East of England Community Health and Care NHS Trust (EEC) is establishing a framework agreement for the delivery of individual, bespoke community packages of care for children and young People aged 0 - 18 years with continuing care needs to enable children and young people to be cared for in their home. The framework will be established under the Provider Selection Regime (PSR) Packages of care provided for children and young people in the home will be carried out by registered and non-registered healthcare professionals ("Care Workers") and will involve the provision of some or all the following: 1. Assistance with personal or social care, which may be defined as undertaking any activity which requires a degree of personal and physical contact with the child or young person to assist them to undertake such bodily functions such as dressing, washing, bathing, toileting, getting in or out of bed, eating, drinking, and communicating. This is not an exhaustive list. 2. Supporting individuals who may display behaviours that challenge related to their learning disability, mental health or emotional wellbeing. 3. Play activities appropriate to the child's developmental milestones. 4. Under specified and documented circumstances, assistance with medication and other complex interventions. 5. Waking care support at night-time. 6. Specified clinical interventions. 7. Specified behaviour management strategies 8. Specified clinical interventions that may need to be provided by a Registered nurse. All Framework Providers must be registered with the Care Quality Commission to deliver care in the home, including registration for the Treatment of Disease, Disorder and Injury. Framework Providers will be commissioned to provide care to children and young people with a wide range of health conditions; care staff will require specific training to meet individual needs; this will be coordinated and delivered by the Framework Provider. The Neighbourhood Health Optimisation Service (NHOS) is proposed to test a standardised, at-scale primary care led approach to identifying and addressing reversible risk of unplanned admission to hospital, initially in patients aged 65 and over, while their risk is still modifiable. By using Population Health Management to identify people with medium/high rising and reversible risk, the NHOS can intervene before people deteriorate, become frail or deconditioned, present in crisis, or require avoidable acute, ambulance, primary care and social care input.

Mid and South Essex University Hospitals NHS Foundation Trust (the Trust) is seeking information from suitably qualified and experienced suppliers capable of undertaking Electrical Installation Condition Reports (EICRs) across occupied and operational healthcare facilities using non-disruptive or minimally disruptive testing methodologies. The Trust operates critical healthcare environments that function continuously and therefore requires electrical compliance inspections and testing to be undertaken in a manner that maintains patient safety, supports uninterrupted clinical operations, and minimises disruption to essential services wherever reasonably practicable Scope of Requirement Suppliers are invited to provide information relating to their capability, experience, and methodology for undertaking EICRs within live healthcare environments, including acute hospital sites operating on a 24-hour basis. The Trust seeks a solution that: • Delivers statutory and regulatory compliance. • Minimises the need for planned electrical outages. • Reduces operational disruption to clinical services. • Maintains patient safety and business continuity. • Provides a robust and auditable inspection and testing process. 3. Applicable Standards and Compliance Requirements Suppliers shall demonstrate compliance with all relevant legislation, standards and guidance, including but not limited to: • BS 7671: Requirements for Electrical Installations (current edition). • IET Guidance Note 3: Inspection and Testing. • Electricity at Work Regulations 1989. • HTM 06-01: Electrical Services Supply and Distribution. • HTM 06-02: Electrical Safety Guidance for Low Voltage Systems. • NHS Premises Assurance Model (PAM) requirements where applicable. • NICEIC, ECA, NAPIT or equivalent accredited inspection and testing procedures. Suppliers should demonstrate how their proposed testing methodology satisfies the above requirements whilst supporting the Trust's objective of maintaining service continuity. Testing Without Service Disruption The Trust's preference is for inspection and testing methodologies that minimise or eliminate disruption to clinical and operational services wherever possible. Suppliers shall clearly describe how they will conduct EICRs within operational healthcare facilities whilst avoiding unnecessary interruption to electrical supplies serving critical services. Important clarification The Trust recognizes that certain inspection and testing activities required under BS 7671 may necessitate temporary electrical isolation. The requirement is therefore to avoid unnecessary disruption, apply all reasonably practicable non-disruptive methods first, and tightly control any unavoidable isolation. Where isolation is required, suppliers shall: • Demonstrate that all reasonably practicable non-disruptive testing techniques have been considered. • Clearly identify those tests that require electrical isolation. • Minimise the extent and duration of each isolation. • Provide detailed risk assessments and method statements. • Coordinate all planned outages with the Trust's Estates and Facilities teams. • Maintain continuity of patient care through suitable contingency arrangements. • Provide advance notification of outage requirements. • Clearly define mitigation measures and recovery procedures. • Demonstrate experience in managing electrical testing within live healthcare environments. This is a UK1 pipeline notice only. Mid and South Essex NHS Foundation Trust (“the Authority”) intends to procure a managed service supporting Catheterisation Laboratories, Cardiothoracic and Vascular services across Basildon, Broomfield and Southend. The procurement is expected to be the first service-specific procurement within the Authority’s wider Managed Services Programme. The indicative scope may include equipment lifecycle planning and management; equipment supply, installation, commissioning, maintenance and uptime management; consumables and high-cost devices; inventory and supply chain management; digital integration and analytics; operational efficiency support; and appropriately defined on-site service support. The final scope, service boundaries, risk allocation and requirements will be confirmed in the tender notice and associated procurement documents. The proposed procurement forms part of the Authority’s wider Improving Value agenda and multi staged Managed Services Programme, which has been endorsed through the Authority’s governance arrangements. The intended outcomes include improved productivity, reduced operational variation, greater service resilience, modernised clinical infrastructure, improved asset utilisation and a more predictable revenue based approach to lifecycle investment.
