The successful Supplier will be required to provide cleaning services for Castle School Education Trust (CSET) & The Priory Learning Trust ( TPLT). The two separate contracts and ‘lots’ cover the scope for the provision of all cleaning & some caretaking services within the TPLT Primary Schools. Contract value for the schools is circa £1.1m per annum at CSET and £1.2m per annum at TPLT. Whilst both Trusts are currently independently operated, they have strategic intent to join at some stage during the period of the tender project or subsequent cleaning contract, consequently both organisations intend to award this cleaning contract to the same contractor, as two separate lots. The Castle School Education Trust and The Priory Learning Trust are expected to grow, with a number of additional schools becoming part of the Trust/s during this contract period and the provision of cleaning services, and caretaking where detailed, at these schools when they have joined the Trust/s will fall under the scope of these contracts. Similarly, any Trust Schools with alternative cleaning provisions currently in place could fall into scope of this contract as their current cleaning arrangements end. The successful Supplier will be expected to provide this service at these additional schools using the same costing model applied to the successful tender submission. The duration of contract for these schools will not be increased, and they will join the contract for the remaining contract period that exists at the point of entry into the Trust/s. Due to the scale of the contract, and to enable an effective mobilisation period, it has been decided to stagger the mobilisation dates with each Trust commencing at a slightly different time. Contractors are required to bid for both Lots, and the contract award shall be made at the same time. The contracts are being awarded based on an initial three year, with the opportunity to extend by a further period of up to two years at the discretion of the governing body. • The CSET contract shall commence on 01.01.27 until 31.12.30. •The TPLT contract shall commence on 01.04.27 until 31.03.30. This contract will be fixed price in nature with the successful Supplier guaranteeing both the number of input hours to the contract and the quality of cleaning provision. The contracts will be for an initial period of three years, with the opportunity to extend for a further period of up to two years at the discretion of the relevant governing body. We are seeking a suitably experienced Supplier who has current experience of working within the primary and secondary school marketplace, ideally with a strong operational base relevant to the Schools, thus allowing for both adequate contract support and operational flexibility that is to be delivered to support the contract. The Trusts have Strategic Objectives regarding both Sustainability and Social Value. It is expected that the successful supplier shall evidence how the delivery of services shall compliment the achievement of these objectives. The scope of the contract covers all cleaning provision within all school buildings. The caretaking service shall be delivered where indicated in the cleaning & caretaking specification. The successful Supplier will be expected to deliver a concise and detailed method of management reporting at the end of each month, thus updating the Trust and School senior management teams on the contract performance. The successful Supplier will be required to provide cleaning services for Cleeve School & Sixth Form centre of excellence. The value of the current contract is approximately £290K per annum. Cleeve School offers consistently outstanding teaching and an innovative and highly personalised curriculum, where literacy and numeracy skills are secured as firm bedrocks. The School provides a safe and stimulating environment, where mutual respect threads through the celebrated ethos of care, support and guidance. In preparing students for the world beyond school, we firmly believe in high standards of dress and attitude, so that good manners, tolerance and understanding underpin everything we do. Tradition is important ~ and we hold on to our traditions and high expectations, whilst also thoroughly embracing innovation and a 21st century approach to learning. There are currently circa 1900 pupils. The school offers GCCSEs for ages 11 to 16, and A-Levels/BTECs for students wishing to go to the sixth form at ages 16 to 18. The contract will commence on 1 April 2027 for an initial period of three years, with the opportunity to extend for a further period of two years at the discretion of the governing body. The successful contractor will invoice the client for one-twelfth of the annual cost monthly, also guaranteeing both the number of input hours to the contract and the quality of cleaning provision. Any variations to the contract that are requested by the client should be invoiced at the agreed rate and should be calculated on an hourly rate per employee needed to carry out the variation to the satisfaction of the contract supervising officer. The School requirement shall be for 190 academic days, 5 inset days and 20 days periodic cleaning per annum. Whilst the monthly charge will represent one-twelfth of the contract cost, a reconciliation will take place monthly to reconcile the actual hours worked within the contract. If the hours worked are less than those budgeted for a credit will be required by the School. The School require that the tendered number of hours are always worked, and the successful contractor is expected to have a system in place to cover for both planned and unplanned leave. The basis and rationale that the Client requires the successful contractor to operate to at all times is being able to provide a clean school that is fit for purpose and that the Contractor is proactive in the management of the contract, thus ensuring that all specifications are achieved and that the frequency of cleans is as detailed within the Innovation and continued innovation of processes throughout the contract term will be pivotal to the success of the new contract. The Contractor shall provide a comprehensive cleaning service to the Site to promote a clean, healthy and safe environment which presents a positive image to all users and visitors. The Site must always meet health, safety and environmental standards appropriate to the Site and its use and the successful Contractor must comply with the Client’s health, safety and environmental policies and procedures. The Services must be provided so as not to interrupt the routine of the Site. The focus of our requirement is for a high-quality cleaning service, fully compliant to the agreed specification. The general standard of cleaning shall be in accordance with the BICSc Cleaning Standards, with BICSc training given to all cleaning operatives employed within this contract. We are seeking a suitably experienced contractor who has current experience of working within the secondary school or HE/FE marketplace, ideally with a strong operational base within the Gloucestershire area, thus allowing for both adequate contract support and the operational flexibility that is to be delivered in support of the contract as and when required. The scope of the contract covers all cleaning provision within School buildings. The successful contractor will be expected to deliver a concise and detailed method of management reporting at the end of each month thus updating the senior management team within the School on the contract performance. The projected cost of cleaning for the current year is circa £290,000 for all buildings (excluding external window cleaning but including the dual use sports centre in evenings and weekends) on the campus at Cleeve School, however it is believed that through equipment and cleaning material innovation and the effective recruitment, training and supervision of cleaning staff there is opportunity for improvement to standards. NB: Please note that the successful contractor will pay a proportion of the procurement consultancy fee on award of this contract, which will be to the value of £3,412.50 plus VAT. This fee will be invoiced immediately after the standstill period.
