Joseph Rowntree Housing Trust (JRHT) is seeking to appoint a suitably experienced care provider to deliver 24-hour, seven-day-a-week ad hoc and background support services at New Lodge Extra Care Housing Scheme in New Earswick, York. New Lodge is a purpose-built extra care scheme comprising 105 apartments, of which approximately 70% are occupied by tenants and 30% by shared owners. The scheme enables residents to live independently while having access to on-site background and emergency support when required. JRHT currently directly employs staff to provide the background support service and individual planned packages of regulated care. Following a review of its care services, JRHT intends to appoint a third-party provider to deliver specified elements of the background support service. The appointed provider will be required to maintain an on-site presence 24 hours a day, seven days a week. The services include: •immediate response to emergency alarm cords and pendants; •out-of-hours security checks and an on-site overnight presence; •out-of-hours contractor liaison and reporting of emergency repairs; •checks on equipment and alarms within residents’ homes; •emergency response and support with evacuation arrangements; •response to out-of-hours main-door activations; •assistance for residents accessing activities and communal areas; •temporary short-term support in response to illness or changes in need; •temporary support to prevent hospital admission or facilitate discharge; and •emergency support where an informal carer is unexpectedly unavailable. JRHT will remain the landlord and will continue to employ staff responsible for its housing and landlord functions. The provider will be expected to work closely with JRHT’s on-site staff to support residents’ wellbeing and the safe operation of the scheme. Residents will continue to have the right to choose their provider for individual planned packages of care. JRHT would, however, welcome a provider with the capacity to offer planned care directly to residents under separate arrangements where residents choose to use the appointed provider. The Council of the Borough of Kirklees (the "Council") is conducting this procurement using the competitive process in accordance with the Health Care Services (Provider Selection Regime) Regulations 2023 ("the PSR"). The Multiple Disadvantage and Housing Support Service, will work in a streamlined and holistic manner across the area of Sheffield. It will provide holistic and multi-faceted floating support to people who experience multiple disadvantage – officially defined as a co-morbidity of homelessness/housing insecurity, mental health needs, substance use, involvement with the criminal justice system and domestic abuse – often further compounded by additional factors such as trauma, poverty, discrimination and stigma. The integrated service will aim to prevent and tackle multiple disadvantage, whilst recognising the intersectionality and compounding impact of the areas of need outlined above. The service will build on local learning from the Changing Futures programme and aligns with the city’s strategy Coordination from Complexity (2025–2030), consultation findings, and the Alliance Commissioning Vision. East Riding of Yorkshire Council is seeking applications from potential care agencies to be admitted to the Council's new Supported Living Open Framework. This intention is that this framework will be used to commission all supported living schemes or very large packages of care which are contracted through the Council, it will not be used for those individuals who wish to have a direct payment. In the future other models of contract may also be developed, for example individual service funds. Unlike a traditional framework, suppliers can apply to join the open framework at any time and is designed to provide access to a pool of pre-qualified suppliers that can be continually refreshed, however the applications will only be evaluated every 12 months or when the Council identifies an urgent need in particular to direct award to a specific provider. There is no limit to the number of providers awarded a place on the open framework for supported living, however it must be recognised that there are no guaranteed levels of business. It is a requirement that the Agency will be registered as a Home Care Agency with the Care Quality Commission (CQC) and any successor body will maintain registration, with no serious compliance issue/s. This Agency is required to have a 'good' or "outstanding" CQC inspection rating - or as a minimum, 'requires improvement' and be able to demonstrate that action is being taken to address the 'requires improvement' inspection rating. The Agency must have a registered office / location such that they must be able to demonstrate how high-quality outcome-focused, person-centred care can be delivered and effectively co-ordinated for any requirements that they apply for. This procurement is conducted under the Light Touch Regime, under the EU Public Contracts Directive 2014/24/EU, as implemented by the Public Contracts Regulations 2015 (SI 2015 No. 102) Section 7. Kirklees Council has a portfolio of Extra Care schemes across the borough. This upcoming tender is in relation the 3 original schemes developed in Kirklees: Woodland Court in Dewsbury (46 flats, opened in 2013), Sandy Mount in Crosland Moor, Huddersfield (41 flats, opened in 2014), and Meadow Green in Heckmondwike (43 flats), which incorporates Meadow Green Lodge (10 flats for people living with dementia), opened in 2014. Together, these schemes provide 140 one and two-bedroom apartments for rent and form part of a wider housing, care and support model. The housing and building management arrangements are delivered through a long-term Private Finance Initiative (PFI) contract, currently managed by Pinnacle on behalf of the Council.

East Riding of Yorkshire Council is undertaking preliminary market engagement in relation to a future procurement for a Voluntary, Community, Faith and Social Enterprise (VCFSE) Safeguarding Support Service. The Service will provide safeguarding advice, guidance, training and support to VCFSE organisations operating within the East Riding of Yorkshire. The successful Provider will support organisations working with both adults and children and young people to develop and maintain effective safeguarding arrangements, policies and practices.
