West Yorkshire Police have a contract in place for the delivery of a café-style catering service at West Yorkshire Police's Learning & Organisational Development centre, which is located at Carr Gate, Wakefield, WF2 0QD. The current contract expires 7th July 2027, with 2 further 12 month extensions available.
West Yorkshire Police is undertaking this preliminary market engagement to better understand the market appetite for the future operation of this café facility. Through this engagement, we aim to assess the commercial attractiveness of the opportunity, gauge the level of market interest, gain valuable insight into supplier perspectives, and identify opportunities to maximise value for both West Yorkshire Police and prospective suppliers.
West Mercia Police (the Authority) is conducting an open competitive flex two-stage tender under the Procurement Act 2023 for the provision of Catering Services.
All details are contained within the tender documentation. The contract is go live on the 1st April 2027.
The first stage of the two-stage process is a Conditions of Participation (CoP) pass/fail stage. All documents will be provided as part of this stage however, only the CoP document is required to be completed and submitted by the deadline of 12pm noon on the 22nd September 2026.
Those bidders successful in stage 1 CoP will be invited to participate in stage 2 ITT whereby, site visits will be arranged and a formal ITT response is required by 12pm noon on the 26th October 2026 based on a price and quality weighting.

Future Catering and Canteen Provision at Gwent Police Headquarters
Gwent Police is undertaking a Preliminary Market Engagement exercise to inform the future provision of catering and canteen services at Gwent Police Headquarters, Cwmbran.
Prior to commencing any formal procurement process, Gwent Police wishes to engage with the market to gain an understanding of the options available for the operation, management and development of the existing canteen facilities. This engagement will help shape any future procurement strategy and service requirements.
Scope of Engagement
Gwent Police is seeking input from suppliers with experience in the provision of catering, café, restaurant, hospitality and workplace food service operations.
Suppliers are invited to review the existing facilities and provide feedback on:
- Potential operating models.
- Service delivery options.
- Opportunities for improving utilisation of the facility.
- Commercial viability considerations.
- Innovation and best practice within the sector.
- Potential investment requirements.
- Sustainability and social value opportunities.
Site Visits
Interested suppliers are invited to attend an individual site visit at Gwent Police Headquarters.
To ensure commercial confidentiality and to accommodate operational requirements, site visits will be arranged on an individual basis. Suppliers will not attend site visits jointly and no group engagement sessions will be held.
