Royal Borough of Kingston are conducting this Procurement to select an Architect to progress RIBA stage 1 & 2 for the construction of a new EV depot for AfC SEN Transport services. The proposed site identified by the Council is known as the car park site, Jubilee Way, Cox Lane, Chessington. The Project is a major project to relocate the service from their current location to enable development and to allow for the required expansion of the fleet to deliver this key service. RBK has already carried out some capacity drawings, initial cost estimate and strategic Brief (RIBA stage 0). This has identified the site has potential to accommodate the needs of the user. The purpose of this Procurement is to appoint an Architect who can progress the feasibility further up to and including RIBA stage 2. This will enable the Council to prepare a business case and make an informed decision on taking the project beyond feasibility. There is an option to extend this appointment further subject to the Council's decision to progress the project. Following soft market engagement, RBK has decided to procure these services through an open tender. The value of the works is estimated at £300,000.00 exclusive of VAT or £360,000.00 inclusive of VAT. The construction of a new EV depot will enable the Council to continue to deliver quality SEN transportation services for children of the Borough as well as providing net zero benefits from electrification of the fleet. Woodside Road, Derry/Londonderry The proposed construction works contract is for the construction of a residential development on a greenfield site on the Woodside Road, Derry/Londonderry. The works is for the provision of 57 social housing units that includes a housing mix of 45 homes including split level units, 4 wheelchair accessible homes and 8 apartments including 1 wheelchair accessible. The site also includes extensive landscaping, a children's play park, amenity space and other ancillary works. Alongside the 57 units, a programme of site wide enabling works will also be undertaken. The complexity of this development includes site clearance, site remodelling due to site topography, utility alterations, construction of a bus turning circle and detailed phasing requirements. It is expected ALL social housing units built under this contract will achieve Secured by Design and Lifetime Homes accreditation. All units will also be required to achieve EPC Rating 'A'. The project will also be delivered to BIM Level 2. A Planning Application, reference LA11/2022/0681/F, for the project was submitted to Derry City & Strabane District Council in June 2022. Full approval is expected in the coming months. The contract will be for approximately 24-months from date of award and is scheduled to start in March 2027 with the ITT documentation being issued in December 2026. Time is to be of the essence in delivering the works and any failure by the Contractor to comply with the time limits for commencing or completing the works shall be deemed to be a substantial failure by the Contractor to comply with the contract giving the Employer a right to terminate the contract.
