Taxi Support Provision for the Patient Transport Service (East Midlands Ambulance Service NHS Trust)
This tender notice is for the Provision of Taxi Support Services to East Midlands Ambulance Service NHS Trust (EMAS). Previous UK1 Pipeline is 2026/S 000-008273.
Whilst EMAS undertakes the vast majority of NEPTS journeys, there is a need for extra capacity from 3rd parties to provide patient journeys. These journeys are allocated by EMAS for patients who do not require a front-line ambulance but qualify and meet the required NEPTS eligibility. This will include transporting of patients to and from hospital for routine appointments predominately, but other journeys may be required.
The intention is to award call off contracts to taxi providers providing necessary service within that area.
The framework will be divided into lots based on the following geographical locations:

Lot 1 - covers NEPTS Lincolnshire region, in the area where East Midlands Ambulance Service currently provide this service. This is broken down into 4 sub-lots based on postcode split.
Lot 2 - covers NEPTS Northamptonshire region. This is broken down into 2 sub-lots on postcode split.
(Please note that each Lot are subject to change in line with any national changes or local contracts with ICB/Commissioners.
**Conditions of Precedence**
With Journeys being time restricted due to patients appointment times, Taxi providers must confirm the postcode and geographical areas in which they operate (ideally without dead mileage).
Call Off Contracts may be awarded to multiple providers within each lot/sub-lot and will be based on capacity and postcodes served, as per the Competitive Flexible Procedure as above.

Dynamic Market for Non Emergency Patient Transport Services (NEPTS) Taxi Support Provision
East Midlands Ambulance Service NHS Trust (EMAS) intends to establish a Dynamic Market for the provision of Taxi Support Services to East Midlands Ambulance Service NHS Trust.

The intention is to setup a Dynamic Market with separate lots, for taxi providers providing necessary service within that area. The Dynamic Market is anticipated to begin from 01 April 2026 and run for 4 years until 31 March 2030, with suppliers being awarded into the following Lot Structure
- Lot 1 covers NEPTS LINCOLNSHIRE Region (area to which East Midlands Ambulance Service currently provides this services).
- Lot 2 covering NEPTS NORTHAMPTIONSHIRE region
- Lot 3 covering NEPTS DERBYSHIRE region
The establishment of the Dynamic Market is Stage 1 of the process, which will create the supplier list within each lot.
Stage 2 will see the Trust carry out a tender via the Competitive Flexible Procedure, against the suppliers in that lot at the time. This tender will be evaluated based on quality/technical, commercials and Social Value.

- This Dynamic market is for Taxis only that can serve the above regions, without any out of region charges.
- Out of Scope are taxi booking platforms, offering multitude of taxi companies due to the way that journeys are planned by NEPTS Teams.

Provision of Secure Patient Transport for Mental Health Patients
Nottinghamshire Healthcare NHS Foundation Trust have a requirement for Secure Mental Health Patient Transport Services, which involves the safe and appropriate transfer of individuals experiencing acute psychiatric or similar symptoms/crises.
This service would include transfers between hospital sites and to and from other facilities depending on the service level need.
The service must ensure the safety of the patient, transport staff, and the public. It requires trained personnel skilled in de-escalation and restraint, specialist vehicles with appropriate safety modifications, and the use of physical or procedural controls where necessary, particularly for patients detained under the Mental Health Act.
Service requirements should be available 24/7, with journeys being adhoc nature. A robust booking and communication system should be demonstrated. Bookings will be made by our Bed Management team, following the appropriate risk assessment processes.
Journeys may be made on an urgent basis (30 mins), standard same day or pre-planned with 24 to 48 hours notice.
