The East Riding VCFSE Safeguarding Support Service provides specialist safeguarding support, advice, training and strategic representation to voluntary, community, faith and social enterprise organisations across the East Riding of Yorkshire. The service plays a key role in building safeguarding capacity within the sector, supporting organisations to develop safe practices, meet their safeguarding responsibilities and respond effectively to emerging risks affecting children, young people and adults at risk. The Multiple Disadvantage and Housing Support Service, will work in a streamlined and holistic manner across the area of Sheffield. It will provide holistic and multi-faceted floating support to people who experience multiple disadvantage – officially defined as a co-morbidity of homelessness/housing insecurity, mental health needs, substance use, involvement with the criminal justice system and domestic abuse – often further compounded by additional factors such as trauma, poverty, discrimination and stigma. The integrated service will aim to prevent and tackle multiple disadvantage, whilst recognising the intersectionality and compounding impact of the areas of need outlined above. The service will build on local learning from the Changing Futures programme and aligns with the city’s strategy Coordination from Complexity (2025–2030), consultation findings, and the Alliance Commissioning Vision. It will provide a clear, equitable and trauma-informed offer across three pathways: (1) Young People aged 16–25 (2) Adults aged 25+ (3) Recovery and Co-production (all ages). This contract is being awarded as an alliance contract, which means the Council expects tender responses to be submitted on behalf of groups of suppliers that are able collectively to deliver the Services.

East Riding of Yorkshire Council is seeking applications from potential care agencies to be admitted to the Council's new Supported Living Open Framework. This intention is that this framework will be used to commission all supported living schemes or very large packages of care which are contracted through the Council, it will not be used for those individuals who wish to have a direct payment. In the future other models of contract may also be developed, for example individual service funds. Unlike a traditional framework, suppliers can apply to join the open framework at any time and is designed to provide access to a pool of pre-qualified suppliers that can be continually refreshed, however the applications will only be evaluated every 12 months or when the Council identifies an urgent need in particular to direct award to a specific provider. There is no limit to the number of providers awarded a place on the open framework for supported living, however it must be recognised that there are no guaranteed levels of business. It is a requirement that the Agency will be registered as a Home Care Agency with the Care Quality Commission (CQC) and any successor body will maintain registration, with no serious compliance issue/s. This Agency is required to have a 'good' or "outstanding" CQC inspection rating - or as a minimum, 'requires improvement' and be able to demonstrate that action is being taken to address the 'requires improvement' inspection rating. The Agency must have a registered office / location such that they must be able to demonstrate how high-quality outcome-focused, person-centred care can be delivered and effectively co-ordinated for any requirements that they apply for. This procurement is conducted under the Light Touch Regime, under the EU Public Contracts Directive 2014/24/EU, as implemented by the Public Contracts Regulations 2015 (SI 2015 No. 102) Section 7. The Open Framework starts on 01/03/2025 and the initial end date is 31/03/2033. South Yorkshire Mayoral Combined Authority (SYMCA) is introducing bus franchising and intends to procure on-bus Destination Display equipment and an Audio Visual Announcement (AVA) system for the franchised bus fleet, as a single contract. City of Bradford Metropolitan District Council is undertaking Preliminary Market Engagement to inform the future procurement of integrated Welfare Advice Services across Bradford District, with an anticipated contract commencement date of 1 April 2027. The Council is intending to undertake a procurement exercise for the delivery of a Survivors’ Voice Forum and peer support provision for victims and survivors of domestic abuse, sexual harm and violence against women and girls in Barnsley. In order to help inform such an exercise, the Council is undertaking this pre-market engagement stage to explore what is available, understand what could be delivered at two indicative budget levels, and seek feedback and guidance from the supply market. The potential requirement will be around: - A trauma-informed, accessible Survivors’ Voice Forum that enables victims and survivors to safely share views, influence service design and shape local partnership priorities. - Peer group support activity that complements existing commissioned services, reduces isolation, supports recovery and creates safe opportunities for survivors to connect with others with lived experience. - Two indicative delivery models: one based on a two-year budget of £100,000 and one based on a two-year budget of £156,000, setting out the expected level of staffing, reach, activity, governance, safeguarding, reporting and outcomes that could be delivered within each budget. - Consideration of mobilisation requirements, workforce capacity, safeguarding arrangements, confidentiality, data protection, accessibility, inclusion, managing participant expectations and how lived experience activity can be delivered safely without duplicating existing specialist support services. As part of this exercise the Council is requesting responses to a number of questions detailed at Appendix 1 – Request for Information within the Pre-Market Engagement document.
