Scope and Background The Engineering Construction Industry Training Board (ECITB) is seeking a delivery partner or consortium to support the design and / or implementation of a regional careers attraction and STEM engagement programme designed to strengthen the future talent pipeline for the Engineering Construction Industry (ECI). The programme aims to increase awareness and understanding of engineering construction careers among young people, educators, and local communities while supporting industry workforce requirements across key industrial regions. The ECITB intends to appoint delivery partner(s) through a competitive tender process to design, coordinate, and deliver regional STEM engagement programmes. Successful providers will be responsible for engaging schools, employers, educators, and local stakeholders to deliver curriculum-aligned activities, facilitate employer involvement, provide teacher development opportunities, and establish effective regional partnerships that maximise programme reach and impact. This opportunity is to appoint a partner to deliver our pilot programme within the Scottish Central Belt for S2 pupils. Submissions can be made by a single supplier or multiple as a consortium. Target Audience The primary target audience for programme delivery shall be pupils aged 13-14 years (S3 / Key Stage 3 equivalent). Secondary audiences shall include: Teachers and educators School careers leaders and careers advisers Local employers and industry representatives Regional STEM networks and partner organisations The Pilot contract will be for an initial term of 2.5 years from January 2027 with delivery from September 2027 across two academic years. Homes England are issuing this notice in relation to the construction of Brookleigh Primary School, located to the north of Burgess Hill within the County of West Sussex. The school site forms a parcel of land within a wider development at Brookleigh (also known as Northern Arc). Basildon Borough Council is exploring opportunities to establish and operate a new Basildon Construction Academy that will support the delivery of local skills, training, employment and apprenticeship opportunities aligned with the borough's regeneration and growth ambitions. Prior to commencing any formal procurement process, the Council is seeking to engage with experienced training providers, further education institutions, industry operators, and consortium partners to help shape the future operating model for the Academy. The Council is therefore inviting interested organisations to participate in an interactive pre-market engagement workshop to discuss opportunities, challenges, delivery models and options appraisals to help form the specification.

In particular, DfE is seeking to understand whether standards, guidance and best practice for traditionally constructed building need to be developed for 2D panelised construction methods. The supplier will be required to research and collate and review information (including data which DfE may share) relating to recent use of 2D panels systems in low to medium-rise buildings in the UK. They will be required to undertake visits to both construction sites and completed buildings that use this construction method. They will also be required to engage with major contractors who supply and construct buildings of this type.
