FMPG-2025-017 ERP System Implementation and Support
We have established an ERP transformation programme (Project Keelson) spanning Finance, Human Capital Management (HCM) and Operations. Following completion of discovery and requirements definition, this procurement exercise aims to replace or acquire net new systems across the following capability areas:
Engineer-to-order: end-to-end lifecycle covering estimating, design, engineering, planning, manufacturing, production, and as-built handover;
Core finance: record-to-report, project financial management, purchase-to-pay, order-to-cash, fixed assets, payments and banking, employee expenses, and FP&A;
Procurement and inventory: contract management, sourcing, stock control, supply chain, and warehouse management;
HCM: core HR, recruitment, learning and development, performance management, and workforce management (including time and attendance); and
Payroll: in-house payroll capability, integrated with finance systems, supporting employee self-service.
This programme is critical to reducing our reliance on manual and disconnected processes and establishing a modern, scalable digital foundation to support our future growth.

SRUC is seeking to implement a fully supported Software as a Service (SaaS) solution that will replace our existing Student Management System and deliver strategic and operational benefits across our undergraduate and post-graduate Teaching activities.
Adult Supported Living - Procured Service Arrangement (PSA) Phase 12
The Council has an on-going requirement to procure Adult Supported Living Services. The Services will support vulnerable adults to live
in their own homes and to play an active part in their communities as much as they are able.
The Self-Directed Support (SDS) regulations offer Supported Persons a choice of provider to an extent not available through a Framework
or a Dynamic Purchasing System (DPS) therefore the Council is utilising an innovative Procured Service Arrangement (PSA) under the
Light Touch Rules contained in Regulations 74 – 76 of the Public Contract (Scotland) Regulations 2015.
The PSA will allow providers to be added over its 15 year term, this will facilitate Supported Person's choice.

Care and Support Services Flexible Framework Agreement NEW ENTRANTS
This Contract Notice confirms that the Care and Support Flexible Framework Agreement has now been established in accordance with Regulations 74-76 of the Public Contracts (Scotland) Regulations 2015 (further referred to as 'the Flexible Framework Agreement'). The services include Care at Home and Supported Living Services, collectively referred to as Care and Support Services.
The Flexible Framework Agreement will remain open to allow new Providers ("New Entrants") to participate throughout the Open Period. Further information about New Entrant applications is set out in Section VI.3 Additional information. Following award, successful providers will also be able to seek to vary their appointment by altering or adding Care and Support Service offerings in accordance with the terms of the Flexible Framework Agreement.
Care and Support Services will support people to achieve the best possible quality of life, in terms of their personal aspirations, choices and abilities, that enables them to live independently and safely within their own home for as long as practicable.
