The successful Supplier will be required to provide cleaning services for Broad Horizons Education Trust. This procurement is being conducted under a competitive flexible procedure in accordance with the Procurement Act 2023. Following the initial selection stage, the Contracting Authority intends to invite up to five suppliers to participate in the tender stage. Selection will be based on the criteria set out in the PSQ/tender documents and will be applied in a transparent and non-discriminatory manner. Suppliers must meet the minimum conditions of participation in order to progress to the tender stage. The successful Supplier will be required to provide cleaning services to Park view School. We are seeking tender submissions for the whole contract. The Park View School is a high performing community school in Tottenham, North London where the successful contractor will be required to deliver a service and meet the requirements of the specification from the contract commencement. The school for the tender is: •Park View School, 252 West Green Road, Haringey, London, N15 3QR The contract being tendered is for 3 years in duration from 1st September 2026 until 31 August 2029, with the option to extend for further terms of 1 + 1 years on the same terms and conditions excluding the right to further extend. The contract will be a fixed price in nature, with the Contractor invoicing the Client for one-twelfth of the annual cost monthly. Whilst the monthly charge will represent one-twelfth of the contract cost, a reconciliation will take place monthly to reconcile the actual hours worked within the contract. If the hours worked are less than those budgeted a credit will be required by the school. This credit will be calculated by dividing the annual contract cost (fixed cost) by the number of annual input hours to arrive at a contractual cost per hour, this will then be multiplied by the number of hours due to arrive at the fiscal credit. The school requires that the tendered number of hours are always worked, and the successful contractor is expected to have a system in place to cover for both planned and unplanned leave. The basis and rationale that the Client requires is for the successful contractor to operate to always being able to provide a clean school that is fit for purpose and that the Contractor is proactive in the management of the contract, thus ensuring that all output specifications are achieved and that the required frequency of cleans is delivered. The tender project is seeking to appoint a Contractor whose initiative and innovation will be welcomed for the provision of the services. The high-quality service levels proposed, should maintain excellent standards throughout, resulting in a clean and pleasant environment for students, staff and visitors within all the school consistently. It should be noted that the successful contractor will be expected to bring to the contract: innovation; new equipment; and cleaning methods, with BICSc’s standards being achieved, as a minimum, ensuring that the highest levels of cleanliness are maintained in all areas at all times and also ensuring that the productivity of the cleaning operatives is enhanced moving forward into the new contract term. The successful contractor will be expected to put forward both innovation and their proposals for making this contract more environmentally sensitive and carbon neutral moving into this contract term both by way of contract delivery, and within the successful contractor’s organisation while working to deliver the Park View Schools’ environmental policies. The terms and conditions of employment and recognition offered to the cleaning operatives should be both progressive and forward thinking ensuring that the staffing establishment is always complete with staff turnover being kept to a minimum. This is to support the acceleration of the Authority’s mission for innovation and regional economic growth across the Cardiff Capital Region. The University owns and operates a specialist compound semiconductor cleanroom facility located within the Translational Research Hub (TRH) at Cardiff University. The TRH is a research‑intensive environment for academic researchers and industry partners. It supports the University’s activity aligned to the Institute for Compound Semiconductors, the School of Physics and the School of Engineering. The facility comprises a purpose‑built c.1500m² compound semiconductor cleanroom, supporting the fabrication and processing of compound semiconductor wafers up to 200mm (8‑inch) diameter. The cleanroom provides the capability to trial, establish, and scale compound semiconductor devices to an industrial standard, supported by advanced, industry‑standard processing and characterisation capabilities. Dedicated characterisation and back‑end processing areas enable end‑to‑end wafer processing. The University is considering options for further commercial utilisation of the facility while ensuring that appropriate access for academic and research purposes is maintained. As part of this review, the Authority wishes to engage openly and transparently with the market to consider operating, access, and partnership models that could support these objectives. The successful Supplier will be required to provide cleaning services for Castle School Education Trust (CSET) & The Priory Learning Trust ( TPLT). The two separate contracts and ‘lots’ cover the scope for the provision of all cleaning & some caretaking services within the TPLT Primary Schools. Contract value for the schools is circa £1.1m per annum at CSET and £1.2m per annum at TPLT. Whilst both Trusts are currently independently operated, they have strategic intent to join at some stage during the period of the tender project or subsequent cleaning contract, consequently both organisations intend to award this cleaning contract to the same contractor, as two separate lots. The Castle School Education Trust and The Priory Learning Trust are expected to grow, with a number of additional schools becoming part of the Trust/s during this contract period and the provision of cleaning services, and caretaking where detailed, at these schools when they have joined the Trust/s will fall under the scope of these contracts. Similarly, any Trust Schools with alternative cleaning provisions currently in place could fall into scope of this contract as their current cleaning arrangements end. Whilst the monthly charge will represent one-twelfth of the contract cost, a reconciliation will take place monthly to reconcile the actual hours worked within the contract. If the hours worked are less than those budgeted for a credit will be required by the School. The Site must always meet health, safety and environmental standards appropriate to the Site and its use and the successful Contractor must comply with the Client’s health, safety and environmental policies and procedures. The Services must be provided so as not to interrupt the routine of the Site. The focus of our requirement is for a high-quality cleaning service, fully compliant to the agreed specification. The general standard of cleaning shall be in accordance with the BICSc Cleaning Standards, with BICSc training given to all cleaning operatives employed within this contract. We are seeking a suitably experienced contractor who has current experience of working within the secondary school or HE/FE marketplace, ideally with a strong operational base within the Gloucestershire area, thus allowing for both adequate contract support and the operational flexibility that is to be delivered in support of the contract as and when required. The scope of the contract covers all cleaning provision within School buildings. The successful contractor will be expected to deliver a concise and detailed method of management reporting at the end of each month thus updating the senior management team within the School on the contract performance. The projected cost of cleaning for the current year is circa £290,000 for all buildings (excluding external window cleaning but including the dual use sports centre in evenings and weekends) on the campus at Cleeve School, however it is believed that through equipment and cleaning material innovation and the effective recruitment, training and supervision of cleaning staff there is opportunity for improvement to standards. The successful Supplier will be required to provide cleaning services for Fort Royal Community Primary School. The annual contract value is approximately £130,000 and the initial contract term will be three years, commencing 1 April 2027 and concluding 31 March 2030. The contract will operate on a guaranteed performance basis, offering a fixed annual subsidy. There will be an option to extend for a further term of one plus one years by mutual agreement. The school is located in Central Worcester and is a Maintained Primary special needs school with 208 pupils on roll and approximately 170 staff employed. They are a dedicated and enthusiastic team who are committed to providing the best possible education and care for the pupils and developing independence and social awareness to prepare them for productive and successful lives. There are 25 classes and fantastic facilities, including a hydrotherapy pool, specialist sensory areas and extensive outdoor learning environments both within the school grounds and attached to individual classes. The school runs in term time, but some support staff work all year round. Currently, the school is cleaned in the mornings prior to opening, with cleaning commencing from 6:00am during term time and on TED days. In addition, the school benefits from approximately four weeks of deep cleaning during holiday periods. Due to the morning cleaning schedule, there is a requirement for some ad hoc cleaning at the start of holiday periods (e.g. bin clearance), along with limited cleans a few times per week in key areas during the main school holidays (Easter, Summer, and Christmas). While the school is open to reviewing cleaning times, if the morning schedule is retained, they would like these ad hoc requirements to be formally incorporated into the contract.
