Newcastle City Council is the Traffic Signals lead authority for the Tyne and Wear region, consisting of Newcastle upon Tyne, Sunderland, Gateshead, North Tyneside and South Tyneside. Agreements are also in place with Northumberland County Council and Durham County Council.
The purpose of this traffic signals call-off contract is to secure specialist works that ensure signal installations are carried out accurately and efficiently, providing reliable and safe passage for all road users at junctions and crossing points.
Through this procurement, the Council is seeking qualified and competent Traffic Signal Engineers and installers to undertake specialist second-fix installation, testing, commissioning and associated technical support. Works will primarily be based on the Yunex Plus+ system and delivered as part of the Council's installation programme across the region. In addition to delivering installation works, Engineers and installers will support the training and development of trainee engineers employed by the council and other existing staff.
Lincolnshire County Council Supported Accommodation 2027
The Council recognise that some young people may need to live in Supported Accommodation and we will strive for them to be placed as close to home as possible where their needs can be best met and where they can feel safe and supported within their accommodation, build resilience and are able to maintain good mental health and wellbeing, and transition successfully into adulthood and are able to live independently.
The Council has a statutory duty under the Children Act 1989 to assess the needs of homeless Lincolnshire 16-17 year olds , including Children in Care (CiC), and ensure they are accommodated appropriately.
Following a service review, the Council seek to commission Supported Accommodation for this cohort, the contracts for which will be in place from 1st April 2027 for a period of up to 5 years:
Lot 1: Lincolnshire Youth Housing Service - 44 units of self-contained accommodation in 3 locations (Boston, Grantham and Lincoln) including 4 units of solo accommodation for more complex young people) - indicative total value over 5 years of £13.57m (inc VAT)
Lot 2: Supported Accommodation - 4 units of solo occupancy supported accommodation - indicative total value over 5 years of £4.67m (inc VAT)
Lot 3: Supported Accommodation - 4 units of solo occupancy supported accommodation - indicative total value over 5 years of £4.67m (inc VAT)
Suppliers are able to tender for all relevant Lots if appropriate, and will be part of a wider range of Supported Accommodation that includes the Council's in-house provisions and individually commissioned solo Independent Supported Accommodation placements.
All Suppliers wishing to tender must be registered with Ofsted as a Supported Accommodation provider in accordance with the Supported Accommodation (England) Regulations 2023.
Subject to evaluation, and following the required standstill period, it is anticipated that final tender award will be confirmed in July 2026 - this will offer an adequate implementation period for the successful supplier(s) in advance of the contract(s) start date on 1st April 2027. Following feedback from pre-market engagement, the Council reserves the right to extend the start date for Lot 3 to up to 1st October 2027. Notwithstanding this, all Lots will have a maximum end date of 31st March 2032.

Rossendale Borough Council is seeking tenders from suitably experienced and qualified providers to deliver the Rossendale Resettler Support and Signposting Service (LRSSS).
The Service will provide free, accessible, in‑person support and signposting to refugees, asylum seekers, evacuees and other individuals who have arrived in Rossendale through forced migration routes. The Service will support service users with a wide range of issues including, but not limited to, economic inclusion, digital inclusion, housing, healthcare, education, language support, access to mental health services, and administrative support.
The Service must include a regular, weekly, in‑person drop‑in offer totalling a minimum of six hours per week, delivered during core hours (9am-5pm, Monday to Friday, excluding public holidays). Provision must operate from at least two suitable venues located within the Rossendale borough, including the Bacup/Stacksteads area and the Haslingden area. Venues must be accessible, welcoming and capable of supporting confidential one‑to‑one consultations.
The provider will be required to deliver casework, accept referrals from Lancashire Refugee Integration Team and other agencies, manage self‑referrals, and provide ongoing support to service users. The Service must include access to a monthly legal drop‑in delivered by an Immigration Advice Authority (IAA) accredited immigration adviser.
The provider will work in partnership with Rossendale Borough Council and the Lancashire Refugee Integration Team and must utilise the Lancashire Asylum Seeker and Resettlement Case Management System to record support provided and monitor outcomes, in line with data protection and information‑sharing requirements.
The initial contract period will be 12 months, with an option to extend for up to a further 12 months at the Council's discretion, subject to satisfactory performance and funding availability. The maximum contract end date will be 31 March 2028.

