Blaenau Gwent CBC are looking to appoint an experienced accredited company to provide a facility management team to assist in the: • Daily running of multi storey car parks, public areas, an energy centre and a cableway. • Provision of Manned Security Services (permanent and temporary basis as defined by the British Standard BS7499), Keyholding and Alarm Response services (as defined by the British Standard BS7984) and Mobile Patrol Services at Silent Valley Waste Services. The service is to commence on 1st November 2026 for a period of three (3) years with the option to extend for a further period of one (1) year plus one year (1). The extension will be dependent on performance of the service provider; demand of the service; Local Authority priorities etc.

The Council, on behalf of the Children's Commissioning Consortium Cyrum (4C's) is undertaking preliminary market engagement to identify suitably capable and experienced secure transport providers for the secure transportation of children and young people, on behalf of Welsh Local Authorities. Due to the anticipated value and infrequent nature of the requirement, the Council does not currently intend to establish a framework or award a public contract, in regards to the Procurement Act 2023 as part of this exercise. This market engagement is being carried out for information-gathering purposes only and is intended to help the Council better understand the availability, capability and experience within the market. The intention is to develop a list of capable suppliers for use by Welsh Local Authorities for secure transport provision. The provision of secure transportation services for children and young people must be delivered in a manner that safeguards and promotes the welfare of the child or young person receiving the service. Providers should note that this is a specialist service and will be expected to meet the requirements of the Welsh Government’s Reducing Restrictive Practices Framework. Providers will be required to have the following traing and practices in place: Safeguarding training and safeguarding procedures. Behaviour management training and approaches. Safe recruitment and robust employment checks. Safehold training and de-escalation techniques. Risk management, and safeguarding processes. Understanding and implementation of the restrictive practice framework. Ability to meet children's individual needs through appropriate resources, activities, and equipment.

Cardiff Council is releasing a tender for the provision of Security and Concierge Services to be provided across fourteen of their supported accommodation sites. The allocation is approximately £3,700,000 over the full duration of contract. The Framework is for a period of 1 year with the option to extend for 12 months. All of the supported accommodation sites are across Cardiff, including single and family accommodation, managed properties and a specialist young person’s model. This is not a traditional or rigid security contract. The service is intended to support vulnerable residents within accommodation settings, with officers working alongside support staff to promote safety, wellbeing and stability. The service must be delivered in a psychologically informed and trauma-informed way, with an emphasis on building positive relationships and responding to residents with empathy, respect and an understanding of their individual needs. The Contracting Authority does envisage that the employees working on the current service shall transfer to the successful Tenderer or its subcontractors, under the Transfer of Undertakings (Protection of Employment) Regulations 2006 (SI 2006/246) ("TUPE"). Tenderers are advised to form their own view as to the extent of the application of TUPE and the costs associated with this. The Contracting Authority reserves the right to ask Tenderers to confirm their approach to TUPE transfers and how any associated costs have been addressed in their Tender. Mandatory exclusions are Defined in schedule 6 of the Procurement Act 2023 and Discretionary exclusions are Defined in schedule 7 of the Procurement Act 2023.
