Please note this is not a new notice** (copy link) https://ted.europa.eu/en/notice/-/detail/278841-2019 The Council of the Borough of Kirklees (including Kirklees neighbourhood housing identified as the 'Council' is seeking to establish a Dynamic Purchasing System (DPS) for construction contractors, subcontractors and ancillary services to undertake repair/ maintenance works/services for its portfolio of assets. The Authority have opted to establish a DPS as it is deemed the most appropriate option to meet its requirements and will enable a clear, consistent and compliant route to market. The DPS will be open to new entrants throughout its lifespan to allow coverage for ever changing requirements, including but not limited to new regulations and central government requirements. The end date in FTS has been amended in accordance with the transitional arrangements of the Procurement Act 2023. The DPS (Dynamic Purchasing System) for Major and Minor Construction Works (2025) provides a broad range of major and minor construction works to support ENP Members/Licensees. These works include various installation works, responsive repairs works, maintenance works and new build works, predominantly to social housing, private domestic properties, public sector and commercial buildings but may extend to other property types that are owned or managed by ENP members/licensees. Whilst the DPS would be UK wide, Contractors will be able to select particular regions that they operate in. A DPS is a completely electronic process conducted in accordance with the Public Contracts Regulations 2015.

These services include various consultancy and specialist services, principally for construction related services for social housing, private domestic properties, public sector and commercial buildings, and specialist areas such renewable energy services. The scope may also extend to other property types that are owned or managed by Members/Licensees. Whilst the DPS would be UK wide, Consultants will be able to select particular regions that they operate in. A DPS is a completely electronic process conducted in accordance with the Public Contracts Regulations 2015.

A variation to the DPS allows for the term to be extended for further periods, up to a maximum extended term of 60 months. The contract period shall not exceed 120 months. Under the Procurement Act 2023, YPO are looking to undertake preliminary market engagement to establish a compliant route to market for public sector organisations specifically for Early Years establishments requiring products under the scope of Early Years Construction. This framework will be for stock delivery into our warehouse, and direct delivery from the supplier to our customer base. This is a renewal of the previous framework 001144 (under the now redundant Public Contracts Regulations 2015). The aim of this framework is to provide high quality products for the nursery and early years market, including but not limited to; primary schools, public and private nurseries, playgroups and childminders. YPO has pre-prepared a document for any supplier who may be interested in this opportunity. The purpose of this document is for suppliers to provide information regarding standard specifications which are available to the market, and to understand the capabilities of the supply base. Suppliers are encouraged to provide item/range description, pack size, dimensions, materials, age range/suitability, testing standards, imagery and website links for any products that they deem suitable under the scope of this tender. YPO reserves the right to not commit to advertising this tender if we do so wish.