According to the most recent Census (2021) the population of Wales is estimated to be 3,107,500. When reviewed most recently in mid-2024, this had increased to 3,187,000. This is mainly as a result of positive net international migration, according to Welsh Government research. People aged 65 years or older were estimated to account for just over a fifth of the total population in Wales in mid-2024 (21.7%, or 693,000 people). The number has increased by 13.2% in the last 10 years, since mid-2014. The number of people aged 75 years or older has increased by just under a quarter during the same period (up 23.7%), from around 275,000 people in mid-2014 to around 340,000 people in mid-2024.
There have also been some stark societal shifts over recent years. For example, the estimated number of people living alone and in need of support has been increasing steadily over the last decade. Today, people aged 65 and over make up 47% of single person households and may need additional support with housing related matters.
This tender exercise seeks to appoint a support provider who will deliver a service offering housing related support to the growing population of vulnerable older people aged 55+. The service provider will be flexible in accepting referrals for those 50+ should demand for the service arise, and capacity allow. The service will develop innovative responses to meet the increased demand and to support people in a different way. The service will help Service Users maintain their independence in the community, including in the county borough’s Sheltered Accommodation schemes as well as in the three Extra Care schemes.
Housing related support enables vulnerable people to sustain their tenancy or home and reduces the need for more intensive and costly support at a later stage. It aims to help people maintain their independence and encourages people to settle back into the community. Support will be solution focussed, aimed at resolving issues and preventing crisis.
This contract period will be for 3 years, commencing on 1st January 2027 with the option to extend for up to 24 months.
The service will assist with the vision of the Housing Support Grant that promotes “A Wales where nobody is homeless and everyone has a safe home where they can flourish and live a fulfilled, active and independent life”.
Furthermore, it will support the Council in fulfilling its duties under the Housing (Wales) Act 2014, Social Services and Wellbeing (Wales) Act 2014 and Well-being of Future Generations (Wales) Act 2015.
The estimated value of this contract will be around £411,000 per annum. However, the estimated value is subject to market feedback and review, so this could change at the point of the formal Invitation to Tender.
The Resilience and Essential Needs Support Scheme (RENSS) is a non statutory support service commissioned by Lancashire County Council to help residents who are experiencing financial crisis and are unable to meet their immediate essential living needs.
The initiative provides end to end support from first contact through to award of essential goods and the co development of personalised plans aimed at building long term resilience, independence and improved wellbeing.

This Procurement will be split into 2 Lots:
Lot 1 – Families support package - The Council has had capital funding to purchase 2-3 bed family homes to be used as temporary accommodation for families who are homeless. Southwark Council is looking to procure a Security service to ensure building and occupant safety across 5 supported hostels in the borough: Manor Place, Jo Richards House, David Barker House, Northcott House and Keyworth Street Hostel. Support is given in a range of complex support needs from domestic violence, substance misuse, mental health and offending.
The full scope of the services to be provided is set out in the Specification issued within the Invitation to Tender (ITT) document. However, the focus of the Service is on providing out-of-hours security cover at the supported hostels with Security staff primarily responsible for ensuring that the building and occupants are safe and secure.

Halton Borough Council is looking to commission a Short Term Supported Accommodation Service for Domestic Abuse and Homeless Families at Grangeway Court, Runcorn.
The purpose of this Service is to provide short-term Supported accommodation for two distinct cohorts:
• Single adults or families that have a priority need for emergency short-term Supported accommodation due to experiencing domestic abuse
• Families that that have a priority need for emergency short-term Supported accommodation due to experiencing homelessness
The Service will provide access to Short-term Supported Accommodation at Grangeway Court, Runcorn. The Service will offer good quality accommodation providing a warm and welcoming environment with essential facilities within a psychologically informed environment that is safe, secure and provides individuals with dignity and privacy.
The ethos of the Service is to focus on what matters most to each individual, supporting and empowering them to build better lives on their own terms, and where necessary helping them to achieve the personal change necessary to move on to independent, long-term housing.
The Service Provider will, in conjunction with the Council's Housing Solutions Team, provide advice, guidance and support to maximise opportunities for Service Users to access permanent accommodation. The Service Provider will also provide Service Users with resettlement support for up to 4-6 weeks once families have secured long-term housing.
