The procurement will deliver an Adult Community Support Service across Learning Disability, Physical Disability and Mental Health client groups. Services will be delivered in a community setting, 24 hours a day, 7 days a week, 365 days per year, inclusive of sleepovers and waking nights, to adults aged 16 and over who have been assessed by North Ayrshire Health and Social Care Partnership as requiring a service. The scope of the procurement will encompass services currently referred to as Community Supports, 24Hr Support, Housing Support and Supported living services. It does not include care at home provision. Services will be delivered through a flexible framework contract model. The contract term will be for a total of Six (6) years. The term will be an initial two (2) year period, followed by two further extension periods of 2 years. Providers will be invited to join the Flexible Framework at the two year break periods through a formal tender process. Re-opening July 2026 update - this framework has now been modified and will run until July 2027, with an option to extend until December 2027. Therefore, in line with the original framework schedule to open every 2 years, we are re-opening again in July 2026, for a final time on this framework. A PIN is currently live for the framework retender due to start in 2027.

Aberdeen City Council has a requirement for the provision of a fully accessible dual sensory service across Aberdeen City for adults aged 16 and over. The duration of this contract is from 1st October 2021 to 30th September 2024, with two potential one-year extensions. The Service shall offer support to individuals who have a range of issues relating to sight and hearing impairment and it shall also extend to the families and/or carers of Supported People. The Service shall also seek to raise public awareness around issues relating to sensory loss, train and educate professionals, as well as influence planning decisions to improve accessibility. It is envisaged that the Service will provide varying levels of support, ranging from intensive support, for example, social work assessments, to low level, for example, newsletters. Interventions may be required at short notice and on an ad hoc basis therefore the service to people with a sensory loss needs to be responsive to need. The Service Provider will also maintain a register of visually impaired people on behalf of the Council.

Northern Lighthouse Board operates Ignition SCADA platform since 2021 to remotely monitor their AtoNs (Aid to Navigation) - lighthouses, buoys, AIS (Automatic Identification System), Racons (Radio Beacons) and few commercial AtoNs. The Council has an on-going requirement to procure Adult Supported Living Services. The Services will support vulnerable adults to live in their own homes and to play an active part in their communities as much as they are able. The Self-Directed Support (SDS) regulations offer Supported Persons a choice of provider to an extent not available through a Framework or a Dynamic Purchasing System (DPS) therefore the Council is utilising an innovative Procured Service Arrangement (PSA) under the Light Touch Rules contained in Regulations 74 – 76 of the Public Contract (Scotland) Regulations 2015. The PSA will allow providers to be added over its 15 year term, this will facilitate Supported Person's choice.

Energy Saving Trust is seeking the support of a energy access cooling expert to support the delivery of the LEIA programme. The successful candidate will work as an in-house consultant, embedded within the Energy Saving Trust International team. They will support on the development of strategy, plans and activities, and seeing these through, providing their expert knowledge and access to their extensive stakeholder networks in the sector. They will provide support primarily, but not limited, to strategy and partnership activities within Workstream 1, Research & Development activities within Workstream 2 and Research activities within Workstream 3, along with wider programmatic support as needed.

Provision of business support services for Fife Council sites.

The Framework is an alternative means of providing a range of practical hands-on support (not advice, which is available through HIE’s Specialist Advice Framework) to community organisations and social enterprises that lack the capacity or a particular skill-set to timeously progress an opportunity. This is added value support and must complement the existing social enterprise support ecosystem and, therefore, must not duplicate services already available via other HIE Frameworks e.g. Board Healthcheck and Skills Training or other public sector/public sector supported organisations, e.g. Business Gateway, Just Enterprise, etc. It is expected that these services will be required from November 2026 for an initial period of 3 years, with HIE having the option to extend for a period or periods together not exceeding 1 year following the Initial Term. The 3 year budget currently available to deliver this service is between GBP 400,000 and GBP 450,000 (excluding VAT). The total estimated value of the framework for the full framework duration including the extension is GBP 600,000, which is the value stated in this notice.

Angus Council and the Angus Health and Social Care Partnership have reviewed their current Framework for the provision of personal care, support and care and housing support (including home-based respite services) under SDS Option 3 within the homes of supported people in Angus. This is a procurement exercise to establish a new framework, commencing 01 April 2027. This is an opportunity for providers in the Care at Home sector to tender for various Lots within the new framework. The new Framework will run for four years with options to extend for a further three years and then a further two years. Provision of Adult Carers and Young Carers Support Services. The Council are looking to procure Services that will continue to support and work with Adult Carers and Young Carers residing in South Lanarkshire to offer holistic, personalised support through an outcomes approach by offering a range of direct and indirect support. The Service will deliver a full spectrum of preventative approaches and supports to enable Adult Carers and Young Carers to achieve their outcomes and ensure their rights are met. This is an Open Tender including 2 Lots, with one supplier being awarded per Lot. For clarity, the definition of Adult Carers and Young Carers is as per the Carers Act Scotland 2016. “adult carer” means a carer who is at least 18 years old but is not a young carer. “young carer” means a carer who; (a) under 18 years old, or (b) has attained the age of 18 years while a pupil at school, and has since attaining that age remained a pupil at that or another school.

