Prior Information Notice - Procurement of a Marketing & Communications Agency to support millions to move
The purpose of this PIN is to inform market operators of a potential future exercise to procure services supporting the marketing and communications for a new nationwide programme to increase physical activity and reduce inactivity.
Health Innovation North East and North Cumbria (HI NENC) is commissioning an agency partner to design and deliver the marketing, PR, and communications strategy for a national behaviour change programme designed to increase physical activity and reduce inactivity across England.
The Programme responds directly to the Government's 10 Year Health Plan commitment to motivate millions to walk - and where possible run - regularly. Sir Brendan Foster has convened expert partners to support this. The Programme aims to reframe movement as personal, cumulative and achievable through the core proposition:
The Programme is not a traditional sports campaign. It is a long-term national behaviour change movement designed to: -
• Increase movement among inactive adults
• Address health inequalities
• Build a recognisable, inclusive national movement brand
• Enable sustainable habit formation through digital tools and rewards
• Advertising - including advertising investment to launch and sustain the campaign within the first year.
The associated marketing campaign must inspire participation at scale, whilst remaining grounded in behavioural science and public health evidence.
The appointed agency will be responsible for developing and delivering a full set of campaign materials, frameworks, strategies, activation plans, toolkits, digital assets, evaluation reports, and all content needed to deliver the programme end to end. This must be aligned to the overall narrative framework.
This will include planning major PR and press moments, building momentum towards launch dates and engaging with key stakeholders to strengthen partnerships.

Housing, Health & Wellbeing Hospital Discharge Support Service
The service is to prevent individuals aged 18 and over from being discharged from hospital into street homelessness, and to support safe, timely, and sustainable discharges through coordinated in-hospital intervention and time-limited post-discharge support.
The service will provide proactive, responsive, and coordinated support through:
•Early identification of individuals who are homeless or at risk of homelessness;
•In-hospital assessment, advocacy, and discharge coordination; &
•Time-limited post-discharge support to sustain accommodation and reduce the risk of readmission.
The service will specifically support individuals who:
•Are homeless or at risk of homelessness;
•Have support needs relating to drug and alcohol use; and
•Are known to Adult Social Care services, including those with assessed care and support needs, those open to Adult Social Care teams, and those requiring coordinated discharge planning.
Durham County Council (the Council) are seeking submissions from suitably experienced and skilled organisations to provide the specified services for the Housing, Health & Wellbeing Discharge Support Service.
The service is commissioned in recognition of the significant risks associated with hospital discharge into homelessness, and the adverse impact this has on individual health and wellbeing, as well as system pressures across health, housing, and social care. The Council is committed to ensuring that no individual aged 18 and over is discharged from hospital into street homelessness, and that all discharges are safe, timely, and supported by appropriate accommodation and care pathways.
The service will operate within the framework of statutory duties under the Care Act 2014, including the duty to promote individual wellbeing, prevent, reduce, and delay the need for care and support, and ensure the integration of services where this contributes to improved outcomes. The service will also support the Council in meeting its responsibilities under the Homelessness Reduction Act 2017, including duties to prevent and relieve homelessness and to work collaboratively with partner agencies through the Duty to Refer process.
The service will deliver an integrated model of support spanning in-hospital intervention and time-limited post-discharge assistance, ensuring continuity of care for individuals with complex and multiple needs. It will form a key part of a wider system approach to discharge planning, working in close partnership with Adult Social Care, housing services, health providers, and other relevant stakeholders to facilitate coordinated and person-centred outcomes.
A core feature of this integrated approach is the requirement for the provider to work proactively and collaboratively with Transfer of Care Hubs, clinical teams, and wider hospital-based staff to identify individuals who are homeless or at risk of homelessness at the earliest possible stage of admission. The service will accept and respond to referrals from Transfer of Care Hubs, hospital wards, Emergency Departments, and clinical teams, ensuring timely engagement and intervention to support discharge planning processes.
A requirement of the contract is that staff work flexibly and may need to align as part of a hospital discharge pathway resulting in the need to be co-located from time to time within other relevant commissioned services and embrace opportunities for alignment with the National Health Service Neighbourhood Hubs Programme and integrated working with health, housing and adult social care partners.
Further details of the requirements are set out in ITB Documents which can be accessed free of charge at www.open-uk.org

NNHSE1116 - RFI -Accredited Pulmonary Rehabilitation Programme Support Service
North of England Commissioning Support (NECS) is a care system support organisation hosted by NHS England and is working for and on behalf of NHS England North East & Yorkshire Health & Justice (Yorkshire and the Humber) (the Relevant Authority) and is managing this market engagement exercise for the provision of an Accredited Pulmonary Rehabilitation Programme Support Service:
The Commissioners require an Accredited Pulmonary Rehabilitation Programme Support Service to assist the Healthcare and Gymnasium teams within the Adult Prisons in North East & Yorkshire in delivering an ongoing programme of Accredited Pulmonary Rehabilitation for the patients in their care. It is hoped that outcomes would include improved health and well-being for patients and a reduction in exacerbation, which in turn would reduce the numbers of patients requiring access to secondary and/or specialised services.
The Accredited Pulmonary Rehabilitation Programme Support Service will develop virtual training packages for use with patients within Prisons, provide training for staff and provide a 'critical friend' / QA service for Prison Healthcare and Gymnasium staff to enable them to support the patients within their care. It is also expected that should there be any changes to national guidance on the delivery of Accredited Pulmonary Rehabilitation, the virtual training packages and staff training will be updated and disseminated. The contract will be for 2-years in the first instance with a value of £10,000 per annum, and an independent review will also be Commissioned to ascertain the value for money and effectiveness of the service. This review will be utilised to support future decisions as to whether then programme will be continued beyond the lifetime of the initial contract.
The Relevant Authority is issuing this Request for Information (RFI) to engage with the market and to gather information in order to gain a better understanding of both the capacity and appetite of the market in delivering the proposed services.
For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this process.
It is important to note that this RFI is not a call for competition and as such you will need to express your interest in any future tender opportunity once the contract notice is published on Find a Tender Service.
It should also be noted that this RFI invites individuals and organisations to express an interest in this RFI exercise only, and it is NOT a pre-qualification questionnaire, and is NOT part of any pre-qualification or selection process.
This RFI is intended as an awareness, communication, and information gathering exercise. An expression of interest is no indication of a commitment to participate in the RFI process, nor does it infer any preferential or special status on those individuals and organisations who express an interest in the RFI exercise.
NECS is utilising an electronic tendering portal (Atamis) to manage this RFI and as such interested individuals and organisations will need to register on the portal to access and return the RFI documentation.
You can register here:
https://health-family.force.com/s/Welcome
It is free to register on the portal, which can be accessed at any time of day. Should you have any queries, or have problems registering on the portal, you should contact the e-Tendering provider by email:

Rape, sexual violence and abuse therapeutic support service
Newcastle City Council will be exploring the following potential opportunity to provide therapeutic Sexual Violence and Abuse service, which recognises that victims and survivors are not unique to a particular community or culture and it is recognised that some women may have difficulty with accessing the Service for different reasons and the Service should work flexibly to meet these needs.
The Service will focus on early intervention counselling work, to enable the common effects of Sexual Violence and/or Abuse to be negated and prevent symptoms remaining long term, this has a positive impact on the need for later intervention by statutory services.
