Community Cleaning contract for three locations

Welwyn Hatfield Borough Council (hereinafter referred to as the Council) is conducting an open procurement in accordance with the requirements of the Procurement Act 2023 for the purpose of procuring Block Cleaning Services as described in Schedule (2). Specification. Whilst this procurement does not limit the number of bidders that may participate, bids may not be evaluated that do not meet the conditions of participation; or are disqualified under mandatory or discretionary disqualification criteria; or do not meet any other requirements such as accepting the conditions of contract or failing to comply with the terms of this tender in terms of completion of documents and submission of bids. bpha is seeking to appoint suitably qualified and experienced service providers for the provision of Communal Cleaning Services across its housing portfolio. The contract is divided into two lots: Lot 1 (Inner Circle) covering Bedford, Luton and Milton Keynes, including office cleaning at bpha's Bedford office; and Lot 2 (Outer Circle) covering Cambridge, Peterborough, Oxford and Towcester. Services to be delivered under the contract include communal cleaning of shared areas, window cleaning, bin area maintenance, ledge and facade cleaning, and gutter clearance across bpha's residential stock of over 20,000 homes. The contract has an estimated total value of £733,000 per annum across both lots, with an initial term of three years and up to two optional 12-month extensions, giving a maximum total term of five years. The contract term being tendered is for three years, 1st April 2027 – 31st March 2030. There is an option for a further extension period for up to two additional years to 31st March 2032. Competitive Flexible Procedure This procurement will be run under the Competitive Flexible Procedure. This will follow a two stage approach, with stage 1 being the Procurement Specific Questionnaire (PSQ). Here a minimum of 5 candidates (or less, in the event less than 5 meet the minimum criteria) and a maximum of 10 candidates, will progress to stage 2. Any selection of tenderers will be based solely on the criteria set out for the procurement and a minimum score of 60% must be achieved. Selected tenderers will then be invited to stage 2, the Invitation To Tender (ITT). Here, the evaluation of tender response will be set as 35% price and 65% quality. Value of contract: The annual value of the current contract is £227,709 Therefore the potential value of this contract for the 5 years is £1,138,545 The contract shall be a fixed price contract with invoices raised monthly to the school. Attain Academy Partnership (hereinafter referred to as 'the Trust) comprises seven primary schools located across Essex, serving approximately 1,600 pupils across its sites. The Trust is undertaking a procurement exercise on behalf of the following academies to appoint a suitably qualified and experienced cleaning contractor: • Cressing Primary School • Newlands Spring Primary & Nursery School • Rayne Primary & Nursery School The current cleaning contract has reached its full term and the purpose of this procurement is to establish a new cleaning services contract for an initial period of three (3) years, commencing on 1 November 2026 and concluding on 31 October 2029, with the option to extend for a further one (1) year plus one (1) additional year at the sole discretion of the Trust. The current annual contract value is approximately £162,473 (inclusive of VAT), based on existing expenditure. Tenderers should note that this figure is indicative only and may be subject to variation to reflect recent changes in local circumstances and service requirements The successful contractor will be required to: • Provide cleaning services across all designated school buildings within the three academies. • Invoice on a monthly basis, with charges equivalent to one-twelfth of the agreed annual contract value. • Guarantee the agreed staffing levels, input hours, and quality standards throughout the contract period. • Operate effective arrangements to provide cover for both planned and unplanned staff absences, ensuring continuity of service at all times. • Demonstrate a proactive approach to contract management, regularly monitoring service performance and implementing corrective actions where necessary. • Ensure that all cleaning specifications, schedules, and frequencies detailed within the Invitation to Tender documentation are consistently achieved and maintained throughout the duration of the contract. The scope of the contract includes all routine and periodic cleaning services required within the school buildings. The Trust expects the appointed contractor to work collaboratively with each academy, maintaining high standards of cleanliness, hygiene, and presentation in support of a safe and effective learning environment. Cambridgeshire County Council have a combined Cleaning & Grounds Maintenance contract, which has been in place since 2023. This process is a re-procurement of that contract. The current contract is accessed by Fenland District Council for cleaning services, and this new process shall also be accessed by Fenland DC (only for cleaning services). The Authority wishes to appoint one Provider to provide a Cleaning and Grounds Maintenance Service to the organisation across a variety of properties within the geographical boundaries of the County of Cambridgeshire. The Provider shall be expected to undertake a comprehensive cleaning service, including routine daily cleaning of varying types of buildings, deep cleans, periodic cleans, window cleaning, provision of sanitary bins and nappy bins, barrier matting and other requirements usually associated with a contact of this type, including reactive and preventative pest control and also gritting and snow cleaning services, as well as a Grounds Maintenance service.
