The Trust is looking for a provider with a strong track record of managing catering operations of a similar scale within the education sector and the capability to deliver consistent, nutritious, and appealing food for pupils and staff. Through this tender process, the Trust aims to enhance its catering provision by partnering with a contractor who shares its commitment to high food standards, excellent service delivery, and continuous improvement. The Mater Ecclesiae Catholic Multi Academy Trust (MECMAT) are seeking to procure a number of providers for a multi-supplier framework for catering services. The main objective of this procurement exercise is to deliver the procurement of a framework that will enable the Trust to source catering services for its schools. There are initially 17 schools in this framework, however, other schools may call off later. It should be noted that it is not mandatory for schools to use this framework. Schools will only call off from this agreement if they have a requirement to do so. It is envisaged the number of contractors on the framework will be between 1 and 3 The provision of the service must demonstrate the best value approach and be flexible in its delivery and operation to ensure that the needs and ethos of individual schools are supported. This framework process is targeted to have a catering contract in place to commence in April 2027 for the initial direct award schools. Please note that this process covers all catering services within the Trust schools with full tender costings and proposals for the schools for a contract start in in April 2027 for the initial direct award schools. These details will be further explained in the ITT documents. The process will be through a competitive flexible procedure commencing with a participation stage to create a select bidder list following analysis of a PSQ document (within which the scoring criteria will be included). The nature of the contract demands a good local infrastructure to provide and maintain the level and standard of catering services and support required by the Trust. Labour resource/relief cover is very important. We have set a minimum Employer's (compulsory) liability insurance of 10,000,000 GBP). Following the analysis of PSQ’s the selected bidders will be invited to attend site surveys and tender briefing initially planned for mid-September 2026. Tender response deadline is planned as Mid-October 2026 and it is envisaged that interviews will take place in mid-November 2026. The contract will be for a 3 +1 +1 period (5 years in total including the option to extend for 1 + 1years after the initial 3 year term).

The successful Supplier will be required to provide catering services for Castle School Education Trust (CSET) & The Priory Learning Trust ( TPLT). The two separate contracts and ‘lots’ cover the scope for the provision of all catering services within the schools, which also includes free issue requirements. Contract value for the schools is circa £1.2m per annum at CSET and £1.3m per annum at TPLT. Whilst both Trusts are currently independently operated, they have strategic intent to join at some stage during the period of the tender project or subsequent catering contract, consequently both organisations intend to award this catering contract to the same contractor, as two separate lots. The Castle School Education Trust and The Priory Learning Trust are expected to grow, with a number of additional schools becoming part of the Trust/s during this contract period and the provision of catering services at these schools when they have joined the Trust/s will fall under the scope of these contracts. Similarly, any Trust Schools with alternative catering provisions currently in place could fall into scope of this contract as their current catering arrangements end. The successful Supplier will be required to provide catering services for St John the Baptist Catholic MAT. The tender project is seeking to appoint a single Supplier whose initiative and innovation will be welcomed for the provision of catering service within the existing facilities for the 8 primary schools and 1 secondary school. There are other schools within the Trust, currently self -operating catering, which may well become part of the contract scope during this contract period and if this becomes the case, joining schools would be priced in the spirit of the primary and secondary models submitted. The Trust would wish the successful Supplier to review the current range of services offered, as well as to looking at the delivery of the current catering service and make recommendations accordingly. The contract being tendered is for three years in duration from 1st January 2027 to the 31st December 2029 with the option to extend for a further two years, the extension would only be for 1 year at a time and will operate as a guaranteed performance contract, with the successful Supplier offering the Trust a guaranteed return / cost per annum for the provision of catering services. Sovereignty of the cash tariff is to remain with the Trust for the duration of this contract. The Trust intends its’ schools to be open for 190 days, however there are current consultations at an early stage which may end up reducing operational days ( via extension of the school day) – anything material available at the time of publishing will be included in the ITT documentation. The contract offered covers the scope for the provision of all catering services within the schools, which currently includes morning break, lunch, all hospitality and free issue requirements. The client would like to see innovative delivery of emerging food trends that are seen on the high street and in retail outlets that pupils and their families frequent and therefore need to be reflected in the school dining rooms. The ITT will capture detailed specifications for each school against which bidders can present confident proposals. Free School Meals and hospitality will be charged based on consumption at a rate agreed yearly in line with government funding with associated sales and costs included within the pricing models. The successful Supplier will be expected to maximise the sourcing of fresh produce on a local basis, as well as provide support on educating the pupils in healthy eating and where food comes from. Whilst the Trust prioritises value for money as a key objective of the competitive tender process, the governing body is not obliged to accept the lowest price. The T/O value of the current contract is £1m per annum.