Provision of Naval Architecture and Marine Engineering services to support the Scottish Government's Vessel Replacement Project, including procurement support, technical evaluation, design assurance, build oversight, specialist site supervision personnel, factory and vessel trials, and acceptance activities for a new Marine Protection Vessel (MPV) and Marine Research Vessel (MRV). Services include the provision of naval architecture, marine engineering, and shipyard supervision expertise throughout procurement, design, construction, testing, and delivery phases.

West Dunbartonshire Council on behalf of West Dunbartonshire Health and Social Care Partnership seeks to establish an Open Flexible Framework for the provision of community support services for adults aged 18 to 65 years who require additional support due to learning disability, autism, complex needs, physical disability, cognitive impairment including acquired brain injury, sensory impairment and mental health challenges. Services will be delivered through Self Directed Support Options 2 and 3 and will adopt an outcomes focused, person centred approach designed to maximise independence, improve quality of life and support individuals to live the lives they choose within their communities. The Framework will remain open during its lifetime and providers may apply for one or more Lots

The Service to be provided by the Provider is the provision of a Housing Support Service, primarily for single people or childless couples who are homeless and may have complex needs, residing in supported, interim accommodation. The Provider will also provide or make partnering arrangements with another organisation to provide a Housing Management Service for the accommodation at specific Premises and where applicable will enter into such associated lease arrangements with the owner landlord of the Premises as may be necessary for this purpose. The Housing Management Service does not form part of this Contract but is required to be delivered in conjunction with the Service. Tenderers can determine whether they will provide this service, or whether they will contract with another organisation to provide this service. How this related Housing Management Service is provided will directly impact upon Council budgets for the provision of homeless services and the amount of government funding available to support these services. The Council looks to maximise the monies available to better assist more Service Users. The specific Premises to support the Housing Support Service must be Specified Accommodation as defined by Law. The manner in which the Provider makes formal arrangements for the lease of the Premises will directly impact upon the Council and may result in higher costs to the Council. In respect of any subsidy shortfall however, while the Council cannot mandate how a Provider arranges their commercial business, the Council seeks to maximise the funds available to it to provide appropriate services and to allow maximum recovery, by the Council from the UK Government, of Housing Benefit paid for Service Users assessed as needing Housing Support Services. To assist the Council to maximise recovery of funds Tenderers would require to arrange that they are either (1) a Housing Association, a relevant body in accordance with Regulation 75H of the Housing Benefit Regulations 2006 as amended and enter into the occupancy arrangement (lease between themselves and the Service Users) or alternatively (2) contract with a third party who is a Housing Association and they would enter into lease arrangements with the Service Users and make separate contractual arrangements directly with the Tenderer. Tenderers should be aware that Charities are also relevant bodies for the purpose of the Housing Benefit Regulations 2006, however arrangements made with a Charity would require to be referred to the Rent Officer who would set the amount recoverable, whereas Housing Association arrangements are not subject to this form of review which allows for greater recovery by the Council.

Dumfries and Galloway Council are looking to establish a Flexible Framework solution for Employability Support Services across Dumfries and Galloway Region. This flexible framework allows new entrants throughout its lifetime, this is a re-opening notice.

This Contract Notice confirms that the Care and Support Flexible Framework Agreement has now been established in accordance with Regulations 74-76 of the Public Contracts (Scotland) Regulations 2015 (further referred to as 'the Flexible Framework Agreement'). The services include Care at Home and Supported Living Services, collectively referred to as Care and Support Services. The Flexible Framework Agreement will remain open to allow new Providers ("New Entrants") to participate throughout the Open Period. Housing and independent living support for young people. As part of our What Would it Take? plan, West Dunbartonshire Children's Services are developing a housing service for care experienced young people, where they can learn independent living skills in a nurturing and safe environment. We have made a Promise to our young people, that we will provide support for them to branch out into adult life, learn from mistakes and always experience positive regard and respect. We have consulted our young people to understand what this should look like for them. Now we seek your expertise and experience to build on this. We are developing a property in the West Dunbartonshire area, suitable for 6-8 young people. We would like to work in partnership with an experienced provider, who can understand the needs and vulnerabilities of young people with care experience, who can work with them and their networks, to understand their rights and options and to work towards their outcomes. Young people will need 24/7, 365 support available in house. They will need support with transitions and changes in their lives, as well as with learning practical independent living skills. They need relationship focused services, that see their strengths and value them as individuals, providing outreach as needed, to promote positive moves onward.
