future security requirements for the council and North Yorkshire Police and for attendees to share their thoughts on innovative approaches to providing security and CCTV services and innovations within the security services market and where there could be opportunities for efficiencies, new ways to provide security for the council. There is also the requirements of enhancing CCTV services, such as advanced analytics and the lawful application of covert directed surveillance, to deliver improved, intelligence-led security outcomes in compliance with statutory requirements which may also support opportunities for income generation, for example through enforcement activity such as fly‑tipping penalties.

The Council is seeking to appoint a suitably experienced and qualified Provider (the Provider) to deliver These vulnerability tests must make use of both automated and manual testing and using best practice strategies from NCSC (National Cyber Security Centre), Open Web Application Security Project (OWASP) etc, to undertake our PEN testing. This tender is for the multiple block purchases of 10 consultancy days which can be used for a variety of security related testing and consultancy intended to identify weaknesses utilising publicly known vulnerabilities, common configuration faults or poor cyber awareness. Including our IT Health Check for PSN compliance (both Internally and Externally). The Council anticipates (but does not guarantee) that it will enter into a Framework Contract with the top 3 successful Providers. The Framework will be established as an Open Framework under the Procurement Act 2023. The initial framework term will be three (3) years, with the Authority intending to re-open the framework and award a successor framework before the expiry of the initial term. The timing of any re-opening may be adjusted in accordance with the Procurement Act 2023 and the Authority's requirements. The successor framework is intended to have a term of twelve (12) months The Council reserves the right to amend the scope of the support requirement and procure additional requirements as and when required throughout the term of the contract.

The aim of the project is to design a new solution that will replace our current Security Services (NOE.0571) framework agreement (expiry 08/06/2027) and cover an enhanced specialised scope.

Procurement Description: To service and maintain all systems that cover 3 sites in Leeds and 1 at Fort Nelson. For Leeds and the Fort, this covers security access management intruder systems. Fire detection, and alarm equipment are for 3 sites at Leeds only. To be managed to the highest operational standards, through a fully comprehensive planned preventative maintenance schedule in compliance with all relevant Health & Safety Regulations and industry standards. Ensure continuous monitoring and responsiveness through an approved system, such as Redcare or an equivalent monitoring service. Current scope •Fire systems (Leeds only) – fire alarm and detection systems, control panels, interfaces, detectors, call points, sounders, and associated equipment •Security systems (Leeds and Fort) – intruder alarms, access control systems, CCTV, door entry/intercom systems, monitoring connections, and associated hardware/software •Routine servicing and maintenance (both sites) in accordance with manufacturers’ recommendations, statutory requirements, and relevant British Standards •Reactive maintenance and fault rectification (both sites) including replacement of defective components and restoration of systems to full working order •24/7 emergency call-out support (both sites) where required, with defined response times for critical system failures •Testing, certification, and compliance reporting (both sites) following maintenance visits and remedial works •Provision of maintenance records, asset information, and service reports (both sites) for each visit •Advice on lifecycle replacement, system upgrades, obsolescence, and compliance risks (both sites) •Liaison with monitoring providers (both sites) and support for alarm signalling services where applicable •Management of false alarms, recurring faults, and system performance issues (both sites) •Attendance at site meetings (both sites) where necessary to review performance, risks, and planned works The appointed contractor shall ensure that all services are delivered by competent, suitably qualified personnel, in compliance with all relevant health and safety legislation, fire safety requirements, industry standards, and best practice. Doncaster Sheffield Airport (DSA) is undertaking a market discovery exercise to better understand the availability and capability of security providers within the aviation sector. As part of this exercise, we invite expressions of interest from organisations with proven experience in delivering airport terminal security services. It is important to note that this is not a tender process, procurement exercise, or commitment to outsource security services. The purpose of this engagement is solely to gather information and assess market capability to help determine whether outsourcing terminal security provision may be a suitable option for DSA in the future. DSA is particularly interested in understanding the capability of providers who can demonstrate: Proven experience in delivering security services within regulated airport environments. A workforce comprised of personnel with established aviation security backgrounds. Knowledge of aviation security regulations, airport operations, and compliance requirements. Experience in access control, patrols, incident management, customer service, and terminal security operations. The ability to work collaboratively with airport stakeholders, airlines, handling agents, and regulatory authorities. A key requirement is that all personnel proposed for deployment must have demonstrable aviation security experience, ensuring an understanding of the unique operational and security demands of the airport environment. Interested organisations are invited to provide details of their aviation security experience, relevant airport contracts, operational capabilities, and personnel profiles to assist DSA in evaluating potential future options. The Station Enhancement Project will deliver a programme of targeted improvements across 36 stations, with each site receiving a tailored package of works based on local conditions and passenger needs, aligned to the TRU Core Scope to maximise value for money and minimise customer disruption. The scope includes upgrades to platform facilities such as new and refurbished shelters, seating, cycle storage and water fountains, alongside wider refurbishment and maintenance works including painting, deep cleaning and minor accessibility improvements. Safety and compliance measures form a key element, with new markings, handrails, tactiles and anti-trespass features being introduced. In addition, the project will enhance passenger information and wayfinding through improved signage, poster cases, information screens, help points, PA systems and induction loops. Infrastructure and access will also be upgraded through resurfacing, car park improvements, better lighting, and enhanced CCTV coverage, collectively creating safer, more accessible and customer-friendly stations
