The Learning Community Trust is a well-established MAT in Telford and Shropshire who are seeking a contractor to provide cleaning services at 11 of their sites. Cleaning of a regular and routine nature is required, together with more specific periodical cleaning outside of the term-time operation. The contract will be awarded for a period of 3 years commencing 1st April 2027 with an option to extend for a further one plus one years, which will be measured on the achievement of agreed Key Performance Indicators (KPI’s), from Day One of the contract. The Trust values the personnel employed to deliver their services, and by tendering the cleaning contract are seeking to reset expectations for the cleaning provision, improve staff morale and consolidate consistent cleaning standards across the Trust.

The site. A single secondary school of approximately 4,315 m² of printed in-scope floor area across three blocks, together with a sports hall building of approximately 1,175 m² delivered under a 2025-26 expansion. A room-by-room schedule of floor surfaces, an out-of-scope list and a sanitary provision schedule are issued with the tender documents. The service. Fully managed: routine cleaning over a 40-week service year, periodic, holiday, deep and non-routine cleaning including high-level work, on-site supervision, labour, equipment, materials, quality assurance and reporting. Washroom consumables are to be priced both as a School-supplied and as a Contractor-supplied option. Points tenderers should note. Timber and sprung timber floors account for 616.6 m², 14.3 per cent of the in-scope area, across five areas including a sports floor and a floor in a food-consumption area. The estate contains 58 WCs, 56 wash basins and 20 showers. There is no site access at weekends or on bank holidays. The sports hall building is not expected to be available before the new year and is priced separately. Workforce. A TUPE service provision change is anticipated, involving eight employees across two transferors - seven employed by the outgoing contractor and one employed directly by the School. One employee is an active member of the Local Government Pension Scheme at an employer contribution rate of 18.4 per cent. The successful Supplier will be required to provide cleaning services for St Catherine’s CofE Primary School. The annual contract value is approximately £78,000. The initial contract term will be three years, commencing on 1 February 2027 and concluding on 31 January 2030. The contract will operate on a guaranteed performance basis, with the successful Supplier providing a fixed annual contract price. There will be an option to extend the contract for a further period of up to three years by mutual agreement. St Catherine's CofE (VC) Primary School is located in Kidderminster, Worcestershire. It is a Church of England voluntary controlled primary school for pupils aged 4–11, with approximately 414 pupils currently on roll, a capacity of 420 pupils, and is supported by a dedicated team of teaching and support staff. St. Catherine’s is truly a special school. They nurture every aspect of child development, promoting high academic standards while fostering social and emotional skills—truly embodying their commitment as a ‘Heartsmart’ school. Strong relationships are vital for their success, and they pride themselves on the positive connections they build within they school community. The existing structure comprises all six cleaners working in the evening with cleaning completed 15.15pm - 18.30pm. The current service operates for 39 weeks of standard cleaning per annum, supplemented by 51 hours of periodic cleaning spread across the year. There is currently no daytime cleaning provision. Whilst the monthly contract payment will represent one-twelfth of the annual contract value, a monthly reconciliation process will be undertaken to verify actual hours worked against those budgeted within the contract. Where actual hours delivered are lower than those budgeted, the Supplier will be required to provide a credit to the school. This credit will be calculated by dividing the annual contract value by the annual contracted hours to establish a contractual hourly rate, which will then be multiplied by the shortfall in hours delivered. The school is seeking a suitably experienced Supplier with a proven track record of delivering cleaning services within the primary school sector. Preference will be given to Suppliers with a strong operational presence within the West Midlands, enabling the provision of responsive contract support, operational resilience and service flexibility throughout the contract term. This will include regular engagement with key stakeholders at the school and proactive contract management. The school is seeking a Supplier that will work collaboratively and flexibly with school leaders to maintain high standards of cleanliness. The school is also keen to explore opportunities to achieve improved value for money through service efficiencies, enhanced staff training and innovative equipment solutions. The scope of the contract includes all cleaning services across the school site, including holiday cleaning and periodic deep cleaning requirements. The successful Supplier will be required to provide a concise but detailed monthly management report, enabling the senior leadership team to monitor contract performance, service standards and continuous improvement initiatives. The school is located in Central Worcester and is a Maintained Primary special needs school with 208 pupils on roll and approximately 170 staff employed. They are a dedicated and enthusiastic team who are committed to providing the best possible education and care for the pupils and developing independence and social awareness to prepare them for productive and successful lives. There are 25 classes and fantastic facilities, including a hydrotherapy pool, specialist sensory areas and extensive outdoor learning environments both within the school grounds and attached to individual classes. The school runs in term time, but some support staff work all year round. Currently, the school is cleaned in the mornings prior to opening, with cleaning commencing from 6:00am during term time and on TED days. In addition, the school benefits from approximately four weeks of deep cleaning during holiday periods. Due to the morning cleaning schedule, there is a requirement for some ad hoc cleaning at the start of holiday periods (e.g. bin clearance), along with limited cleans a few times per week in key areas during the main school holidays (Easter, Summer, and Christmas). While the school is open to reviewing cleaning times, if the morning schedule is retained, they would like these ad hoc requirements to be formally incorporated into the contract. The school also hosts a holiday club during certain school holidays, which is currently supported through ad hoc cleaning arrangements. University Locks is a 651-bed university-managed hall of residence, which provides self-clean accommodation to Birmingham City University students for 41-51 weeks. In addition, the accommodation is let to summer schools and conferences during July and August. This provides a short window to deep clean the accommodation in readiness for new students arriving in September.
