TPT519 - Asset Management / Maintenance of Station Information & Security Systems (SISS)
TransPennine Trains Limited (TPT) is seeking to procure a supplier for the provision of Station Information and Security Systems (SISS) maintenance and asset management services across its station network. The contract will cover approximately 3,800 SISS assets across 19 stations in the North of England, including Customer Information Systems, CCTV, public address systems, passenger help points and all associated telecommunications, network infrastructure, power supplies and supporting equipment forming the SISS estate.
The scope includes delivery of a comprehensive planned preventative maintenance regime and responsive reactive maintenance services to ensure asset availability and performance in line with defined service levels. The supplier will be responsible for operating a service management and helpdesk function, maintaining a robust asset management system and undertaking full asset verification in the first year, followed by ongoing management of an accurate asset database.
Services will be delivered across a varied station portfolio, requiring the ability to prioritise faults based on operational impact and work safely within a live railway environment, including undertaking activities on or near the line where required. The supplier will also support asset lifecycle management, including interfacing with enhancement schemes such as the Transpennine Route Upgrade and other third‐party projects, and delivering minor works including small‐scale renewals, enhancements and asset modifications.
The contract requires a technologically capable supplier able to support remote monitoring and a proactive maintenance approach to improve reliability and performance. Delivery will be monitored through defined service levels, reporting requirements and structured governance arrangements. The contract is intended to provide a high‐availability, safety‐critical maintenance service supporting operational performance, passenger experience and long‐term management of SISS assets.
Cheshire East Council are looking for a supplier to perform our Security Services contract. This contract will be procured using the Competitive Flexible Procedure and is defined as a light touch contract under the Procurement Act and regulations.
The scope of the Services comprises the following main service elements:
• Static guarding & ad-hoc security services;
• Response services & key holding (including fire and intruder);
• Site Monitoring (Mobile Patrols and CCTV installation & monitoring) & keyholding;
• Locking/unlocking sites & key holding;
• Security stewarding/guarding ad-hoc indoor and outdoor events.
The Council's portfolio to be covered by this Contract is c.65 sites of differing sizes spread across a large geographic area including rural settings. The sites requiring the various service elements of this Contract range from corporate offices where staff and members of visiting public will be present, to isolated sites in countryside locations including parks and car parks where there is limited artificial lighting at night, to busy multi-storey car parks where opening times are important. Access to some sites could be challenging in bad weather and monitoring situations may be difficult. The site portfolio also includes operational sites of a high-risk nature, where fire would cause large scale risk to life and immeasurable damage and disruption.
The Service Provider must be prepared to deliver its services across this varied and complex portfolio and must adopt its security services accordingly.
The Authority has determined that security services under this contract must be delivered directly by the provider and that subcontracting will not be permitted. This reflects the need for direct control over personnel vetting, licensing, training standards and operational management, which are critical to the safe and effective delivery of security services. This requirement is linked to the subject matter of the contract and is proportionate to the risks being managed. Permitting subcontracting would introduce additional layers of delivery and oversight, increasing the risk of non-compliance and undermining clear contractual accountability for performance and conduct. The Authority is satisfied that this approach complies with the procurement objectives in section 12 of the Act and does not unduly restrict competition, as the market includes a sufficient number of providers capable of delivering the services in house.
Due to the nature of the services, which include manned guarding and the protection of people, property and assets, the Authority requires that the contract be delivered by a single economic operator. Consortium bids will not be permitted. This requirement is directly linked to the subject matter of the contract and is necessary to ensure clear accountability, effective control over personnel vetting, training and supervision, and robust operational governance. The Authority considers this requirement to be proportionate to the risks being managed and is satisfied that sufficient market capacity exists to maintain effective competition.
Managed Security Operations Centre (SOC) and Incident Response Services Agreement
UKNNL is undertaking a preliminary market engagement exercise to inform and refine its requirements for a Managed Security Operations Centre (SOC) and Incident Response service.
This includes shaping the service scope, delivery approach, and overall specification, while gathering supplier feedback to ensure alignment with current market capability.
The service will provide continuous monitoring, detection, and response to cyber security threats across UKNNL's IT estate. It will integrate people, processes, and technology to deliver an effective "detect and respond" capability, supporting incident response and remediation while safeguarding UKNNL's digital assets and information.
UKNNL expects a capable SOC provider to enhance its overall security posture by improving threat visibility, reducing response times, and providing access to specialist cyber security expertise, delivered in a reliable and low-risk manner.
Suppliers will be expected to demonstrate relevant industry accreditations aligned to the service scope, including CREST accreditation for SOC services and Cyber Incident Response (via CREST, NCSC, or equivalent).
UKNNL will host a virtual market engagement event on Friday 5 June at 10:00am.
The session will provide an overview of the proposed service, delivery model, and procurement approach, and will offer suppliers the opportunity to ask questions and provide feedback.
Suppliers wishing to attend should confirm via email to gemma.slocombe@uknnl.com, and a Microsoft Teams invitation will be issued.
All materials presented will be shared as part of the tender pack for those unable to attend.
